During his working program in Kon Tum province, on the morning of August 20, Politburo member and Prime Minister Pham Minh Chinh worked with the Standing Committee of Kon Tum Provincial Party Committee on the socio-economic development situation, ensuring national defense and security, Party building, and the political system; and addressed a number of recommendations and proposals for Kon Tum to develop quickly and sustainably.

Also attending were Minister of Culture, Sports and Tourism Nguyen Van Hung, Minister of Education and Training Nguyen Kim Son, Minister of Transport Nguyen Van Thang, Minister of Natural Resources and Environment Dang Quoc Khanh, Secretary of Kon Tum Provincial Party Committee Duong Van Trang; leaders of several central ministries, branches and economic groups.

Achieved and exceeded 38/39 key targets

According to the Kon Tum Provincial Party Committee, in 2022 and the first 6 months of 2023, the province has seriously implemented the Resolutions of the Central Committee, the National Assembly, the Government and the Provincial Party Committee, achieving important results in most areas.

In 2022, Kon Tum achieved and exceeded 38/39 main targets. Of which, the total regional product (GRDP) increased by 9.47%; state budget revenue increased by 10.56% over the same period; total investment capital implemented in the area increased by nearly 15.9%. The economic structure shifted in a positive direction, with key crops with advantages such as coffee, rubber, macadamia, Ngoc Linh ginseng, etc. being focused on development. Industry increased sharply, the industrial production index (IIP) increased by nearly 22.8%. Services and tourism recovered well, total retail sales of goods increased by 23.2%. Administrative procedure reform and business investment environment were improved. In the first 6 months of 2023, GRDP increased by 6.8%; planning work was deployed to ensure progress.

Attention has been paid to the cultural and social fields. Education quality has been improved. Poverty reduction has been paid attention to, with the poverty rate falling to 10.86%. The work of restoring, preserving and promoting the cultural identity and traditions of ethnic minorities has been focused on. National defense and security have been maintained; political security, order and social safety have been ensured. Foreign affairs have been strengthened. The work of building the Party and the political system has been given attention and implemented well...

Kon Tum province proposed that the Government, the Prime Minister and ministries and branches consider approving the planning of the province and Mang Den National Tourist Area; supplement the planning, allow investment in Mang Den airport and some regional expressway projects; adjust the planning of agricultural and forestry land use in some areas; supplement the planning of wind power development in Kon Tum; open the Ho Le secondary border gate in Ia Dal commune, Ia H'Drai district with Cambodia; agree on a mechanism to support people who contract to plant, care for and harvest rubber with the Vietnam Rubber Industry Group...

At the meeting, leaders of central ministries and branches said that Kon Tum has made many efforts and achieved many successes, especially in recent years. Delegates suggested that the province focus on sustainable development, especially in tourism, services, high-tech agriculture, medicinal herbs; protect natural resources and cultural identity of the 43 ethnic groups in the locality.

Increase regional connectivity, promote potential and strengths

Concluding the working session, Prime Minister Pham Minh Chinh commended the efforts and highly appreciated the achievements of the Party Committee, government, army and people of Kon Tum province, contributing to the overall achievements of the whole country.

The Prime Minister said that Kon Tum is located at the strategic position of the Indochina junction, the core area of ​​the Vietnam - Laos - Cambodia development triangle; has a large forest area, forest coverage of 63%, diverse flora and fauna and genetic system, precious varieties such as Ngoc Linh ginseng... Population of about 580,000 people with 43 ethnic groups; favorable natural conditions; abundant water resources; basically convenient transportation.

In particular, Kon Tum is a land with a long history, heroic revolutionary traditions with national-level revolutionary historical relics; a land imbued with the folk culture of ethnic minorities with many diverse and unique forms that are still preserved and developed.

The Prime Minister pointed out that Kon Tum possesses many distinct potentials, comparative advantages and outstanding opportunities for development, especially in tourism, services and high-tech agriculture. However, the province's development has not been commensurate with its potential and there are still many shortcomings and limitations. These include limited economic growth scale and speed; the competitiveness index is in the average group; the number of operating enterprises is only nearly 1,700. Agriculture has not applied much science and technology and has not been linked to the processing industry. Tourism infrastructure is still weak, not attracting many international visitors; import and export is still low; the rate of trained workers is low; the rate of poor households is still high. Political security, social order and safety still have many potential complex problems...

