Prime Minister Pham Minh Chinh is Head of the Steering Committee.
The Deputy Heads of the Steering Committee include: Comrade Do Van Chien, Chairman of the Central Committee of the Vietnam Fatherland Front; Comrade Nguyen Hoa Binh, Permanent Deputy Prime Minister of the Government; Comrade Dao Ngoc Dung, Minister of Labor, War Invalids and Social Affairs (Deputy Head and Permanent Member of the Steering Committee).

Functions, tasks and powers of the Steering Committee
The Steering Committee is an inter-sectoral coordination organization, whose function is to assist the Prime Minister in directing and coordinating the resolution of important, inter-sectoral tasks related to the implementation of eliminating temporary and dilapidated houses nationwide.
The Steering Committee has the following duties and powers: Advising and proposing specific and effective plans, solutions and methods to complete the goal of eliminating temporary and dilapidated houses nationwide by December 31, 2025, including 3 programs: Housing support for people with revolutionary contributions; Housing support under national target programs; Eliminating temporary and dilapidated houses for people. At the same time, directing relevant ministries, agencies and localities to closely coordinate and focus on promptly resolving difficulties and problems in the implementation process.
The Steering Committee works part-time, promotes personal responsibility, performs functions, tasks and powers according to the Regulations on organization and operation of the Steering Committee issued by the Head of the Steering Committee.
The Ministry of Labor, War Invalids and Social Affairs is the standing body of the Steering Committee, developing the Regulations on organization and operation of the Steering Committee and submitting them to the Head of the Steering Committee for signature and promulgation; using the existing apparatus to organize the implementation of tasks assigned by the Steering Committee, ensuring that the Ministry's staff assigned by the competent authority is not increased.
Agencies with members participating in the Steering Committee use their existing apparatus to perform tasks to assist the Steering Committee, operating on a part-time basis.
The Steering Committee dissolves itself after completing its tasks.
Repair and build 153,000 new houses in the movement to eliminate temporary and dilapidated houses for poor and near-poor households
* The emulation movement "Join hands to eliminate temporary and dilapidated houses nationwide by 2025" launched in April 2024 has been initially implemented effectively.
When the program was launched, it was estimated that there were about 170,000 temporary and dilapidated houses in need of repair and new construction, and now there are about 153,000 houses left. The Prime Minister emphasized that the goal in 2025 is to complete all three contents: (i) support housing for people with meritorious services; (ii) support housing for people under national target programs; (iii) repair and build 153,000 new houses in the movement to eliminate temporary and dilapidated houses for poor and near-poor households.
The important lesson is to mobilize the entire political system to participate, with the most effective way, promoting the initiative and creativity of ministries, branches, localities and families benefiting from the policy; reducing intermediaries; thereby implementing quickly, substantially and effectively, preventing negativity, corruption and loss, so that people can truly benefit.
The motto is State support, people are the masters, the Party leads, the State manages, the Vietnam Fatherland Front, and socio-political organizations support, calling on people and businesses to participate in support with the spirit of the whole country joining hands, "whoever has something helps, whoever has contributions contributes, whoever has money contributes, whoever has little contributes little, whoever has a lot contributes a lot".
