In the first 10 months of 2024, the growth of Vietnam's B2C e-commerce market reached 18-20%, completing the target assigned by the Government.
The report of the Ministry of Industry and Trade summarizing the implementation of Resolution No. 01/NQ-CP in 2024 of the Government and proposing directions and tasks for 2025 to be included in the Resolution 2025 sent to the Ministry of Planning and Investment shows that in the first 10 months of 2024, the growth of the B2C e-commerce market reached 18-20%, completing the target assigned by the Government.

To promote the development of trade infrastructure, the Ministry of Industry and Trade has coordinated with ministries, branches, localities and enterprises to deploy criteria and standards on trade infrastructure; focusing on promoting the development of e-commerce infrastructure, creating momentum for the development of the digital economy and e-commerce, contributing to creating new development space.
Accordingly, the Ministry of Industry and Trade has built and operated the Vietnam Electronic Contract Development Axis with the aim of supporting organizations, businesses and individuals in checking, processing and centralizing electronic contract information of individuals, businesses and organizations in commercial activities; building and operating the KeyPay online payment support platform to develop the national e-commerce payment system, payment infrastructure to ensure support for public administrative services. KeyPay has been helping units and ministries to solve difficulties and barriers when applying online payment in online public administrative services at the level.
KeyPay also contributes to promoting the development of e-commerce, specifically: Promoting the development of G2B, G2C e-commerce; building the habit of using cashless payments in e-transactions of people and businesses...
In addition, to strongly develop the digital economy, the Ministry of Industry and Trade continues to review, request and guide traders, organizations and individuals owning e-commerce websites/applications to update information, policies, and supplement documents to meet the regulations in Decree 85/2021/ND-CP, request and guide businesses and organizations owning websites/applications providing services to guide businesses to upgrade the online.gov.vn Portal to meet the new regulations of Decree No. 85/2021/ND-CP. Coordinate with the Departments of Industry and Trade to review foreign-invested enterprises providing e-commerce services in Vietnam.
Support businesses in applying digital technology and e-commerce in production and business activities; deploy solutions to support import-export businesses in declaring C/O (ecosys.gov.vn) using Vsign form and Service to support declaration of origin of goods; deploy solutions and programs to connect consumption of goods in the domestic market, promote exports through cross-border e-commerce; proactively provide information on activities, events, and outstanding issues related to e-commerce, digital economic development of the Industry and Trade sector for the community to update and grasp information; organize regional linkage programs in e-commerce development.
Implement the 2024 online shopping day event; build and deploy a unified e-commerce platform for 63 provinces/cities (sanviet.vn), aiming to connect and create a platform to support both sellers, buyers and digital platforms in providing goods, connecting services, gradually building a centralized online retail database throughout from the central to local levels, helping end consumers buy quality products at reasonable prices.
At the same time, deploy a program to support enterprises exporting via e-commerce - Go Export; build and deploy an initiative on the online import-export ecosystem (EcomEx) to support Vietnamese enterprises exporting at the address Vietnamexport.com; a website to support enterprises in electronically declaring origin with the Ministry of Industry and Trade (Vsign.vn)...
With the results achieved in 2024, in 2025, the Ministry of Industry and Trade will continue to promote the development of e-commerce to more effectively exploit the strong development of the digitalization trend of the economy; continue to perfect the legal framework, promote the development of e-commerce, closely follow the development of e-commerce in the world and in the country to promptly issue policies to manage and promote the development of e-commerce in Vietnam.
Well perform the task of managing e-commerce activities, well organize the supervision and enforcement of e-commerce laws according to the provisions of Decree No. 52/2013/ND-CP dated May 16, 2013; Decree No. 85/2021/ND-CP dated September 25, 2021 and guiding circulars.
Submit to the Prime Minister the Master Plan for National E-commerce Development for the 2026-2030 period; proactively connect and share data between ministries, branches, and localities, coordinate with the National Steering Committee 389, the Ministry of Public Security... to exploit information, prevent counterfeit, fake, and poor-quality goods.
Maintain and promote coordination with market management agencies, the Department of Cyber Security and High-Tech Crime Prevention - Ministry of Public Security, Ministry of Science and Technology, Ministry of Information and Communications, and relevant units in inspecting, examining, and supervising units in compliance with e-commerce laws according to the plan approved by the Minister of Industry and Trade.
Continue to promote communication, update and post information warning of fraudulent behavior, commercial fraud, and abuse of e-commerce to warn consumers; implement activities and events to promote the development of e-commerce and digital economy in the Industry and Trade sector, such as: Orientation and consultation programs on e-commerce for students nationwide; National Online Shopping Week; support key export industries, expand consumption of domestic goods and promote e-commerce development in localities...
