Promoting the tradition of the Vietnamese peasant class, in the current period, the Thanh Hoa Farmers' Association (HND) has continuously and strongly innovated the content and methods of operation. The associations at all levels have creatively applied propaganda and mobilization along with support, mobilization, concentration of resources and aroused the spirit of creativity, emulation in labor production, helping farmers in the whole province in general, farmers in ethnic minority and mountainous areas (EM&MN) in particular to develop the economy, build a solid national solidarity bloc.

Accompanying mountainous farmers to develop the economy

With its long-standing geographical and cultural traditions, the ethnic minority and mountainous areas of Thanh Hoa province have 7 main ethnic groups living together, including Kinh, Muong, Thai, Tho, Mong, Dao and Kho Mu. Since ancient times, ethnic minorities have had a tradition of solidarity, patriotism, attachment, and mutual support in production and life. Currently, the ethnic minority and mountainous areas have 175 association bases, 1,525 farmer associations with 154,690 members. This is an important force contributing to the sustainable development of the ethnic minority and mountainous areas.

Chairman of the Provincial Farmers' Association Tran Binh Quan said: In recent years, in order to concretize the resolutions of the Provincial Party Committee and the superior associations, the Provincial Farmers' Association has issued specialized resolutions to specifically implement each part of the work with the content of the association's activities being closely linked to the implementation of local political tasks. Propaganda and mobilization work is given top priority so that cadres and farmer members clearly and correctly understand the Party's guidelines and policies, the State's policies and laws to apply in their lives, activities and homeland construction. Thereby, farmers know how to promote the spirit of self-reliance, self-reliance, exploit the potential and strengths of each region and area to develop the economy, eliminate the mentality of waiting and relying on others.

The Provincial Farmers' Association Standing Committee has focused on directing all levels of Farmers' Associations in mountainous areas to promote propaganda and mobilize farmers to preserve and promote national cultural identity, eliminate backward thoughts and practices in the area; promote the application of science and technology, restructure crops and livestock, develop commodity production and actively participate in forest protection, ensure national defense and security (QP-AN), associated with the implementation of national target programs (MTQG); emulation movements and campaigns launched by localities and associations. Strengthen activities to support farmers in promoting and consuming local agricultural products such as organizing and introducing participation in fairs; promoting and selling OCOP products and typical local products on the postmart e-commerce platform; participating in the "Vietnam Fruit and OCOP Product Festival" organized by the Central Committee of the Vietnam Farmers' Association...

The Farmers' Unions at all levels of Thanh Hoa province have focused on promoting emulation movements, focusing on the movement "Farmers compete in production, good business, solidarity to help each other get rich and sustainably reduce poverty". In mountainous areas, the movement continues to develop in both quantity and quality, spreading to all fields of agricultural, forestry, fishery and service production, arousing the initiative and creativity of farmers in mountainous ethnic minority areas in participating in economic restructuring, crop and livestock restructuring, land accumulation and concentration, application of science and technology, agricultural development, improving productivity and product quality.

Currently, there are more than 34,000 farming households in ethnic minority and mountainous areas that have achieved the title of good production and business at all levels, of which 17 good production and business households have started and established enterprises. The movement has encouraged farmers to promote the tradition of solidarity and mutual love, helping poor households with capital, seeds, agricultural materials, technical guidance, ways of doing business, creating jobs; sharing difficulties and losses of people in areas affected by natural disasters and epidemics... Associations at all levels have mobilized good production and business households to create jobs on the spot for thousands of workers with regular and seasonal jobs; providing capital, seeds, animals and production experience for households in difficult circumstances to stabilize their lives and escape poverty.

Along with organizing scientific and technical training courses, vocational training, and job introduction for farmer members, Farmers' Associations at all levels have implemented credit guarantees and entrusted the Bank for Agriculture and Rural Development and the Bank for Social Policies to lend capital to 65,032 households with a debt balance of VND 6,414 billion; thousands of tons of fertilizers in the form of deferred payment for farmers to invest in production. In the period of 2021-2024, the Provincial Farmers' Association implemented 20 projects from the Central and Provincial Farmers' Support Fund with an amount of VND 9.6 billion for 148 participating households; Farmers' Associations in mountainous districts mobilized to build more than VND 5.6 billion in a farmer support fund for hundreds of farmers to borrow to invest in production development. The Provincial Farmers' Association is implementing national target programs, including 5 projects under the National Target Program for Sustainable Poverty Reduction in the districts of Nhu Thanh, Nhu Xuan, Ba Thuoc, Lang Chanh, Quan Hoa for nearly 400 poor and near-poor households to participate...

