Thus, in the 2024 - 2025 school year, the number of final grade junior high school students will decrease by about 28,000 compared to the 2023 - 2024 school year. Each locality will decrease by an average of 20 - 30%.

In the central area, principals of secondary schools also said that the number of ninth graders decreased by about 30% compared to the previous school year. Ms. Duong Huu Nghia, Principal of Le Loi Secondary School (District 3), informed that every year, the school is stable with about 260 ninth graders, but this school year there are only 200 students, a decrease of about 30%. Similarly, Ms. Nguyen Doan Trang, Principal of Nguyen Du Secondary School (District 1), said that the number of ninth graders this year decreased by about 30% compared to last year.
According to the leaders of the Department of Education and Training, the number of ninth graders this year fluctuated due to two reasons. Mr. Phan Si Dat, Head of the Department of Education and Training of Tan Phu District, said that this year's ninth graders were born in 2010, the year of the Tiger in the lunar calendar. This is the year when fewer people were born than in other years.
In addition, according to most secondary school principals, the reason for the decrease in the number of 9th grade students this year is because in 2021, they will enter 6th grade. At that time, Ho Chi Minh City was heavily affected by the Covid-19 epidemic and implemented social isolation for quite a long time, many workers returned to their hometowns and did not have time to return to the city, so the number of students from other provinces decreased compared to previous years.
Faced with the reality of a sharp decrease in the number of 9th grade students, many opinions from secondary schools believe that the competition rate for the 10th grade entrance exam in 2025 will be lighter than in 2024 (in the 2023-2024 school year, the number of candidates taking the 10th grade exam increased by nearly 10,000 students compared to the previous school year).
MANY OPPORTUNITIES TO ENTER TOP SCHOOLS
According to the roadmap, from the 2025-2026 school year, Ho Chi Minh City will stop organizing specialized classes in 4 high schools including: Gia Dinh (Binh Thanh District), Mac Dinh Chi (District 6), Nguyen Thuong Hien (Tan Binh District), Nguyen Huu Huan (Thu Duc City). Specialized classes will only be held at 2 schools: Le Hong Phong High School for the Gifted and Tran Dai Nghia High School for the Gifted.
Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, said that in the past, the formation of specialized classes in high schools was often to meet the needs of learners. Ho Chi Minh City is quite large, many students in Cu Chi, Thu Duc, Nha Be, Binh Chanh want to study in specialized classes but due to the distance, it is difficult to study at Le Hong Phong and Tran Dai Nghia schools. Therefore, this model was created to create conditions for students in the above areas to study in specialized classes at schools near their homes.
Stopping enrollment in specialized classes in the top 4 high schools from this school year will help candidates have more opportunities to get into top schools.

However, the enrollment of specialized 10th graders in regular schools is no longer suitable, due to the low demand of students. In recent years, the number of students enrolled in specialized classes has always not met the set target, so the city has only focused on investing in the specialized school system. According to Mr. Minh, this is also suitable for the two specialized high schools Le Hong Phong and Tran Dai Nghia to develop according to the right goals, investing in facilities according to the regulations of Circular 05 of the Ministry of Education and Training.
In recent years, on average, each year the four high schools listed above have recruited a total of 22 specialized 10th grade classes. When they no longer recruit specialized 10th grade classes, the schools will increase the quota for regular 10th grade classes, so according to the principals of the middle schools, students will have more opportunities to enter the four top schools in the city.
Mr. Lam Trieu Nghi, Principal of Nguyen Thuong Hien High School, shared that every year the school's quota for specialized 10th grade classes is 5 classes, each class has 35 students, so a total of 175 students. This year, when there are no more specialized classes, the school has the ability to recruit 225 more students for 5 regular 10th grade classes, each class has 45 students.
Similarly, Mr. Do Duong Cung, Principal of Nguyen Huu Huan High School, said that opportunities for students in Thu Duc City will increase. With no 5 specialized 10th grade classes from the 2025-2026 school year, the school will propose to increase the quota for regular 10th grade classes to 225 students.
Mr. To Lam Vien Khoa, Vice Principal of Gia Dinh High School, said that every year this school usually recruits 210 students for 6 specialized classes, while in the near future there is a possibility of increasing the maximum quota to 6 regular classes, each class has 45 students...
In addition, speaking with Thanh Nien reporter, a leader of a specialized high school said that the school plans to propose increasing the 10th grade quota in 2025 with about 105 students for 3 specialized classes: math, chemistry and English Project 5695.
Announce enrollment target around March 2025
According to regulations of the Ho Chi Minh City Department of Education and Training, in December, high schools will base on the specific situation of facilities and teaching staff to propose enrollment targets for grade 10 for the 2025-2026 school year. On that basis, the Department of Education and Training will announce enrollment targets around March 2025, more than 3 months before the grade 10 exam.
Will keep the organization of grade 10 exams stable
Regarding the 10th grade entrance exam, Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training, said that Ho Chi Minh City's view on the 10th grade exam for the 2025-2026 school year is to maintain the organization as in previous school years, on the basis of reviewing and ensuring compliance with the regulations on junior high school and high school entrance exams of the Ministry of Education and Training.
Specifically, for many years now, the 10th grade entrance exam in Ho Chi Minh City has had 3 compulsory subjects: math, literature, foreign language (in which candidates mainly take the English exam) if they register for the regular 10th grade and specialized and integrated subjects if they register for the specialized and integrated 10th grade.
From the structure and reference exam questions for grade 10 in 3 subjects: math, literature, English recently announced by the Department of Education and Training, most secondary schools have deployed teachers to build question banks closely following the format and requirements of the reference exam. Then, they will compile periodic tests according to the exam structure for students to practice and get familiar with.
Ms. Hua Thi Diem Tram, Principal of Ha Huy Tap Secondary School (Binh Thanh District), said that the professional groups have met to discuss and develop content to prepare students with knowledge and skills to do the test according to the new structure. Ms. Tram said that she has reminded the literature subject group to base on the instructions of the Department of Education and Training based on the requirements for reading comprehension and writing in the 2018 General Education Program to compile exercises for students to practice according to the orientation of integrating the assessment of reading comprehension and writing skills, the content in the writing section is related to the text in the reading comprehension section.
Similarly, according to Ms. Duong Huu Nghia, Principal of Le Loi Secondary School (District 3), teachers base on the structure and types of questions of the Department's reference exam for grade 10 to guide students on how to do it, how to grasp the requirements, and how to apply the knowledge they have learned to solve practical problems. Encourage students to increase self-study and creativity, avoiding the situation of rote learning. From now until the end of April 2025, teachers and students will complete the prescribed program while also getting familiar with the types of questions. Then, in early May, the school will increase the time for students to practice the subjects for the grade 10 entrance exam.
