1. At the invitation of Prime Minister of the Republic of Korea Han Duck Soo, Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh and his wife paid an official visit to the Republic of Korea from June 30 to July 3, 2024.
On July 2, 2024, Prime Minister Pham Minh Chinh and Prime Minister Han Duck Soo held talks in an atmosphere of friendship and mutual trust. The two Prime Ministers reviewed the implementation of substantive cooperation in bilateral relations since the upgrading of relations to Comprehensive Strategic Partnership in 2022; discussed measures to promote the Comprehensive Strategic Partnership between the two countries to become increasingly in-depth, effective and substantive; and reached common understanding on important outstanding issues.
2. The two sides assessed that the Vietnam-Korea relationship is in its best development phase since the establishment of diplomatic relations in 1992; agreed to continue promoting cooperation between the two countries in all fields, in line with the Comprehensive Strategic Partnership. The two sides agreed to promote exchanges between high-ranking leaders of the two countries in diverse and flexible forms through mutual visits and at multilateral forums and conferences; expand cooperation through the Party, Government, National Assembly, ministries, branches, localities and social classes of the two countries.
The two sides agreed to improve the quality and quantity of the Comprehensive Strategic Partnership between the two countries; substantially implement cooperation documents between the two countries' senior leaders, including the Action Program to implement the Vietnam-Korea Comprehensive Strategic Partnership; strengthen political, diplomatic, security and defense cooperation, defense industry, effectively implement existing cooperation mechanisms and agreements; coordinate to resolve non-traditional security issues and transnational crimes; accelerate procedures to open the Vietnamese Consulate General in Busan City, Korea this year.

3. The two sides emphasized that Vietnam and the Republic of Korea have become each other's leading important partners. Prime Minister Pham Minh Chinh said that Vietnam attaches importance to its relations with the Republic of Korea and wishes to continue to develop bilateral cooperation in a practical, effective and long-term manner, commensurate with the Comprehensive Strategic Partnership. Prime Minister Han Duck Soo emphasized that Vietnam is a key partner in implementing foreign policies in the region, including the Indo-Pacific Strategy and the ASEAN-Korea Solidarity Initiative (KASI); supporting Vietnam to successfully carry out industrialization and modernization, becoming a high-income developed country by 2045.
4. The two sides affirmed that economic cooperation is an important pillar contributing to promoting the substantial development of bilateral relations; agreed to aim to increase bilateral trade turnover to 100 billion USD by 2025 on the occasion of the 10th anniversary of the signing of the Vietnam - Korea Free Trade Agreement (VKFTA) and 150 billion USD by 2030 in a balanced and sustainable manner.
To achieve this goal, the two sides agreed to closely cooperate to effectively implement bilateral and multilateral economic cooperation mechanisms such as the Vietnam-Korea Free Trade Agreement and the Regional Comprehensive Economic Partnership (RCEP), the Indo-Pacific Economic Framework (IPEF), including the early signing of the Mutual Recognition Agreement (MRA) on the AEO Program this year. The two sides agreed to promote the announcement of opening the market for Vietnamese grapefruit and Korean melons to each other in 2024. In addition, the two Prime Ministers also agreed to promote cooperation in the fields of agriculture, forestry and fisheries such as smart farms, agricultural equipment, sustainable forest management, sustainable fisheries, irrigation modernization, new rural construction; and promote trade in agricultural, livestock and fishery products.

Prime Minister Pham Minh Chinh said Vietnam values its relations with South Korea and wishes to continue developing bilateral cooperation in a practical, effective and long-term manner, commensurate with the comprehensive strategic partnership.
The two sides agreed to encourage Korean enterprises to expand their investment in Vietnam, in key industries and future industries such as digital transformation, green economy, circular economy, semiconductors, environmentally friendly energy, biotechnology, 5G network, smart cities; agreed to expand exchanges in the fields of small and medium enterprises and startups; and implement human resource training projects in the fields of high technology and digital transformation such as artificial intelligence (AI). In addition, the two sides agreed to strengthen necessary cooperation in promoting investment by Korean enterprises to build a stable core mineral supply chain.
Prime Minister Han Duck Soo said that creating favorable investment conditions is necessary for sustainable trade and investment expansion, enhancing future industrial cooperation between the two countries, and at the same time, requested that the Vietnamese side actively support resolving tax problems of Korean enterprises in Vietnam. Prime Minister Pham Minh Chinh said that he will continue to make efforts to create an open and transparent investment environment; affirming that he will create favorable conditions for foreign enterprises, including Korean enterprises, to invest stably and long-term in Vietnam. Prime Minister Han Duck Soo affirmed that he will expand support for Vietnamese enterprises to participate more deeply in the production supply chain led by Korean enterprises in Vietnam.
Prime Minister Han Duck Soo emphasized that Korea continues to consider Vietnam an important strategic partner in development cooperation. Prime Minister Pham Minh Chinh affirmed that they will cooperate closely to smoothly and effectively implement development cooperation projects between the two countries with a scale of 52 million USD in 2024. In addition, the two sides assessed that labor cooperation has been making great contributions to the mutually beneficial development between the two countries; welcomed Korean agencies and organizations to support industrial human resource training in Vietnam; agreed to make efforts to expand the scale and occupations of receiving Vietnamese workers to work in Korea under the Korean Employment Permit System (EPS) and continue to expand the scale of receiving technical and professional workers in the fields of shipbuilding, information technology, and services.

