Ministry of Culture, Sports and Tourism participates in the 18th session of the Intergovernmental Committee of the 2005 UNESCO Convention

(To Quoc) - The 18th session of the Intergovernmental Committee (ICC) of the 2005 UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions took place from February 11-14, 2025 in Paris, France. As the national focal point of Vietnam participating in the Convention, on behalf of the Ministry of Culture, Sports and Tourism, Ms. Tran Hai Van, Deputy Director of the Department of International Cooperation attended the session.


During this session, in addition to adopting the annual reports of the Committee and the Secretariat of the Convention, the Committee considered recommendations on the diversity of cultural expressions in the digital environment, as well as recommendations on the implementation of Article 16 of the Convention on "Preferential Treatment for Developing Countries". The Committee also considered the roadmap for the 20th anniversary of the Convention in 2025. In addition, reaffirming the fundamental role of the International Fund for Cultural Diversity in the implementation of the Convention, the Committee approved 12 projects covering a wide range of areas, aiming to directly contribute to the achievement of a number of the United Nations Sustainable Development Goals.

Ms. Tran Hai Van participated in the discussion on the impact and achievements of the project on capacity building for the development of a legal framework to effectively implement the Convention that Vietnam participated in phase 1 of the project (2011-2015).

At the meeting, the Vietnamese delegation highly appreciated the Secretariat's efforts to implement the Committee's recommendations to ensure the objectives set out in the Convention, and affirmed that in the context of the historical moment when Vietnam entered the era of national development, Vietnam always considered culture as the spiritual foundation of society, an endogenous strength, both a goal and a driving force to promote the country's development, while playing an equal role with politics, economy and society.

Regarding Vietnam's efforts to implement the Convention in 2024, the delegation also shared that Vietnam has achieved many achievements, notably the National Assembly's approval of the investment policy for the National Target Program on Cultural Development for the 2025-2035 period with a total investment of nearly 5 billion USD, which sets a series of comprehensive and specific goals for Vietnamese culture in the next 10 years... In addition to submitting the periodic National Report on time, Vietnam also informed the 2024 Session that the Prime Minister issued Directive No. 30/CT-Tg on the development of Vietnam's cultural industries. In that spirit, in 2025, the Ministry of Culture, Sports and Tourism will submit to the Prime Minister for promulgation the Strategy for the development of Vietnam's cultural industries to 2030, with a vision to 2045 - creating new momentum to promote the development of Vietnam's cultural industries.

Vietnam affirms its belief that the efforts of the Secretariat as well as the achievements of member states in implementing the Convention will actively contribute to realizing the goal of MONDIACCULT 2025 to make culture a separate goal in the United Nations Post-2030 Agenda.

At the event to celebrate the EU/UNESCO Cooperation on Cultural Diversity, Ms. Tran Hai Van was invited to discuss the impact and achievements of the project to enhance capacity to develop a legal framework to effectively implement the Convention that Vietnam has participated in in phase 1 of the project (2011-2015). The discussion session also had the participation of representatives of the UNESCO international expert group, representatives of some beneficiary countries in phases 2 and 3 of the project.

In her discussion, Ms. Tran Hai Van affirmed that Vietnam's recognition and appreciation of the EU/UNESCO expert group has contributed to raising awareness of the Convention, while promoting and initiating capacity building for Vietnam, contributing to creating a foundation for the development of Vietnam's cultural industries in the future, with the highlight being the Strategy for the Development of Cultural Industries in Vietnam to 2020 with a vision to 2030 approved by the Vietnamese Government in 2016. On this occasion, the representative of Vietnam also reiterated that in addition to the EU/UNESCO project, Vietnam has also received support from a number of other international partners such as the British Council, SIDA Sweden, Tranposition Norway, Denmark, IFACCA or recently the French Institute of Vietnam in promoting the development of cultural and creative industries in Vietnam.

Talking about Vietnam's outstanding achievements from the above project, the Vietnamese representative said that the project has laid the foundation for enhancing awareness of the Convention in general and cultural industries in particular; many policies and measures have been introduced from local to central levels to put culture and creativity at the center of sustainable socio-economic development of localities and the country; the capacity to implement the Convention has been improved; initially, data on the contribution of culture and creativity to the economy has been researched and collected, aiming to integrate into the national statistical system.

In addition to the above commemorative event, the Session also had other sideline discussions on: Priorities and recommendations of socio-political organizations and future orientations; promoting cultures in the digital environment; artistic freedom and the way forward./.
