According to the leaders of the People's Committee of A Luoi district (Thua Thien Hue province), at the beginning of 2022, the whole district had 7,022 poor households, accounting for 49.98%; there were 2,185 near-poor households, accounting for 15.55%. The results of the review of poor and near-poor households in 2022 showed that there were 5,399 poor households, accounting for 38.2% (down 11.78%, equivalent to 1,623 households); 2,078 near-poor households, accounting for 14.70% (down 0.85%, equivalent to 107 households).
In the recent past, the Steering Committee for Sustainable Poverty Reduction in A Luoi district has directed the synchronous implementation of poverty reduction policies and projects, with the viewpoint: "Clearly identify the causes of poverty and have a poverty reduction plan according to the specific address for each poor household". Based on the Target Allocation Plan of the Provincial Steering Committee for Sustainable Poverty Reduction; The Steering Committee for Sustainable Poverty Reduction in A Luoi district has assigned poverty reduction plan targets to communes and towns for the period 2022 - 2025.
Poverty reduction work has been resolutely implemented by the Standing Committee of the District Party Committee and the Steering Committee for Sustainable Poverty Reduction of A Luoi District; leadership and direction have been given by Party committees at all levels, authorities, relevant agencies, departments, and socio-political organizations from the district to the grassroots level to strengthen propaganda and mobilization work to implement poverty reduction work. At the same time, well implement the mobilization, allocation, and effective use of resources from the 3 national target programs, ensuring the correct principles, publicity, transparency, and concentration in order of priority, avoiding the situation of scattered investment; promote the mobilization of social resources to participate in poverty reduction work.
Regarding housing support for poor and near-poor households in poor districts of Thua Thien Hue province according to the Prime Minister's Decision, in 2022, the People's Committee of A Luoi district reviewed and planned to support housing for 437 households, including 325 new houses and 112 repaired houses. In 2023, the People's Committee of A Luoi district implemented housing support for 920 households, including 684 new houses and 236 repaired houses. Currently, households are under construction, with progress reaching about 70%. VND 20,595.76 million has been disbursed.
The leaders of A Luoi district affirmed that they will continue to strengthen the leadership and direction of Party committees and organizations at all levels in sustainable poverty reduction; identifying sustainable poverty reduction as a key task throughout the entire political system from now until 2025. Strive to bring A Luoi out of the 74 national poor districts by the end of 2023, and by the end of 2025, the poverty rate of the whole district will drop below 12.01%.
To complete the set targets and objectives, A Luoi will focus on synchronously implementing solutions and effectively integrating capital sources from 3 national target programs; actively and effectively implementing the elimination of temporary housing and creating livelihoods for people.
Working with A Luoi district, Mr. Nguyen Thanh Binh - Permanent Vice Chairman of Thua Thien Hue Provincial People's Committee requested all levels, sectors and local authorities to focus on sustainable poverty reduction, striving to bring A Luoi out of the national list of poor districts. According to Mr. Binh, the completion of this goal will contribute to the criteria for turning the province into a centrally-run city. Therefore, A Luoi district needs to be determined and mobilize the entire political system in implementing the national target program on sustainable poverty reduction.
The Standing Vice Chairman of the Thua Thien Hue Provincial People's Committee requested agencies and units to assign detailed tasks and have specific plans for implementing national target programs. A Luoi needs to focus on completing infrastructure and techniques to serve production; promote the elimination of temporary houses, creating livelihoods for people. Mr. Binh affirmed that currently, allocated resources are also focused on A Luoi, so it is necessary to focus on speeding up the progress of project implementation.
In addition, A Luoi needs to focus all resources of the whole society to take care of sustainable poverty reduction, identifying sustainable poverty reduction as an important goal; closely following the current situation, especially the criteria and standards on sustainable poverty reduction for implementation. Focusing on job creation, livelihood support, labor export and eliminating temporary housing for poor households.
