Urgently allocate and disburse capital for national target programs in Quang Nam

The Provincial People's Committee assigned the Department of Planning and Investment to study the opinions of the Ministry of Finance in Official Dispatch No. 1298 dated February 4, 2025 on the payment situation of capital for national target programs from the state budget in December 2024, and advise the Provincial People's Committee to implement it promptly and in accordance with regulations to accelerate the allocation and disbursement of these capital sources in 2025 in the province.

The Provincial People's Committee requests the District People's Committees to base on the 2025 state budget capital (investment capital and public service capital) assigned by the Provincial People's Council and the Provincial People's Committee to make detailed allocations in accordance with the provisions of the Law on Budget and the Law on Public Investment.

The national target program offices in the province are responsible for reviewing and synthesizing the 2025 capital allocation results of units and localities and sending them to the Department of Finance (for public capital) and the Department of Planning and Investment before February 17, 2025.

The Department of Finance synthesizes the results of capital allocation of national target programs and sends them to the Department of Planning and Investment before February 20 to synthesize the results of general capital allocation.

Official dispatch No. 1298 dated February 4, 2025 of the Ministry of Finance stated that the cumulative disbursement of the central budget public investment capital plan by the end of December 2024 reached 71.59% of the total capital plan assigned in 2024. Of which, investment capital for national target programs from the central budget reached 73.2% (about 19,923 billion VND).

According to the report data received by the Ministry of Finance, 3/4 of ministries and sectors have not yet allocated capital and 4/48 localities (including Quang Nam) have not yet allocated all assigned public investment capital plans.
