Promoting digital transformation in agriculture

“Completing a complete database to connect with digital infrastructure to create the most favorable conditions for farmers and businesses in the digital transformation process” is the request of Deputy Prime Minister Tran Luu Quang at the national online conference on “Promoting digitalization of the agricultural sector” held on the afternoon of May 14 in Hanoi.

Assessing the current situation and bottlenecks in digitalization and digital technology application in the agricultural sector, the presentations exchanged and shared lessons learned and effective practical models, thereby proposing solutions to digitalize agriculture, quickly shifting from agricultural production thinking to agricultural economic thinking.

In the context of globalization and the 4th industrial revolution taking place strongly, the agricultural sector has been making efforts to implement digital transformation, especially applying digital technology into practice such as: artificial intelligence, data management, automation... in production, processing and consumption of agricultural products, thereby helping to increase labor productivity, improve efficiency, ensure food safety and hygiene, protect the environment and enhance the competitiveness of Vietnamese agricultural products.

Proposing to encourage technology enterprises to participate in promoting digitalization in the agricultural sector, Ms. Ninh Thi Ty, Vice President of the Vietnam Digital Agriculture Association, said: "Digital transformation in agriculture is more complicated than in the industrial sector. If in industry it is only a small area in a factory or an office, but in agriculture, enterprises have thousands of hectares, digital transformation depends on weather conditions, crop varieties, and fertilizers. In the field of cultivation, for rice, digitalization can be applied to thousands of hectares of rice, but for fruit trees, it is very difficult."

Regarding the reality of small-scale agricultural production with millions of farmers and millions of fields; difficulties in accessing e-commerce of agricultural products, Mr. Duong Trong Hai, Director of the Digital Agriculture Center, Vietnam Post Group, commented: "Digital transformation policies in agriculture are still scattered, such as growing area codes issued by the local Plant Protection Department, but traceability is chaired by the Department of Science and Technology. Digital transformation issues are about data, specialized issues should be handled by specialized departments and branches. In addition, there should be investment policy mechanisms to support leading enterprises in the value chain to lead farmers and cooperatives in digital transformation".

Emphasizing the important role of digitalization in the field of agriculture and rural development, contributing to promoting the country's sustainable economic growth, Minister of Agriculture and Rural Development Le Minh Hoan said: What can be measured can be managed, what can be measured can be improved. Besides the work that has been done, digitalization and digital transformation in the agricultural and rural development sector are still facing many difficulties, many existing problems and limitations have not been resolved. The agricultural sector wishes to coordinate and cooperate with relevant ministries as well as industry associations and localities in the process of promoting digital transformation in the sector.

Sharing the difficulties of the agricultural sector, Minister of Information and Communications Nguyen Manh Hung said that the first thing to do to digitally transform the agricultural sector is to build databases, and the Ministry of Agriculture and Rural Development must direct the construction of this. Data that creates new values ​​and creates growth for the digital economy is data that is used every day.

"To develop a shared digital agricultural platform, it is necessary to focus on developing and promoting the use of an agricultural digital data platform, an agricultural product traceability platform, an agricultural e-commerce platform, a supply chain optimization platform, and a number of other platforms. Vietnamese digital technology enterprises are currently fully capable of building these digital platforms," ​​Mr. Nguyen Manh Hung affirmed.

Pointing out the difficulties that the Agriculture and Rural Development sector is facing, Deputy Prime Minister Tran Luu Quang said that the Ministry of Agriculture and Rural Development, like other ministries and sectors, must focus on reforming administrative procedures; merging to have a synchronous data information system in administrative procedures to connect with the National Public Service Portal according to the roadmap.

Currently, the Ministry of Public Security's national population database is the most complete, and the agricultural sector can exploit it provided that data and information safety and security are ensured. The agricultural sector must quickly complete the database to connect with digital infrastructure to create the most favorable conditions for farmers and businesses in the process of using data and digital transformation.

"I hope that in the near future, the Ministry of Agriculture and Rural Development will only have information that, to put it simply, is available for everything, and if you want to find something, you can go to the system to search. That information must be accurate and complete, must be updated promptly, especially for our target audience, farmers, it must be easy to understand, easy to apply, and if possible, the form and information must be attractive. For the target audience, farmers and businesses, it must be free of charge. The field of the industry is very broad, the large database must have a priority order. We must consider what to do first, but if we do it thoroughly and have the right way, the right method, I believe we will reach the finish line soon," the Deputy Prime Minister emphasized.
