Speaking at the workshop, Minister of Science and Technology Huynh Thanh Dat said that the Northern Midlands and Mountains region is a particularly important strategic area in terms of socio-economics, national defense, security and foreign affairs of the whole country, playing a decisive role in the ecological environment of the entire Northern region; having potential and advantages for the development of agriculture, forestry, hydropower, mining, tourism and border gate economy.
However, the Region is still the region facing the most difficulties in the country; regional connectivity is weak, has not yet left its own mark, and has not yet fully exploited the Region's potential and the economic advantages of border gates with neighboring countries Laos and China. The gap in development level and per capita income of the Region compared to the national average continues to increase, affecting the socio-economic development results of the entire Region.
In the recent past, despite many difficulties and challenges, under the close leadership of the Party and the State, the resolute management of the Government, the proactive and creative spirit of ministries, branches and localities and the consistency in the guiding viewpoint of "no retreat, only action", the socio-economic situation of localities in the Northern Midlands and Mountains region has been actively restored, with many growth targets exceeding the set plan. In the results and common achievements, there are positive contributions from scientific, technological and innovation activities in localities of the whole region.
The workshop with reports and discussions by representatives from central and local management agencies and research institutes will propose practical solutions for each locality, contributing to bringing Resolution No. 11-NQ/TW of the Politburo and Resolution No. 96/NQ-CP of the Government, the Strategy for Science, Technology and Innovation Development into life, taking advantage of development opportunities, overcoming challenges, and promoting socio-economic development of the whole Region.
The presentations at the Workshop focused on the following groups of issues: Solutions to promote regional and intra-regional connectivity; building and perfecting policy mechanisms to promote the development of science, technology and innovation in the Region; improving the local innovation index; developing the startup and innovation ecosystem; improving the speed and quality of technological and equipment innovation; promoting technology transfer activities; developing key, unique and strong products in the region: agricultural and forestry products; tourism, processed and manufactured products, etc.; training and improving the quality of human resources in science, technology and innovation; protecting the environment and responding to climate change.
The Institute for Regional Research and Development (Ministry of Science and Technology) proposes a number of solutions to promote the application of technology and technical advances to contribute to the rapid and sustainable socio-economic development of the Northern Midlands and Mountainous Region.
That is: Researching and applying modern technology in the exploration, management and exploitation of mineral resources, forest resources, etc. Researching, applying and transferring scientific and technological advances to develop advantageous sectors of the Region such as agriculture, forestry, processing, tourism. Researching high-quality agricultural and forestry plant varieties, promoting the transformation of crop structure, developing technical services. Investing financially in scientific research and technology transfer in the university and vocational education system. Continuing to effectively implement the science and technology program serving the sustainable development of the Northwest region; Project to build a model of basic libraries serving people in mountainous and border areas in the midland and northern mountainous areas for the period 2025-2030, with a vision to 2045.
