The Prime Minister, together with leaders of the Ministry of Public Security, Ministry of Science and Technology, Ministry of Education and Training, Central Propaganda and Mass Mobilization Commission, Central Party Office and representatives of many relevant units officially launched the "Digital Popular Education" movement.
This activity took place this afternoon at Hanoi University of Science and Technology, to concretize the direction of General Secretary To Lam, Head of the Central Steering Committee on science, technology development, innovation and digital transformation.
The spirit of "popular education" still holds true
According to Prime Minister Pham Minh Chinh, Vietnam perceives science and technology (S&T), innovation (I&C) and digital transformation as strategic choices and top priorities. Therefore, the “Digital Literacy for All” movement is indispensable.
“ Only with universal digital education can we have comprehensive digital citizenship, a digital nation and a digital society. This shows the important meaning and profound humanity of the movement ,” the head of the Government affirmed.
80 years ago, when the country had just gained independence, more than 90% of the population could not read or write. The “Popular Education” movement was born to fight against “ignorance” and illiteracy. Thanks to that, in just a short time, millions of people could read and write.
That spirit will continue when the “Popular Education Digital” movement is inherited and nurtured from Uncle Ho’s “Popular Education” movement. This is not only an educational initiative but also a bridge between the past and the future.
“ The new era needs science and technology, innovation and digital transformation to succeed. To achieve that, there must be universal digital education, which means eliminating illiteracy about digital transformation. Universal education is creating motivation and inspiration for our nation to enter a new era ,” Prime Minister Pham Minh Chinh shared.
By promoting historical lessons, Vietnam strives to build a society that is not only rich in knowledge but also rich in technological strength, ready to integrate and develop.
"Popular digital education" must become a revolutionary movement
The three platforms implementing the "Digital Education for All" movement include: One Touch mass open online learning platform, MobiEdu mass open online learning platform and "Digital Education for All" platform.
The One Touch and MobiEdu platforms have trained more than 1.2 million cadres, civil servants, public employees and workers, and provided free digital skills to more than 40 million people. The "Digital Popular Education" platform has trained 200,000 cadres, civil servants and armed forces. These are important initial achievements, the premise and basis for successfully achieving the movement's goals.
Directing at the launching ceremony, the Prime Minister emphasized the requirement that the "Digital Literacy for All" movement must become a revolutionary, all-people, comprehensive, encompassing, and far-reaching movement, leaving no one behind. If the movement wants to "live long", it must bring practical results, harmonize individual and common interests, between individual interests and collective interests, and the interests of the Fatherland and the country.
To implement, the Prime Minister proposed focusing on "One goal, two promotion, three guarantees, four key tasks".
One goal is to universalize basic digital knowledge and skills for all people in a revolutionary, all-people, comprehensive, inclusive, far-reaching spirit, leaving no one behind.
Two promotion include: Promoting and mobilizing comprehensively and effectively the resources of the state, society, enterprises and the entire population; Promoting the cultural tradition, love of learning, spirit of lifelong learning, and aspiration to rise up of the Vietnamese people.
The three guarantees are: Ensuring open and appropriate mechanisms and policies to implement the movement practically and effectively; Ensuring smooth infrastructure, synchronization, connectivity, flexibility, no formality, embellishment and targeting the right subjects; Ensuring effective use of resources, enhancing transparency, fighting negativity, corruption and waste.
Four key tasks include:
First, build a digital learning ecosystem (develop a universal digital learning platform, apply artificial intelligence and big data).
Second, build a mechanism to encourage and motivate learning (incorporate digital skills into the labor assessment and recruitment system; provide incentives for disadvantaged groups; encourage businesses to participate).
Third, build and improve the capacity of digital lecturers (develop digital lecturers and volunteers; mobilize union members and association members to participate).
Fourth, build an effective inspection, monitoring and evaluation mechanism (build an evaluation mechanism; promote information and propaganda; conduct independent monitoring from social organizations, the press and the community to ensure transparency).
