Other issues such as the review of the effectiveness and progress of the Adaptation Commission may not be approved at COP28 and will be moved to the supplementary committee meetings for further discussion. The work programme on the roadmap for a just transition at COP28 is expected to extend beyond December 12, as the negotiating Parties have not yet agreed on priority outcomes such as the decision on the Global Assessment of Efforts and the Global Framework of Climate Change Adaptation targets.
On loss and damage, the latest draft decision requires the Executive Committee to consider ways to cooperate with parties to operate the Loss and Damage Fund, however this draft has not been adopted.
On the assessment of global efforts, the draft decision The draft, dated December 11, reaffirms the Paris Agreement’s long-term temperature target and changes the reference to fossil fuels. It also removes references to a roadmap to double climate finance and replaces it with a call for increased climate finance for developing countries.
On the just transition, the latest draft has many inconsistent sections on rights, on the just transition work programme, justice including social protection, just transition for the workforce and creating quality jobs in line with national priorities. On climate change adaptation, the latest draft conclusions were issued on 11 December and the comments were collected from the consultations with the parties, as well as the 60th Subsidiary Body for Implementation (SBI) and the 60th Subsidiary Body for Science and Technology (SBSTA). As of the last day of the conference, no further meetings had been scheduled to discuss this issue.
The COP28 Conference agreed to select Azerbaijan as the host country for the COP29 Conference, and Brazil as the host country for the COP30 Conference. The COP29 Conference will be held in Baku - the capital and largest city of Azerbaijan. According to Mr. Aykhan Hajizada, spokesman for the Ministry of Foreign Affairs of Azerbaijan, Baku is ready to host the COP29 Conference.
