Vietnamese and New Zealand Prime Ministers hold joint press conference on upgrading relations

Prime Minister Pham Minh Chinh and New Zealand Prime Minister Christopher Luxon announced the upgrading of Vietnam-New Zealand relations to a Comprehensive Strategic Partnership.

On the afternoon of February 26, right after the successful talks, agreeing to upgrade the Vietnam - New Zealand relationship to a Comprehensive Strategic Partnership, Prime Minister Pham Minh Chinh and New Zealand Prime Minister Christopher Luxon met with the press together to inform about the results of the talks.

Prime Minister Pham Minh Chinh once again welcomed Prime Minister Christopher Luxon to his official visit to Vietnam and his attendance at the ASEAN Future Forum 2025, especially on the occasion of the 50th anniversary of the establishment of Vietnam-New Zealand diplomatic relations, marking the beginning of a new development phase with a broader scope and depth of the bilateral relationship.

Prime Minister Pham Minh Chinh said that the Prime Minister and the Prime Minister of New Zealand had just had successful talks in a spirit of openness, frankness, sincerity and mutual understanding.

The two sides recognized that after more than 50 years of diplomatic relations, 16 years of establishing a Comprehensive Partnership and 5 years of a Strategic Partnership, the relationship between the two countries has developed extensively and has all the elements to enter a new stage of development. Therefore, the two countries agreed to upgrade the Vietnam - New Zealand relationship to a Comprehensive Strategic Partnership.

According to Prime Minister Pham Minh Chinh, this new framework will contribute to enhancing political trust and further deepening the Vietnam-New Zealand cooperative relationship, meeting the common aspirations of the people of the two countries on the basis of respecting international law, independence, sovereignty, territorial integrity, and each other's political systems, while actively contributing to peace, stability, cooperation and development in the region and the world.

From the framework of the Comprehensive Strategic Partnership, the relationship between the two countries will have "5 more points": Political trust at a higher and more strategic level; more substantive defense and security cooperation; closer and more effective economic, trade and investment cooperation; making cooperation in the fields of science - technology and climate change response a new pillar of the relationship between the two countries; closer people-to-people exchanges through promoting cooperation in human resource development, labor, and tourism more effectively in terms of scope and target, with the encouragement of airlines of the two countries to open direct flights as Vietjet has implemented.

The Prime Minister said the two sides also agreed to strengthen coordination and support each other more strongly at multilateral forums, especially the United Nations, ASEAN and ASEAN-led mechanisms; promote peaceful dialogue and build trust between countries.

At the same time, promote ASEAN's central role in the evolving regional architecture; reaffirm the importance of ensuring peace, stability, security, safety and freedom of navigation and aviation in the East Sea; resolve disputes by peaceful means on the basis of respect for international law, especially the 1982 UNCLOS; agree to exchange and share information and enhance maritime cooperation, and strive to turn the East Sea into a sea of ​​peace, stability, friendship, cooperation and development.

Prime Minister Pham Minh Chinh emphasized that with the official upgrading of relations to Comprehensive Strategic Partnership today, Vietnam and New Zealand have entered a new chapter in the history of bilateral relations with more substantive, effective and sustainable cooperation in all fields, meeting the aspirations and practical interests of the people of the two countries, actively contributing to peace, stability, cooperation and development in the region and the world. The two governments are determined to effectively implement this new cooperation framework.

The Prime Minister affirmed that, as the coordinator of ASEAN-New Zealand relations, Vietnam will continue to make efforts to make the bilateral relationship more effective, including promoting the upgrading of ASEAN-New Zealand relations to a new height, bringing mutual benefits to both sides, for peace, cooperation and development in the region and the world.

New Zealand Prime Minister Christopher Luxon affirmed that New Zealand is very interested in deepening close relations with Vietnam and hopes to achieve more success in the coming time.

On the basis of the past 50 years, the two countries have affirmed their commitment, achieved achievements in line with the interests of the people of the two countries, witnessed the deep interest and close attachment between New Zealand and the ASEAN region for cooperation and common prosperity of the whole region.

Prime Minister Christopher Luxon said that at the talks, the two sides discussed many key issues, especially promoting stronger economic and trade cooperation and improving people's quality of life.

Appreciating Vietnam's strong development journey and the 40% increase in trade between the two countries over the past five years, the New Zealand Prime Minister assessed Vietnam as an attractive destination for investment.

In recent times, the two countries have had many achievements in connecting supply chains, investors, and businesses between the two countries, especially in the fields of agriculture, fisheries, renewable energy, etc. and can further develop cooperation in maritime, education, defense, security, etc.

Believing that the two countries have a common goal of building a peaceful, stable, and developed Indo-Pacific region for the prosperity and development of each country, Prime Minister Christopher Luxon said that New Zealand will promote a stronger partnership with Vietnam, discuss cooperation to achieve common goals and aspirations of the region; wish to upgrade defense and security dialogue between the two countries, as well as prepare for a visit by a New Zealand naval ship to Vietnam this year.

On this occasion, the New Zealand Prime Minister thanked Vietnam for inviting him to participate in the ASEAN Future Forum.

This is an opportunity for him to contribute ideas to build a self-reliant and prosperous ASEAN region, as well as share the priorities that New Zealand, Vietnam and ASEAN are pursuing together.

He affirmed that New Zealand is becoming closer to Vietnam and ASEAN than ever before and wishes to promote people-to-people ties between the two countries, which is an important foundation, as well as promote cooperation in the fields of education, tourism, and increasing scholarships.

The New Zealand Prime Minister shared and expressed his desire to work and cooperate more closely with Prime Minister Pham Minh Chinh in areas with great potential to realize the framework of the Comprehensive Strategic Partnership between the two countries.

Previously, Prime Minister Pham Minh Chinh and New Zealand Prime Minister Christopher Luxon witnessed the two sides' agencies announcing and exchanging 8 cooperation documents: the official logo to celebrate the 50th anniversary of diplomatic relations; the Minutes of Agreement on Climate Change Cooperation between the Ministry of Natural Resources and Environment of Vietnam and the Ministry of Foreign Affairs and Trade of New Zealand; the Memorandum of Understanding on Cooperation between the Ministry of Foreign Affairs of Vietnam and the Ministry of Foreign Affairs and Trade of New Zealand; and the Cooperation Agreement on PhD training for lecturers of Vietnamese higher education institutions between the Department of International Cooperation, Ministry of Education and Training of Vietnam and the Council of New Zealand Universities.

The two sides also announced the fifth commercial flight between Vietnam and New Zealand of Vietjet Air; Fisher & Paykel Healthcare Company donated 10 Airvo 2 high-flow ventilators worth 1 billion VND to Bach Mai Hospital; Memorandum of Understanding on cooperation and support for digital transformation and improving the quality of operations in the next 5 years worth 120 billion VND between FV Hospital Vietnam and Orion Company/McCrae Hospital; Cooperation agreement on purchasing safe, environmentally friendly chemicals used in agriculture worth 13 billion VND between Asia Biochemistry Company Limited and Animal Control Products Company.
