Promote import and export activities on both sides of the border

Quang Ninh is the only locality in the country that has land, sea and air borders with China, which is a favorable condition to promote import and export activities. On the basis of the traditional friendship between Vietnam and China, in recent times, Quang Ninh province has increased meetings, exchanges and coordination with the Guangxi Zhuang Autonomous Region, China to promote import and export activities between the two sides.

With a land border of 118.825km running along 16 communes, wards and towns in Mong Cai City, Hai Ha District and Binh Lieu District, adjacent to the Guangxi Zhuang Autonomous Region, China, Quang Ninh Province has 3 border gate economic zones (EZs), including: Mong Cai Border Gate EZ including the entire Mong Cai City with 19 communes, wards and 9 communes and towns in Hai Ha District; Bac Phong Sinh Border Gate EZ in Hai Ha District and Hoanh Mo - Dong Van Border Gate EZ in Binh Lieu District.

In recent years, Quang Ninh province has promoted cooperation with the Guangxi Zhuang Autonomous Region, China in opening and upgrading border gates and openings on the border to facilitate trade and import-export activities. Up to now, the two sides have coordinated relations between the border gate and opening system including: Mong Cai - Dong Hung international border gate (Bac Luan bridge); Hoanh Mo - Dong Trung bilateral border gate, 2 Bac Phong Sinh - Ly Hoa customs clearances; Bac Luan II bridge customs clearance belonging to the Mong Cai - Dong Hung international border gate pair, seaport (Van Gia port). Along with that, there are 2 border openings including: Km3+4 Hai Yen ward opening and Po Hen - Than San opening; 13 customs clearance points (border openings) including: Luc Lam, Thanh Dat (km3+4), Dai Vai, Luc Chan, Po Hen, Ka Long sub-border gate (Mong Cai city); Landmark 1342+300 (Van Toc), Landmark 1344+500 (Hai Ha district); Dong Van, Landmark 1322-500 (Na Kep), Landmark 1306, Landmark 1326, Landmark 1302 (Binh Lieu district).

In particular, to promote the advantage of being a "gateway and bridge" in cooperation between Vietnam - ASEAN and China, Quang Ninh province has promoted cooperation with all levels and sectors with the Guangxi Zhuang Autonomous Region, China, especially in the field of border trade cooperation. In particular, the focus is on coordinating information exchange, promptly resolving arising problems, information on the policies of the two countries related to import-export and immigration activities. At the same time, coordinating information exchange, fighting against smuggling, trade fraud, illegal goods and drugs across the border.

Mr. Nguyen Van Duong, Deputy Head of Mong Cai Border Gate Customs Branch, said: Mong Cai Customs Branch has strengthened cooperation and exchanges with Dongxing Customs (China) in many fields, especially in removing difficulties for businesses, cooperating in trade and ensuring order and trading of goods at the border gate. Up to now, the coordination in performing Customs tasks between the two sides has been strengthened and achieved high results. In 2024 alone, the number of enterprises carrying out Customs procedures through the border gate reached 1,495 enterprises, an increase of 406 enterprises compared to 2023. The Branch continues to strengthen exchanges, meetings, discussions and cooperation with Dongxing Customs to promote border trade activities, create stability and sustainable cooperation for mutual development.

Also to promote import and export activities, Quang Ninh province and Guangxi Zhuang Autonomous Region actively exchanged to build and repair traffic connection infrastructure between the two provinces and regions; actively negotiated to upgrade border gates and openings in the area. Typically: On June 25, 2024, the pair of bilateral border gates Hoanh Mo (Vietnam) - Dong Trung (China), the customs clearance Bac Phong Sinh (Vietnam) - Ly Hoa (China) were officially announced to open. This is an important step in promoting trade, import and export, economic cooperation, and tourism development between Vietnam and China, consolidating the friendly relationship between the two sides.

Mr. Pham Duc Thang, Chairman of Binh Lieu District People's Committee, said: The official opening of the bilateral border gate pair gives the locality more motivation to develop border trade and tourism. Customs clearance procedures have been improved, speeding up customs clearance time as well as controlling goods passing through the area safely. This is an orientation for the locality to expand investment in infrastructure, logistics in the border gate area, develop industries, and support the border gate economic zone. At the same time, it contributes to strengthening the friendly exchange relationship and comprehensive cooperation in all fields between Quang Ninh province (Vietnam) and Guangxi Zhuang Autonomous Region (China).

To promote the strong development of trade and import-export activities, at the Spring Meeting Program and the Joint Working Committee Conference held annually, the Department of Industry and Trade of Quang Ninh and the Department of Commerce of Guangxi signed important cooperation agreements such as: Expanding the scale of trade in agricultural, forestry and fishery products; enhancing the sharing of two-way market information, facilitating businesses to participate in trade promotion activities (fairs, trade connection conferences); facilitating trade and customs clearance; promptly removing difficulties, connecting businesses with trade counselors, etc.

Strengthening cooperation between Quang Ninh and the Guangxi Zhuang Autonomous Region, the import-export turnover between Quang Ninh (Vietnam) and Guangxi will grow by 19% in 2023, up to 30% in 2024. Of which, the import-export turnover in 2024 will reach 4.42 billion USD, with a trade surplus of more than 600 million USD. The state budget revenue in 2024 through Quang Ninh's land border gates will reach over 2,658 billion VND.

Mr. Le Hong Giang, Deputy Director of the Department of Industry and Trade of Quang Ninh, said: The cooperation between the two provinces and regions has promoted the potential and advantages of trade connection, promoted import and export, and created favorable conditions for businesses of the two countries. Thanks to that, not only goods of Quang Ninh province's enterprises but also goods of enterprises across the country (agricultural, forestry and fishery products, raw materials for production, electronics and telecommunications, etc.) have penetrated deeply into the Chinese market and vice versa. Thereby, contributing to the development of consumer goods production and export. In 2025, the Department of Industry and Trade will continue to carry out more comprehensive cooperation with the Department of Commerce of Guangxi, not only in the field of trade but also in industrial production, through promoting industrial development, creating favorable conditions for businesses of both sides to attract investment, develop production of products for export and domestic consumption.

The results of cooperation between Quang Ninh and the Quang Ninh Zhuang Autonomous Region, China in various fields, especially import and export, have contributed to building a peaceful, stable, friendly, cooperative and jointly developed border; making the relationship between the two provinces and regions a model of local-level relations between Vietnam and China.
