
At the conference, Minister of Planning and Investment Nguyen Chi Dung presented Decision No. 489/QD-TTg of the Prime Minister approving the planning of Hung Yen province for the period 2021-2030, with a vision to 2050, to the provincial leaders.
The Ministry of Planning and Investment and Hung Yen province also granted investment registration certificates and investment policy approval decisions for 24 projects with a total capital of 760 million USD and 10,000 billion VND in the fields of industrial park infrastructure, urban areas, commerce, electronics, logistics, interior design, electronic components, mechanics, etc. to domestic and foreign investors.

Among them, Arizon Technology Company has decided to invest in Hung Yen in a high-tech electronics factory specializing in the production of RFIA (Radio Frequency Identification) label products after researching 20 countries and territories around the world. The company's goal is to build the world's largest factory in this field.
Speaking at the conference, Prime Minister Pham Minh Chinh assessed that Hung Yen has a lot of space, potential, and opportunities for development and breakthrough, "first in the capital, second in Pho Hien". Hung Yen is a land of "spiritual land and talented people", the hometown of famous physician Le Huu Trac, mother of beloved Uncle Ho, and General Secretary Nguyen Van Linh.

In the period of 2021-2023, Hung Yen's average GRDP growth reached 10.71%, more than twice the national average growth (5.24%); economic scale ranked 16/63. GRDP in the first 6 months of 2024 is estimated to increase by 6.81%. State budget revenue always exceeds the plan: in 2022 and 2023, it is in the group of 10 localities with the highest budget revenue in the country.
By June, the province had over 17,300 enterprises with a total registered capital of VND212,000 billion; 1,686 domestic projects with a total capital of VND340,000 billion; 577 FDI projects with a total capital of USD7.5 billion. In particular, the Prime Minister expressed his impression of Hung Yen's Thang Long II Industrial Park, which did not use hard fences but dug canals for protection, planted many trees, was safe, friendly, harmonious and effective.
Up to now, Hung Yen has an urbanization rate of 45%; it is the 3rd earliest province to complete the construction of new rural areas.
According to the Prime Minister, in terms of geographical location, "Hung Yen has many places closer to Hanoi than Hanoi itself", located in the center of the Red River Delta. However, to promote this advantage, there need to be 3 key routes to "pull" Hung Yen closer to Hanoi, Hai Phong and major economic centers, the southern provinces of the Red River Delta. Of which, the route connecting Hanoi - Hai Phong expressway with Phap Van - Cau Gie expressway has just been inaugurated, the Tan Phuc - Vong Phan route has just started construction and the route connecting the Red River heritage can start construction in late 2024.

The Prime Minister said that the planning clearly defined that by 2030, Hung Yen would become a modern industrial province, with an economic scale and development level among the leading in the country; by 2050, it would become a centrally-governed city, a smart, beautiful, civilized, cultured city, rich in cultural identity, fully promoting the core values of ancient Pho Hien culture; a livable place in the Red River Delta. In order for the province to achieve its set goals and contribute to the "Red River miracle", Hung Yen must be proactive in implementing and concretizing the planning.
Along with that, the province needs to continue to strongly improve the business investment environment, focusing on creating breakthrough reforms, simplifying administrative procedures, building digital government, creating an open, public, transparent and equal business investment environment.
The Prime Minister also emphasized that the province needs to mobilize and use state, private and other legal resources to invest in developing synchronous and effective infrastructure, prioritizing transport infrastructure to create domestic and international connections; prioritize investment in dynamic, key projects with great spillover effects, creating new development space, new momentum and capacity.
The Prime Minister hopes and believes that Hung Yen will develop in accordance with the vision, thinking, and innovation as announced in the planning, with the goal of rapid and sustainable development, becoming a modern industrial province with an economic scale and development level among the leading in the country.
Hung Yen is the eastern gateway of Hanoi, near Hai Phong port and Noi Bai airport; has the advantage of convenient connection with a synchronous transportation system, especially the Hanoi - Hai Phong - Quang Ninh highway.
The province has strengths in industrial development with many key industrial products and large industrial zones; has great potential in high-tech agriculture and livestock with famous specialties (longan, Dong Tao chicken, Ban soy sauce...).
The province still has great potential for tourism development, especially eco-tourism, culture, and spirituality. It is a land of culture, ranking second in the country in terms of nationally ranked relics (with over 1,800 historical relics, such as Xich Dang Temple of Literature, Tran Temple, Mau Temple, Chuong Pagoda, Chu Dong Tu - Tien Dung relics, Tong Tran - Cuc Hoa relics). Hung Yen has a population of about 1.3 million people.
