Chairing the meeting, Vice Chairman of the National Assembly Nguyen Duc Hai said that today, the National Assembly will hold a plenary session in the hall, discussing 4 contents: (1) Assessment of the results of the implementation of the socio-economic development plan for 2024; expected socio-economic development plan for 2025. (2) The implementation of the Constitution; implementation of laws, resolutions of the National Assembly, ordinances, resolutions of the National Assembly Standing Committee. (3) Policy on adjusting the National Land Use Planning for the period 2021 - 2030, with a vision to 2050. (4) Policy on additional investment of state capital at the Joint Stock Commercial Bank for Foreign Trade of Vietnam (VCB).

Speaking at the meeting, delegate Vuong Quoc Thang - full-time member of the National Assembly's Committee on Science, Technology and Environment, a National Assembly delegate from the Quang Nam National Assembly Delegation, said that in a letter sent to the education sector on the occasion of the new school year, General Secretary To Lam assessed: "After 10 years of implementing Resolution 29 dated November 4, 2013 of the Party Central Committee on fundamental and comprehensive innovation of education and training, our country's education has made strong developments and achieved many important achievements, contributing greatly to improving people's knowledge, developing human resources, nurturing talents; making important contributions to the country's socio-economic development and international integration"...

The delegate said that reality shows that university autonomy is a breakthrough, a driving force for higher education institutions to build and gradually maximize all resources to develop according to international standards, increasingly meeting the requirements of practice. However, postgraduate training for science, engineering and technology, the foundation of self-reliant industry, combined with scientific research and innovation of the higher education system, needs to continue to receive special attention.

Delegate Vuong Quoc Thang cited data from the Ministry of Education and Training showing that the number of doctoral students and graduate students in the 2023-2024 academic year nationwide only reached 47.16% and approximately 57% of the approved target. According to the delegate, this data shows the lack of attractiveness of postgraduate training.

In addition, by July 2024, with only 67 higher education institutions, it accounted for approximately 84.5% of the total number of articles nationwide. The higher education sector accounts for about 1/3 of the total number of full-time equivalent researchers, with 3/4 of the researchers having a doctorate degree, but the research and development funding for the university sector accounts for only 6.75% of the total national research and development funding. The delegate stated that this figure shows that the state budget for science and technology in the university sector is not commensurate with the scale, capacity and potential of this team.

The delegate emphasized that in the era of national development, the role of universities is extremely important. Therefore, it is necessary to quickly remove obstacles and promote all resources to turn universities into pillars in the country's socio-economic development...

In the coming time, according to the delegate, investment in science and technology from the state budget should give maximum priority to the area where the team of full-time equivalent research staff is concentrated, where intellectuals and creative products are produced to serve the country. Doctoral students must be considered a source of creativity, need to be channeled from university training and have a support mechanism from the budget to promote the process of absorbing the world's technological quintessence and creating technology to serve industry and life.

In addition, build favorable mechanisms to attract resources outside the state budget to serve scientific research and high-quality human resource training. Along with that, build mechanisms and policies to promote sustainable non-tuition revenue sources for higher education institutions, gradually reducing dependence on tuition fees...