Regarding the main tasks and solutions in the coming time, the Prime Minister requested Kon Tum province to develop more quickly, strongly, comprehensively and sustainably. The locality must maintain national defense and security, especially in border and ethnic areas, and not be passive or surprised. At the same time, the province needs to build an equal, healthy and effective international economic cooperation frontline; improve the material and spiritual life of the people; preserve and promote the cultural identity of the 43 ethnic groups in the province.

In the immediate future, Kon Tum must review the goals, requirements and tasks in the Resolutions of the 13th National Party Congress, resolutions and directions of the Party, National Assembly, Government and Provincial Party Committee on socio-economic development, ensuring national defense and security, Party building, the political system of the province, the whole region and the whole country...; focus on leadership, direction and resource mobilization to promote development next year to achieve higher results than the previous year.

The province must focus on resolving legal issues related to land, forests, capital contributions and other assets to free up resources for development. Kon Tum needs to mobilize resources, especially public-private partnerships for development, development of transport infrastructure, energy, social infrastructure, tourism, culture, education, health care, etc.; promote linkage models, ensure the legitimate rights and interests of the people, so that people can escape poverty and become rich legitimately.

The province must ensure the progress and quality of planning work to create new development space, promote comprehensive development, in accordance with specific ecological conditions and local cultural identity; develop green economy, digital economy, circular economy; innovate the growth model from exploiting natural resources to relying on innovation, high labor productivity, application of advanced science and technology, especially in areas with great potential such as tourism, services, high-tech agriculture, medicinal herbs, processing industry...

The Prime Minister is particularly interested in promoting regional linkages to create a unified development space; promoting the restructuring of the agricultural sector, shifting crops and livestock with high productivity and value, focusing on products with strengths. The province needs to develop high-tech agriculture, organic agriculture, medicinal herb growing areas under forest canopy; focusing on building a number of national and international branded products, especially Ngoc Linh ginseng. At the same time, develop industry, especially agricultural processing industry, renewable energy; better exploit the advantages of the border economic zone; develop tourism in a modern direction associated with the potential and advantages of scenic spots, natural conditions, unique specialties, ecological environment and cultural identity of ethnic groups.

According to the Prime Minister, Kon Tum needs to have mechanisms and policies to attract and effectively use resources for development investment, strengthen public-private cooperation, focus on developing and attracting large domestic and international enterprises and corporations in the direction of green, sustainable development, application of science and technology. The province promotes disbursement of public investment capital, national target programs, especially key projects and works; develop synchronous and modern socio-economic infrastructure; focus on transport infrastructure, health care, education, infrastructure of industrial parks and clusters, information, telecommunications, irrigation; focus on human resource development.

The head of the Government directed Kon Tum province to promote substantive and effective administrative reforms to create a favorable and attractive investment and business environment; promote digital transformation; encourage startups and innovation. The province strengthens dialogue, accompanies and promptly resolves difficulties and obstacles in production and business of people and enterprises. Along with that, the province effectively implements social security work; focuses on land management, resources, forests, environmental protection, climate change response, and focuses on forest protection and development.

Kon Tum must strengthen national defense, security and promote foreign affairs; maintain political stability and social order and safety. The province focuses on fighting and suppressing crimes and social evils; effectively resolving residential and production land issues for people, especially ethnic minorities; thoroughly handling outstanding land complaints and disputes; proactively detecting and promptly handling risks leading to mass complaints and disputes.

Along with that, Kon Tum Party Committee continues to focus on building a clean and strong Party and political system; continuing to improve the leadership capacity and fighting strength of Party organizations and Party members; building a streamlined apparatus that operates effectively and efficiently; training a team of cadres, civil servants and public employees with sufficient qualities, capacity and prestige, equal to the tasks.

Regarding the proposals and recommendations of Kon Tum province, after listening to the leaders of ministries, branches, and enterprises discuss, along with giving specific opinions on each content, the Prime Minister agreed to consider and resolve them according to his authority. The Prime Minister requested ministries, branches, and Kon Tum province to coordinate in handling, based on the situation, according to a suitable roadmap; issues beyond their authority will be submitted to the Government and competent authorities for consideration, especially those related to the development of Mang Den National Tourist Area, wind power development, support mechanisms for people who are contracted to plant, care for, and harvest rubber, etc.

The Prime Minister reminded that the settlement of recommendations must be closely related to reality, based on the actual situation, and at the same time consider the specific characteristics of each case and locality; issues that have not been regulated must be proposed to competent authorities for consideration and supplementation. The settlement of difficulties and conflicts in the development process must be based on the principle of "harmonizing interests between the State, people and enterprises", with the motto "whatever is beneficial to the people and the country, we must do our best; whatever is disadvantageous or harmful to the people and the country, we must avoid at all costs".