Prime Minister Han Duck Soo said that creating favorable investment conditions is necessary for sustainable trade and investment expansion, enhancing cooperation in the future industrial sector between the two countries.
5. The two sides agreed to further promote cooperation in science and technology, especially in the fields of high technology, research and development (R&D), and technology transfer. Prime Minister Han Duck Soo said that he would support Vietnam in improving its science and technology capacity and digital transformation through the second phase of the Vietnam-Korea Institute of Science and Technology (VKIST) Project and the Future Partnership Project on research, development (R&D) and innovation with a scale of 30 million USD in the next 10 years.
The two sides shared the need to jointly respond to the climate crisis; at the same time, they agreed to fully implement the Framework Agreement on Climate Change Cooperation between Vietnam and the Republic of Korea, accelerate cooperation in all areas such as policy and technology exchanges, promote private investment for green growth and the two countries' goal of carbon neutrality by 2050. The two sides agreed to promote exchanges on cooperation for Korean projects under Article 6.2 of the Paris Agreement proposed by the Republic of Korea.
6. The two sides agreed to aim for 5 million people-to-people exchanges between the two countries; strengthen cooperation to facilitate the expansion of cultural, educational, tourism and people-to-people exchanges to enhance understanding and strengthen connections between the two peoples. Korea shared its experiences to support the development of Vietnam's cultural industry.
The two sides also agreed to enhance cooperation and exchanges between localities; at the same time, effectively implement the annual Meet Korea Program organized by the Vietnamese Ministry of Foreign Affairs in coordination with the Korean Embassy in Vietnam and Vietnamese localities to promote exchanges between businesses of the two countries. The two sides agreed to strengthen cooperation in protecting the rights and interests of Vietnamese citizens in Korea and Korean citizens in Vietnam; create favorable conditions for multicultural families to integrate into local life; agree and discuss specific measures to establish a regular exchange mechanism to share and cooperate on policies related to overseas Vietnamese.
7. The two sides agreed to continue to strengthen close cooperation and support each other in international and regional frameworks such as the United Nations (UN), the World Trade Organization (WTO), the Asia-Pacific Economic Cooperation (APEC), the Asia-Europe Meeting (ASEM), and the Partnership for Green Growth and the Global Goals 2030 Summit. Prime Minister Han Duck Soo affirmed that he will cooperate closely to successfully organize the Partnership for Green Growth and the Global Goals 2030 (P4G) Summit in Vietnam in 2025.
The two sides agreed to continue to effectively implement cooperation within ASEAN frameworks such as ASEAN-Korea, Mekong-Korea, ASEAN+3, East Asia Summit (EAS), ASEAN Regional Forum (ARF) and ASEAN Defense Ministers Meeting Plus (ADMM+). Prime Minister Pham Minh Chinh welcomed the ASEAN-Korea Solidarity Initiative (KASI) of the Republic of Korea, saying that this initiative contributes to strengthening and deepening ASEAN-Korea relations. The two sides considered this as the basis for joint efforts towards establishing the ASEAN-Korea Comprehensive Strategic Partnership on the occasion of the 35th anniversary of the establishment of ASEAN-Korea dialogue relations this year.
The two sides reiterated their common stance on the Korean Peninsula issue stated in the Chairman's Statement of the 24th ASEAN-ROK Summit and shared the common perception that the development of nuclear weapons threatens peace and stability on the Korean Peninsula, in East Asia and in the world. The two sides called on relevant parties to strictly abide by international obligations and agreements, including relevant resolutions of the United Nations Security Council, and reaffirmed the importance of the international community's efforts to fully implement relevant resolutions of the United Nations Security Council. Vietnam welcomes and supports the efforts of the Government of the Republic of Korea for denuclearization and peaceful reunification on the Korean Peninsula, including the "Bold Initiative".
The two sides reaffirmed the important vision of maintaining peace, stability, safety and freedom of navigation and aviation in the East Sea; especially affirming the peaceful settlement of disputes based on the general principles of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).
8. During the official visit to Korea by Prime Minister Pham Minh Chinh, the two Prime Ministers witnessed the handover ceremony of 9 cooperation documents signed between ministries and branches in areas such as development, trade - investment, small and medium enterprises - innovation - start-up, environment, competition and consumer protection, education (attached appendix).
The two sides agreed that Prime Minister Pham Minh Chinh's official visit to Korea contributes to developing and deepening the Vietnam-Korea Comprehensive Strategic Partnership, which is beneficial to peace, stability and development in the region and the world.
Prime Minister Pham Minh Chinh expressed his deep gratitude for the warm, respectful and thoughtful reception that the leaders and people of the Republic of Korea had given to the Vietnamese Government delegation, and respectfully invited Prime Minister Han Duck Soo to pay an official visit to Vietnam. Prime Minister Han Duck Soo thanked and happily accepted the invitation.
