Speaking at the conference, Head of the High Performance Sports Department (Vietnam Sports Administration) Hoang Quoc Vinh said that in each period, Vietnamese sports set different goals. Period 2026 - 2030: Maintain in the top 3 at the SEA Games. At the same time, enter the top 20 at the ASIAD with specific targets of 5 gold medals at the 2026 ASIAD (shooting, karate, rowing, sepak takraw), 6 gold medals at the 2030 ASIAD (shooting, archery, karate, rowing, sepak takraw).

The 2028 Olympics aims to win 2 bronze medals (archery, weightlifting). Men's football alone aims to be in the top 10 in Asia and women's football in the top 8 in Asia. Annually, about 165-170 key athletes are invested in 17 key sports, including athletics (3), shooting (18), archery (9), taekwondo (10), weightlifting (12), boxing (6), fencing (6), gymnastics (6), cycling (4), judo (5), wrestling (5), swimming (5), badminton (5), rowing (34), karate (5), wushu (12), sepak takraw (18).

These sports are divided into 2 groups: Group 1 is the strong sports and events with high potential to compete for Olympic medals: shooting, archery, weightlifting, taekwondo, boxing, fencing, rowing, badminton (focusing on long-term training and coaching abroad for about 100 - 110 athletes).

Group 2 includes potential events and sports with high chances of competing for medals at the ASIAD: athletics, judo, karate, wushu, gymnastics, wrestling, swimming, sepak takraw, cycling (combining domestic training and sending athletes for short-term training and competition abroad under a special regime: 65 - 70 athletes).

Phase 2030 - 2036: Maintain in the top 3 at the SEA Games. Continue to maintain in the top 20 at the ASIAD with the target of 7 Gold Medals at the 2034 ASIAD (shooting, archery, karate, rowing, sepak takraw, boxing).

The 2032 Olympics strive to win 2 bronze medals (archery, weightlifting); the 2036 Olympics will win 1 silver medal and 2 bronze medals (archery, weightlifting, shooting). In addition, continue to stabilize the group of key sports that have received training investment in the 2026-2030 period and add new breakthrough content.

Regarding the implementation solution, the Vietnam Sports and Physical Training Department will classify key sports as mentioned above, and at the same time invest in infrastructure and resources from mobilizing central and local budgets and social resources to modernize the training system.

In addition, we aim to train athletes and coaches in countries with strengths; invite good experts to train long-term for 17 key sports. Regarding policies to support athletes and coaches, the sports industry will improve salary and bonus policies; improve employment policies after athletes retire; exempt taxes and provide financial support for businesses investing in sports...

According to the report of the Department of Physical Training and Sports, the estimated budget for important goals in the period of 2026-2046 is about 4,000 billion VND. Period 2026 - 2030: About 175 - 180 billion VND/year/17 sports; Period 2030 - 2036: About 175 - 180 billion VND/year/17 sports and an additional 10% for the period 2026-2030; Period 2036 - 2046: About 175 - 180 billion VND/year/17 sports and an additional 10% for the period 2030 - 2036.

Head of the Department of High Performance Sports (Vietnam Sports Administration) Hoang Quoc Vinh emphasized that funding for investment needs to be mobilized from central budget sources, aid, sponsorship, sources of the National Sports Federation and Association, domestic and foreign organizations and individuals, and other legal funding sources.

The key to implementation is to make sports economy effective. The issue of sports economy development is included in the Strategy for the development of physical education and sports in Vietnam until 2030, with a vision to 2045. If this is done well, the sports industry or many Federations, National Sports Associations and each locality and unit will find resources to reinvest more in the development of high-performance sports.
