Reduce 17 departments
The Government has just reported to the National Assembly and the National Assembly Standing Committee on continuing to reform the organization of the state administrative apparatus to be streamlined and operate effectively and efficiently.
According to the report, the Government leaders have directed Ministers, Heads of ministerial-level agencies, and Government agencies to proactively review and rearrange organizations within ministries and branches such as general departments, bureaus, divisions, and organizations within general departments to ensure streamlining, effective and efficient operations.
Specifically, 17 general departments and organizations equivalent to general departments have been reduced; 8 departments under general departments and ministries have been reduced; 145 departments/divisions under general departments and ministries have been reduced; and the number of rooms within departments has been basically reduced.

Along with that, the Ministries managing sectors and fields, the People's Committees at provincial and district levels have been proactively arranging the organizational structure and the number of deputy heads of departments and divisions in the direction of streamlining and reducing intermediate levels...
Accordingly, 7 departments and 2,159 offices under the departments and district People's Committees have been reduced.
Regarding the arrangement of focal points for public service units of ministries, branches and localities by June 30, 2022, there will be 1,035 ministerial units, a decrease of 98 units and for localities, there will be 46,653 units, a decrease of 7,631 units.
Regarding tasks in the coming time, the Government said that ministries and branches will continue to improve the internal organization of agencies, units and organizations in a streamlined direction; review, supplement and perfect the functions, tasks, powers and working relationships of organizations, agencies and units.
Reduce the number of public service units
Regarding innovation in the organization and management system, improving the quality and efficiency of public service units, the Government stated that ministries and branches must urgently develop and complete plans to reorganize public service units in 2023, with a roadmap to 2025.
Specifically, basically complete the arrangement of public service units in the direction of reducing focal points (continue to reduce at least 10% of the number of public service units compared to 2021).
Strive to have at least 20% of public service units be financially autonomous (self-insuring regular expenditures or more).
100% of economic and other public service units are eligible to complete the transformation into joint stock companies. Continue to improve the level of financial autonomy of public service units.
The Government requires completing plans to arrange public service units in 2023, with a roadmap to 2025.
In addition, the Government also requires the arrangement and reduction of public service units based on functions, tasks, criteria, and conditions for establishment, avoiding leveling, ensuring compliance with the planning of the network of public service units, and improving the quality and efficiency of public service units.
In the education sector, it is necessary to proactively evaluate the performance of universities and vocational training institutions under management and coordinate with the ministries managing the sector to have plans to restructure universities and vocational training institutions.
From there, ensure to meet the human resource training needs of the industry and locality; at the same time, implement the financial autonomy roadmap in line with the roadmap for calculating the price of educational and training services.
The Government requires only retaining units under the ministry serving political tasks and a few leading specialized hospitals associated with the functions and tasks of the ministry that fully meet the criteria and conditions for establishment according to the provisions of law, gradually transferring hospitals under the Ministry of Health and ministries and central state agencies to local management (except for a few leading specialized hospitals and hospitals of universities).
In addition, review and implement the roadmap for financial autonomy, ensuring that by the end of 2025, medical examination and treatment facilities (except those operating in the field of specialized medical examination and treatment) are self-sufficient public service units or higher. After 2025, facilities that are not self-sufficient in regular expenditure will have to be reorganized accordingly.
