Actively campaign, negotiate and sign
According to Mr. Phan Thanh Liem - Chairman of the Provincial Federation of Labor, in recent times, trade unions at all levels have increased propaganda, mobilization, explanation and negotiation for employers to participate in signing and implementing collective labor agreements. Up to now, 486 enterprises have established grassroots trade unions to sign and implement collective labor agreements, reaching 87.5%. Through evaluation, there are currently 54 type A agreements, 142 type B agreements, the rest are type C, D. The quality of the agreements is increasingly improved, aiming to create more benefits for union members and employees, such as: Increasing salaries, income, subsidies, allowances, bonuses, housing rental support, shift meals, paid leave, etc.

In addition, every year, trade unions at all levels survey and grasp the thoughts and aspirations of union members and employees to propose to enterprises to amend and supplement inappropriate contents; coordinate to organize labor conferences and dialogues every quarter to listen to laborers' suggestions and promptly adjust issues for the common good. However, there are still some enterprises that have not signed collective labor agreements due to concerns about being bound by responsibilities to employees.
