Quang Ngai currently has about 50 thousand workers working at enterprises in Dung Quat Economic Zone, VSIP Quang Ngai Industrial Park and Tinh Phong Industrial Park. With a large number of workers, the demand for housing for workers in the province is currently very high. Due to the lack of social housing, many workers have to live in cramped rooms.
Surveys at Dung Quat Economic Zone, VSIP Quang Ngai Industrial Park, Tinh Phong Industrial Park, where tens of thousands of workers are concentrated, show that the housing problem is becoming increasingly urgent. It can be seen that most workers have to rent cramped, damp rooms at expensive prices, with an uncertain quality of life. Many people have to face the situation of going to work in the morning and coming back in the afternoon, traveling dozens of kilometers every day because they cannot afford to rent a house near their workplace. "Settling down and having a career" is always the dream of many workers and low-income people.
From Son Tay district to Tinh Phong Industrial Park (Son Tinh) to work for nearly 6 years, for the same number of years, Mr. Dinh Van Tinh and his wife in Son Lap commune (Son Tay) have been living in rented houses. Mr. Tinh and his wife have 2 children, currently the whole family of 4 are living together in a rented room of about 20 square meters.
Mr. Tinh shared that the total income, including overtime, of both husband and wife is about 15 million VND/month. After paying for rent, childcare, monthly food, shopping, etc., each month, no matter how frugal the couple is, they can only save a few million VND. Therefore, buying land to build a house is unthinkable for them.
“With current market prices, it is very difficult for workers like us to have enough money to buy land and build a house near our workplace. Therefore, we hope that the government will soon implement the construction of social housing; at the same time, there will be support policies so that we can buy social housing suitable for workers' income, to reduce rental costs, have spacious and clean accommodation, and ensure a better life,” said Dinh Van Tinh.

Mr. Nguyen Van Toan, a worker at a company in VSIP Quang Ngai Industrial Park, earns more than 9 million VND per month. Mr. Toan’s wife used to be a worker, but is currently at home taking care of their young children. All family expenses, from rent to electricity, water, and food, depend on his salary. Therefore, Mr. Toan’s family’s life is always difficult and struggling.
“The labor force in industrial parks in Quang Ngai is very large and most of them are renting. I hope the locality will soon implement social housing projects near industrial parks with suitable prices so that many workers and low-income people can own their own houses and feel secure in their jobs,” Toan shared.
Quang Ngai is strongly developing its industry, creating jobs for many workers, leading to an increasing demand for social housing. To meet this demand, Quang Ngai province has developed a plan to implement the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030".
It is expected that in the third quarter of next year, Quang Ngai will deploy the first social housing project invested and built by the Vietnam General Confederation of Labor on an area of about 2 hectares, located in the 1/500 planning of the Trade Union Institutional Area approved by the People's Committee of Son Tinh district in November 2023. The project includes 750 apartments, a garage, a system of flower gardens and other technical infrastructure works. The number of residents here is expected to reach 2,500 people, with a total investment of about 640 billion VND.
In a recent working session with the Vietnam General Confederation of Labor, the leaders of the Quang Ngai Provincial People's Committee affirmed that they will create all favorable conditions to implement this social housing project.
This project not only brings hope for a stable home to thousands of workers, but also contributes to creating positive changes in the lives of workers who are working day and night to contribute to the development of Quang Ngai province.

“We hope that the social housing project invested by the Vietnam General Confederation of Labor will soon start construction and come into operation to help workers in the area settle down and start their careers,” said Pham Thai Duong, Chairman of the Dung Quat Economic Zone and Quang Ngai Industrial Zones Trade Union.
In order to create an attractive environment to attract investors in social housing construction projects in Quang Ngai province, striving to fulfill the target of building 6,300 social housing apartments in the period of 2025 - 2030 assigned by the Prime Minister, at the 32nd Session, the People's Council of Quang Ngai province unanimously passed a Resolution regulating the support mechanism for implementing social housing construction investment projects in the province.
According to the Resolution, Quang Ngai province will support 100% of the compensation, support and resettlement costs according to the plan approved by the competent authority. Support 70% of the investment costs for building technical infrastructure systems within the project scope according to the detailed planning approved by the competent authority.
However, it does not include the investment cost of building technical systems inside the building, the investment cost of building technical infrastructure systems in the construction investment area for business or to be handed over to the State for management. The maximum support level does not exceed 70% of the investment cost of building technical infrastructure systems, determined according to the construction investment capital rate announced by the Ministry of Construction at the time of project approval.
