In an atmosphere of friendship and close comradeship, the two leaders informed each other about the situation of each party and country, shared international and regional issues of mutual concern, and exchanged and agreed on orientations, policies and measures to continue to bring the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos to new heights.
At the talks, General Secretary and President To Lam warmly welcomed General Secretary and President of Laos Thongloun Sisoulith and his wife, along with the high-ranking delegation of the Lao Party and State, on their State visit to Vietnam; emphasizing that the visit is of special significance to strengthen and enhance the effectiveness of comprehensive cooperation between the two Parties and the two countries in line with the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos in the context that the two countries are striving to successfully implement the Congress Resolution of each Party and prepare for Party Congresses at all levels towards the new National Party Congress. Comrade To Lam expressed his belief that the visit will be a great success, bringing the Vietnam-Laos relationship to a new height; affirming that Vietnam will, together with Laos, preserve and foster the Vietnam-Laos relationship and the solidarity between the three countries of Vietnam-Laos-Cambodia to increasingly develop in depth, practically and effectively in all fields.
Lao General Secretary and President Thongloun Sisoulith expressed his joy at returning to visit Vietnam, sincerely thanking General Secretary and President To Lam, the leaders and people of Vietnam for their thoughtful, warm and friendly reception, deeply demonstrating the special solidarity relationship between Vietnam and Laos as "both comrades and brothers" that is unique in the world; congratulating Comrade To Lam on being elected General Secretary of the Central Committee of the Communist Party of Vietnam, demonstrating the high trust of the Party, State and people of Vietnam.
Comrade Thongloun Sisoulith once again expressed his deep condolences and special respect for the late General Secretary Nguyen Phu Trong, highly appreciated the late General Secretary's great contributions to Vietnam's renovation and the development of Vietnam-Laos relations; expressed his belief that the Party, State and people of Vietnam will continue to move forward, building Vietnam into an industrialized and modernized country and achieving the goal of a rich people, strong country, democracy, equality and civilization. Comrade Thongloun Sisoulith expressed his deep sympathy for the heavy losses of life and property caused by the recent storm Yagi in Vietnam and believed that under the leadership of the Party, State and people of localities in Vietnam will soon overcome difficulties and stabilize their lives.
General Secretary and President of Laos Thongloun Sisoulith congratulated the great, important, comprehensive and historic achievements that the Vietnamese people have achieved over nearly 40 years of renovation: stable socio-political situation, continuous economic growth, constantly improving people's lives, enhanced international position and considered Vietnam's success a source of encouragement, motivation and valuable lessons for Laos in the cause of national construction and development. Comrade Thongloun Sisoulith believes that under the leadership of the Communist Party of Vietnam led by General Secretary and President To Lam, Vietnam will successfully achieve the goal of becoming a developing country with an upper middle income by 2030 and a developed country with a high income by 2045.
Comrade Thongloun Sisoulith also informed General Secretary and President To Lam about the results of Laos' socio-economic development, Party building, and foreign affairs in recent times, especially the important guidelines, policies, and solutions of the Lao Party and State.
General Secretary and President To Lam congratulated Laos on the important development achievements in various fields in recent times, and highly appreciated Laos for successfully organizing foreign affairs activities during its ASEAN Chairmanship year.
Comrade To Lam expressed his belief that under the leadership of the Lao People's Revolutionary Party headed by General Secretary and President Thongloun Sisoulith, the Lao people will certainly successfully carry out the tasks and goals set by the 11th Congress, prepare for and successfully organize the 12th Congress of the Party, and build a peaceful, independent, democratic, unified and prosperous Lao State according to socialist goals.
Comrade To Lam emphasized that Vietnam will always strongly support the Lao Party, State and people to promote the achievements, successfully complete the set goals, and continue to actively support Laos to successfully assume the role of ASEAN Chair in 2024. At the same time, Comrade To Lam also informed Comrade Thongloun Sisoulith about Vietnam's outstanding achievements in recent times; some policies and leadership guidelines of the Party in various fields, especially Party building and socio-economic development.
General Secretary and President To Lam and General Secretary and President Thongloun Sisoulith highly appreciated the valuable, wholehearted, righteous and effective support and assistance that the two Parties, States and peoples have given each other in the past struggle for national liberation and unification as well as in the cause of national renewal, construction and development today.
The two General Secretaries and Presidents emphasized that the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, founded by President Ho Chi Minh, President Kaysone Phomvihane and President Souphanouvong and nurtured by generations of leaders of the two parties and countries, is a priceless common asset of the two peoples and has strategic significance for the stability and development of each country; emphasizing that solidarity and mutual assistance between the two parties and countries is an objective necessity, a historical law, one of the greatest sources of strength and of vital significance for the revolutionary cause, national construction and defense of the two parties and two countries.
The two leaders affirmed that they will continue the glorious historical tradition of the two nations, together preserve, protect and continuously cultivate the special solidarity and comprehensive cooperation between Vietnam and Laos to develop more deeply, practically and effectively in all fields, for the benefit of the people of each country, for peace, stability and development of the region and the world.
General Secretary and President To Lam and General Secretary and President Thongloun Sisoulith looked back and expressed their joy at the important new developments in the relationship between the two parties and countries and the results of the comprehensive cooperation between Vietnam and Laos in recent times, in which many works and projects have been effectively implemented; and discussed in depth the direction of promoting cooperation to develop the Vietnam-Laos relationship in depth, practically and effectively in all fields.
Accordingly, the two sides continue to deepen political relations, enhance mutual understanding, consolidate trust, and serve as the core to guide the overall cooperation between the two countries; maintain visits, meetings, and high-level exchanges between senior leaders of the two parties and two countries; enhance information sharing, exchange, and coordination on strategic issues, theoretical exchanges, especially new issues; promote propaganda and education about the tradition of the special Vietnam-Laos relationship as well as the Vietnam-Laos-Cambodia relationship among all classes of people, especially the young generation of the two countries.
The two leaders agreed to strengthen the pillars of defense and security cooperation, ensuring a solid foundation for each other to effectively deal with increasingly diverse and complex security challenges; actively and effectively implement the Protocols and Plans on defense and security cooperation, contributing to maintaining political stability in each country.
The two comrades General Secretary and President agreed to make common efforts to promote breakthroughs and improve the effectiveness of economic, cultural, scientific and technological cooperation on the basis of exploiting and maximizing the potential and strengths of each country, promoting the practical connection of the two economies in terms of institutions, infrastructure, transportation, telecommunications, and tourism, to create long-term cooperation and development for both countries, while promoting the connection of the three economies of Vietnam-Laos-Cambodia as agreed by the Governments of the three countries. Closely coordinate and remove difficulties and obstacles to effectively implement key projects of mutual interest to both sides.
The two leaders agreed to maintain effective information exchange, assessment of the international situation, care for and protect each other's legitimate interests in accordance with international law, including the East Sea issue, sustainable use of Mekong River water resources; consult, closely coordinate, and effectively support each other in international and regional issues and activities at multilateral forums.
