Prime Minister: Vietnam needs preferential loans for green development

The Vietnamese Government leader outlined five priorities for green development in the coming time, including the need for preferential loans from international organizations, corporations, and businesses.

On the morning of December 2, speaking at the business forum on Mobilizing Resources for Green Transformation in Dubai, Prime Minister Pham Minh Chinh said that Vietnam is a developing country with a transitional economy, modest in scale, high openness, and limited resilience to external shocks. Therefore, Vietnam is in dire need of preferential loans for green and sustainable development.

Vietnam's second priority in the coming time is to mobilize domestic and foreign resources, through bilateral and multilateral cooperation mechanisms for green transformation. "If we use outdated technology, Vietnam will fall behind, so we need advanced technology, instead of modern technology to fall behind and get ahead," the Prime Minister shared the third priority.

At the same time, Vietnam will actively train human resources, including high-quality workers, to meet green transformation requirements.

Vietnam also hopes that large enterprises and corporations in the United Arab Emirates (UAE) and the world will share advanced management methods. "Many enterprises have decades of experience and effective management models, we really need you to share such experiences," the Government leader said, affirming that we always listen to opinions to build open institutions, creating favorable conditions for enterprises to invest in Vietnam effectively and profitably.

Affirming that the transition to a green economy is an objective requirement for sustainable development, the Prime Minister called on UAE and international businesses to "consider Vietnam a reliable address to entrust and expand investment".

"We will not betray your trust. The Vietnamese Government always ensures the legitimate rights and interests of businesses in the spirit of harmonious benefits and shared risks," the Government leader said at the forum.

The forum was attended by 50 Vietnamese enterprises and 120 UAE enterprises. Mr. Ben Backwell, Director of the Global Wind Energy Council (GWEC), expressed his desire to invest more in Vietnam in the green energy sector. Vietnam has approved the 8th power plan, which includes "ambitious" renewable energy sources. GWEC wishes to actively contribute to this process in Vietnam.

Mr. Ben Backwell proposed that Vietnam establish an inter-ministerial committee on wind power development to speed up offshore wind power projects from survey to licensing...

"I hope that with the rapid development of the wind power industry in the world, Vietnam will have the motivation to develop a green economy and renewable energy, creating confidence for investors," he said.

Ms. Jackikle Nilsson, GWEC Standing Member, Vice President of Equinor Group - a large-scale energy company in Asia - Pacific, said that the world needs more energy but it must come from green sources. She hopes to invest in more wind power projects in Vietnam. "Offshore wind power with increasingly low costs is an opportunity for Vietnam," Ms. Jackikle Nilsson shared, adding that wind power projects create more jobs for workers.

Sharing the same concerns as Mr. Ben Backwell, Ms. Jackikle Nilsson said the current problem is that offshore wind power projects involve many ministries and sectors. Citing the experience of some countries establishing inter-ministerial agencies to facilitate investors, she proposed that Vietnam establish a one-stop mechanism for wind power projects.

"Vietnam has great potential for offshore wind power development. Many businesses are very interested in these projects and want to invest in Vietnam," said Ms. Jackikle Nilsson.