From the movements and campaigns of the Central and the province, many good models, new ways of doing things, outstanding collectives and individuals have emerged in the fields of socio-economics, national defense and security, and new rural development. The activities of praising, honoring, and replicating typical models among ethnic minority and mountainous farmers have encouraged and motivated farmers to be active in production and labor, to escape poverty, and to become rich legitimately.

Encourage farmers to be creative and start-up

By early October 2024, 73/163 communes in the 11 mountainous districts of the province had met the NTM standards, and it is expected that by 2025, 109/163 communes will meet the NTM standards. The average income per capita of the region in 2023 reached 39,605 million VND, estimated to reach 42.62 million VND/person/year in 2024, the poverty rate in the whole region decreased to 14.75%. To achieve the above results, it is the joint efforts and consensus of the Party Committee, the government, and all classes of people, including an important contribution from members and farmers in the ethnic minority and mountainous areas.

Deputy Head of the Provincial Ethnic Committee Le Minh Hanh shared: In recent years, despite many difficulties, with the timely and close leadership of the Provincial Party Committee, the drastic and flexible direction of the Provincial People's Committee, the active coordination of all levels, sectors and people of ethnic minorities in the ethnic minority and mountainous areas and the Farmers' Association at all levels with ethnic minority agencies at the same level, the work of propaganda, dissemination and legal education in the ethnic minority and mountainous areas has had positive changes. The work of supporting farmers and ethnic minorities in economic development and start-ups has received attention, thereby contributing significantly to improving the material and spiritual life of the people, maintaining political security, national defense and security, building a strong political system, strengthening the close relationship between the Party Committee, the government and the people, promoting the strength of the great national unity bloc, enhancing the position and role of associations and ethnic agencies at all levels. From there, contribute to raising awareness and skills for farmers in ethnic minority and mountainous areas about starting a business; arousing the entrepreneurial spirit and creative potential of individuals, organizations and enterprises in mountainous areas; promoting the implementation of ideas, production and business models in ethnic minority and mountainous areas based on the potential, strengths and available resources in localities and establishments. Promoting, encouraging, motivating and building the entrepreneurial spirit; stimulating creativity, dynamic thinking, transmitting business inspiration, arousing entrepreneurial ideas, passion and aspiration to get rich in ethnic minority and mountainous areas.

In the coming time, the Provincial Ethnic Committee will continue to coordinate with the Provincial Farmers' Association to effectively implement the tasks of the association and the farmers' movement associated with ethnic work and ethnic policies in ethnic minority and mountainous areas; raise awareness among cadres and farmer members about the Party and State's policies and guidelines on ethnic work, contributing to maintaining political security, social order and safety, consolidating and maintaining the great national unity bloc.

Synchronously and effectively implement solutions to implement the Ethnic Work Strategy for the 2021-2030 period, with a vision to 2045, and ethnic policies to mobilize all resources for investment in socio-economic development in the area in the direction of focused, key and widespread investment. Promote the attraction of resources from other regions and effective international funding sources for socio-economic development and sustainable poverty reduction. In particular, effectively deploy contents related to cadres and farmer members in ethnic minority and mountainous areas in the implementation of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, phase 1 from 2021-2025 according to Decision 1719/QD-TTg dated October 14, 2021 of the Prime Minister. Implementing activities to support farmers such as: Supporting farmer members in promoting and consuming products; supporting farmers in accessing science and technology in production and livestock breeding towards high technology, associated with building value chains; mobilizing farmers to participate in environmental protection and ensuring food hygiene and safety; coordinating to organize activities to commend and reward collectives and individuals of farmer members in ethnic minority and mountainous areas with outstanding achievements in various fields and replicating models in localities.
