Bac Kan Provincial People's Council: Supervising departments and branches on the implementation of the National Target Program

Also attending were comrades: Do Thi Minh Hoa, member of the Provincial Party Standing Committee, Chairwoman of the Provincial Vietnam Fatherland Front Committee; Luong Duc Thang, member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee, Head of the Provincial People's Council's Legal Committee; Dong Van Luu, Vice Chairman of the Provincial People's Council and representatives of a number of relevant departments and branches.

At the meeting, the representative of the Provincial People's Council informed about some difficulties, problems and shortcomings recorded through supervision in the districts. At the same time, the leaders of the Provincial People's Council and the People's Council Committees requested the representatives of departments, branches and sectors to clarify the following contents: The disbursement rate of public capital sources is low (average of 55.9%), the budget must be adjusted many times, slowing down the implementation progress, leading to the ineffective use of capital sources.

Through monitoring, the Provincial People's Council determined that: Due to the understanding of documents by units and localities in implementing the content of supporting residential land and production land, many projects for linking production and product consumption according to the value chain have not been implemented for the full cycle according to the documents approved by competent authorities. The number of projects supporting production development according to the value chain in the province is still small, and many communes do not have projects supporting production development according to the value chain.

Leaders of the Department of Agriculture and Environment clarified some contents at the request of provincial People's Council delegates.

For community projects, there are difficulties in the acceptance of results and evaluation of project effectiveness; output for products and maintenance and replication of projects still face many difficulties; people's income after project implementation is still limited, poverty reduction is not really sustainable. Annual funding allocation to localities is basically slow, not meeting the needs for seasonal projects...

Concluding the working session, Comrade Tran Thi Loc, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council, stated: Due to the unclear and incomplete assessment of the current situation during the implementation process; the coordination between sectors and localities has not been really close, leading to some contents still achieving low efficiency and lacking sustainability. There are still many projects that are slow in implementing documents and funding, leading to failure to implement, partly due to the subjectivity of state agencies and local authorities. The organization of project implementation in many localities is still confusing, leading to the results not being as expected.

The Standing Vice Chairman of the Provincial People's Council suggested that in the coming time, the Department of Ethnic Minorities and Religions (the standing agency implementing the project) should direct localities and units to complete the grassroots Steering Committee to promote its role; strengthen propaganda work to people and officials; further strengthen coordination between departments, branches and local authorities. For the Department of Agriculture and Environment, research multi-purpose crops suitable for localities to bring to people to grow to ensure project implementation and income, contributing to sustainable poverty reduction at the grassroots level./.
