Mr. Nguyen Dinh Duc, Director of the Department of Agriculture and Environment, said that after the merger, the department has focused on improving the organizational structure and directing agricultural production, natural resources and environmental management. Despite the relatively large workload, the collective leadership and civil servants of the entire sector have organized and achieved the assigned targets and tasks.

Up to now, the Department has completed the regulations on the functions and tasks of its affiliated units; submitted the appointment of a number of leadership positions under the authority of the Chairman of the City People's Committee. Basically completed the arrangement of civil servants, public employees, and workers after the merger and appointed leadership positions under the authority of the Department Director. The Party Committee of the City People's Committee has issued a decision to establish the Party Committee of the Department of Agriculture and Environment; appointed the Executive Committee, Standing Committee, Secretary, Deputy Secretary, members of the Inspection Committee, Chairman, and Deputy Chairman of the Inspection Committee of the Party Committee.

Regarding professional work, all areas of the industry have developed and achieved many outstanding results. The Department has completed the construction of a land records system and a land management database; basic cadastral map products cover the entire city. Currently, the work of establishing boundary records, measuring, creating cadastral maps, issuing certificates, and building a cadastral database for land originating from agricultural and forestry farms is being implemented.

Agriculture is one of the strengths of Hue City.

Many models of applying science, high technology, and advanced farming methods have been implemented in the agricultural sector, such as models to improve productivity and quality of IPHM rice, 3 reductions 3 increases, emission reduction, intercropping of shrimp and rice...; VietGAP and organic production, with more than 11,360 hectares of production following VietGAP; 318 hectares of organic production and certificates of planting area codes have been issued for more than 151 hectares; high technology application in aquaculture on some areas of sand farming with advanced processes and technologies such as: BioFloc, BMP, CoC... Planting and regenerating natural forests and mangrove forests continues to be carried out, with an average of about 6,000 hectares/year.

At the meeting, the leader of the Department of Agriculture and Environment said that there are still some overlaps in the regulations on determining the value of land use rights corresponding to 20% of the residential land fund of the project to fulfill social housing obligations. The work of determining the location for reforestation is still difficult because the land fund for reforestation is currently very limited and in areas with complex terrain and difficult transportation. The infrastructure system of lagoon aquaculture areas has not been invested synchronously, affecting aquaculture... affecting the development of the entire industry.

Strive for growth above 3.5%

Mr. Nguyen Dinh Duc said that the specific target for 2025 set by the industry is to achieve a growth rate of over 3.5% in agriculture, forestry and fishery; thereby contributing to the double-digit growth of the entire city in 2025. The Department also promotes restructuring of the agricultural sector towards improving productivity, quality, added value, agricultural product brands and multi-value; linking agricultural development with tourism. Strictly manage resources in a cost-effective, efficient and sustainable manner; preserve biodiversity values; proactively control and prevent pollution and environmental degradation; effectively respond to climate change.

Hue city has great potential for economic development from forests.

“To achieve the above goals, the industry continues to invest in mechanization and automation from production to harvesting, preservation and processing; develop the agricultural machinery manufacturing industry and agricultural processing and preservation technology. Continue to form large fields, linked in the value chain from supplying materials, input services, production, harvesting, processing associated with agricultural product consumption. Continue to implement policies to support e-commerce development, build distribution channels, and directly link production areas with product consumption markets. Apply digital technology to monitor supply sources in key agricultural production areas…”, Mr. Nguyen Dinh Duc proposed solutions.

Commenting at the meeting, Vice Chairman of the City People's Committee Hoang Hai Minh said that after the merger, the unit needs to complete related databases; reduce the number of contacts, and facilitate work after the merger. The industry needs to review the overlapping issues to thoroughly overcome them.

Vice Chairman of the City People's Committee Hoang Hai Minh analyzed that the industry has adjusted the growth rate of agriculture, forestry and fishery to over 3.5%. However, by the end of the first quarter of 2025, the industry's growth rate only reached 2.6%. To promote the industry's growth in the coming time, more effective solutions are needed. Regarding land use management, it is necessary to focus on measurement, statistics, and current land use status; more effective management of mineral resources; continue to effectively coordinate in site clearance...

Concluding the working session, Party Central Committee member and City Party Secretary Le Truong Luu emphasized that after the merger, the direction and management of work must be more continuous, regular and effective. Department leaders need to innovate, proactively and creatively in all work. Change the direction and management work, focus on managing output products, such as how many large timber forests are planted at the end of the year, how many land areas are measured and counted, how many agricultural production models are implemented...

“Agriculture and the environment are the city's strengths, so the requirement is to accelerate development and make greater contributions to the city's growth target in 2025 and the following years. The industry continues to further promote the application of technology and digital transformation in conjunction with Resolution 57 of the Politburo. It is necessary to study and apply effective, circular, and environmentally friendly agricultural production models. In other fields, there are currently many good models, the industry needs to study soil and environment to apply effectively,” Secretary of the City Party Committee Le Truong Luu requested.
