"Promoting" the progress of the Ha Tinh coastal cross-road project

The coastal cross-road project of Thach Ha district (now Ha Tinh city) is invested by the People's Committee of Thach Ha district. The scale of the project includes: investing in the construction of a road with a length of 7,823.26 m, starting at Km0+00 intersecting with DT.550 road in Thach Hai commune, ending at Km7+283.26 intersecting with National Highway 15B at Km36+310 in Thach Hoi commune; investing in the construction of 2 bridges on the route; building a drainage system and a traffic safety system.

Thach Ha coastal cross-road project is invested by Thach Ha District People's Committee.

The project has a total investment of 164 billion VND; of which, 120 billion VND comes from the central budget in the medium-term public investment plan for the period 2021 - 2025, 44 billion VND from the provincial budget and the investor mobilizes other legal capital sources.

Mr. Ngo Duc Quy - Director of the Management Board of Investment and Construction Projects of Thach Ha district said: "The coastal cross-road project plays a particularly important role. When completed and put into use, it will gradually complete the synchronous infrastructure according to the planning, promote the socio-economic development of the coastal area of ​​Ha Tinh city, especially promote the development of sea tourism. At the same time, the project will ensure to serve the traffic needs in the region and rescue work in the localities.

The project has been under construction since December 2024 and has completed about 20% of the work volume. Currently, the investor is stepping up the urging and supporting the contractor to take advantage of favorable weather conditions and speed up the construction progress in areas where the site has been handed over. Actively coordinate with localities and relevant units to carry out compensation and site clearance (GPMB) work according to regulations, and promptly hand over 100% of the cleared site to the construction unit.

Up to now, Truong Son 185 Joint Stock Company (Nghe An province) has completed about 40% of the work volume.

At this time, Truong Son 185 Joint Stock Company (Nghe An province, 1 of 2 contractors implementing the project - PV) is mobilizing nearly 50 engineers, workers and machinery systems, focusing on the construction of the coastal cross-road project in Thach Ha district.

Mr. Dinh Chi Linh - Project Manager (Truong Son 185 Joint Stock Company) said: “We won the bid to construct 2.2 km of the coastal axis road through the communes of Thach Hai, Thach Lac, Thach Tri, Thach Van, Thach Hoi. The unit is constructing the roadbed, grading crushed stone, constructing ditches, drilling bored piles at the bridge... with the total completed volume of the entire route reaching about 40%. Putting all efforts into the project, the enterprise set a goal of exceeding the construction schedule by 3 months. However, up to now, the project is still stuck with site clearance, we request the authorities to continue to intervene, implement compensation and site clearance work, creating conditions for the contractor to soon receive 100% of the site for construction”.

According to the plan, the project will be completed by the end of 2025. However, according to feedback, the project is still stuck with land acquisition, so 384 Company Limited (Nghe An province, the second contractor of the project - PV) has not been able to start construction.

Investment project to build 2 bridges on the route.

According to the leader of the People's Committee of Thach Ha district, since implementing this project, the locality has directed the Compensation, Support and Resettlement Council to coordinate with the People's Committees of communes affected by the project to organize a review, inventory and develop a compensation plan for affected households.

However, recently, Thach Ha district and Ha Tinh city have merged administrative units; from January 1, 2025, the communes of Thach Hai, Thach Lac, Thach Tri, Thach Van and Thach Hoi will merge into Ha Tinh city, so the People's Committee of Thach Ha district must temporarily suspend the project's site clearance work. In order to soon have a clean site for construction as required by the Provincial People's Committee, the People's Committee of Thach Ha district requested the People's Committee of Ha Tinh city to establish a compensation and site clearance council to conduct compensation, land recovery and site handover for the above project. The People's Committee of Thach Ha district transfers the full compensation and site clearance budget of the project in accordance with State regulations.

According to Mr. Truong Quoc Long - Deputy Director of the Management Board of Construction Investment Projects and Land Fund Development of Ha Tinh City, implementing the direction of the People's Committee of Ha Tinh City, on January 8, 2025, the Board received documents related to compensation and site clearance for the coastal cross-road project in Thach Ha district, located in the communes of Thach Hai, Thach Lac, Thach Tri, Thach Van, and Thach Hoi.

On February 21, 2025, the People's Committee of Ha Tinh City issued Document 447/UBND-TNMT on assigning the task of implementing the project's land acquisition and clearance to the City's Construction Investment and Land Fund Development Project Management Board. Accordingly, after the 2025 Land Use Plan of Ha Tinh City is approved by the Provincial People's Committee, the Board will preside over and coordinate with the People's Committees of related communes to establish and organize the implementation of the compensation and land acquisition plan for the coastal cross-road project in Thach Ha district in accordance with the functions, tasks, and procedures prescribed by law, striving to complete in the fourth quarter of 2025.

The land area affected by the coastal cross-road project of Thach Ha district passing through the communes of Thach Hai, Thach Lac, Thach Tri, Thach Van and Thach Hoi includes the land area managed by the People's Committees of the communes and affected households and individuals.

Specifically, Thach Hai commune is expected to have 34 households and individuals; Thach Lac commune has 37 households and individuals; Thach Tri commune has 2 households and individuals and 1 organization; Thach Hoi commune has 2 households and individuals affected.

Up to this point, the Management Board of Investment, Construction and Land Fund Development Projects of Ha Tinh City has announced the land recovery of households, individuals and organizations; has extracted and transferred the boundary location of the land acquisition and clearance and has been approved by the Ha Tinh Land Registration Office on May 27, 2024.
