Speaking at the Conference, Prime Minister Pham Minh Chinh said that immediately after the 7th Session of the National Assembly, the Government started preparing for the 8th Session. The Prime Minister alone issued 15 documents assigning and urging with the spirit of 5 clear principles: "Clear people, clear work, clear time, clear responsibility, clear products".

According to the Prime Minister, at the 8th Session, the work is very heavy, expected to set a new record in terms of workload, in which the Government is expected to submit 81 dossiers, documents, and reports, including 25 draft laws to the National Assembly for consideration, comments, and approval. The Government and the Prime Minister pay special attention and actively prepare draft laws and resolutions to submit to the National Assembly, following the viewpoint of building a socialist rule-of-law state of the people, by the people, for the people under the leadership of the Party, to promptly remove difficulties and obstacles, and unleash all resources for socio-economic development in accordance with the spirit of the 10th Central Conference and the direction of key leaders.

Emphasizing that the rapidly changing situation requires timely policy responses and responses, the Prime Minister highly agreed with the viewpoint of National Assembly Chairman Tran Thanh Man that "wherever the problem is, it must be resolved, and at which level the responsibility is, it must be resolved". The Prime Minister affirmed that the Government will make every effort to prepare documents and files to submit to the National Assembly at the Session; requested that Government leaders and Ministers directly and actively participate, based on their assigned authority, closely coordinate with the leaders of the National Assembly and the National Assembly's agencies, proactively and actively exchange and provide complete, accurate, timely and objective information, documents, figures and data, on that basis, make timely, appropriate and effective decisions and policies that come into practice, with the spirit of all for the benefit of the nation, all for the people, all for the development of the country.

Speaking at the Conference, National Assembly Chairman Tran Thanh Man emphasized that this Session is very important. The National Assembly will discuss and decide on many issues to promptly remove difficulties and obstacles in terms of institutions and policies, unblock resources, overcome bottlenecks, all for socio-economic development, ensuring national defense and security and ensuring people's lives.

The National Assembly Chairman emphasized the requirement to strictly follow the spirit and Resolution of the 10th Central Conference in implementing tasks in the coming time, towards the 14th National Congress of the Party, the election of the National Assembly and People's Councils at all levels, creating the premise and breakthrough for our country to rise up and enter a new era.

Also according to the National Assembly Chairman, at this Session, the National Assembly Party Delegation will thoroughly grasp the spirit and guiding viewpoints of General Secretary, President To Lam, key leaders and the Politburo, the Secretariat on innovating thinking in law-making in the direction of promptly concretizing the Party's policies and resolutions: Innovating the law-making process, professionally, scientifically, promptly, feasiblely, effectively; must originate from and promptly respond to development requirements and rapid changes in practice, taking people and businesses as the center; the law only regulates issues under the authority of the National Assembly, not legalizing the contents of circulars and decrees, strengthening decentralization, delegation of power, cutting and simplifying administrative procedures; the Laws and Resolutions submitted to the National Assembly must be of high quality, feasible, suitable to practical requirements and have a long "lifespan"; Thoroughly grasp Regulation No. 178 dated June 27, 2024 of the Politburo on controlling power, preventing and combating corruption and negativity in law-making work.

The National Assembly Chairman assessed that in recent times, the coordination between Government agencies and National Assembly agencies has become increasingly close, smooth, substantial and effective. The agencies have upheld their sense of responsibility, working day and night to prepare for draft laws and draft resolutions to be submitted to the National Assembly.

Up to this point, the two sides have basically agreed on the content and agenda of the 8th Session. The National Assembly Chairman stated that the agencies will report to the National Assembly to consider increasing the meeting time if necessary to add to the Session agenda the contents proposed by the Government if there are sufficient conditions and documents to submit. The general spirit is to ensure that when the Laws and Resolutions are passed by the National Assembly, they are of good quality, creating favorable conditions and giving the Government the initiative and flexibility in the process of organizing the implementation of the law, linking the development of the Law and the organization of the implementation of the Law to achieve the highest efficiency.

The National Assembly Chairman suggested that for any issues that are unclear, inconsistent, or have different opinions, the drafting agency and the reviewing agency must sit down together, including leaders and heads of sectors, in a constructive spirit, exchanging and debating, with scientific and practical arguments, to reach a consensus on the plan. In addition, information and propaganda work must be strengthened before, during and after the session, ensuring full, prompt and timely information so that National Assembly deputies and voters can clearly understand and agree with the contents considered and decided by the National Assembly.

It is expected that the 8th Session of the 15th National Assembly will work for 28.5 days, opening on October 21 and closing on November 30 (conducted in 2 phases, phase 1 from October 21 to November 13; phase 2 from November 20 to November 30, 2024).
