Removing 2 major bottlenecks for the development of the Mekong Delta

At the meeting, the National Assembly Delegation of Can Tho City informed about the content and program of the 8th session and some results of implementing policies and laws related to management and investment activities; application of scientific and technological advances to serve production and processing; consumption of agricultural products in the city in the first 9 months of 2024.

At the meeting, voters made recommendations related to the implementation of climate change response projects combined with urban beautification of Can Tho; supporting people in areas at high risk of landslides to move to safety or having solutions to reinforce areas at risk of landslides; increasing the level of support so that farmers and freelance workers have more opportunities to participate in social insurance.

Specifically, voter Pham Van Thinh (Member of the Farmers' Association of Long Hoa Ward, Binh Thuy District) raised the issue that in recent years, the flooding situation in Can Tho City has become increasingly serious. In recent times, the Can Tho City Development Project and the Enhancement of Urban Adaptation Capacity under the Prime Minister's decision have brought about many social and environmental benefits and improved people's lives. However, this result initially only adapted and protected more than 10% of the central core area, while the peripheral areas of the center are still deeply flooded.

Therefore, voters recommend that the National Assembly Delegation and the Prime Minister pay attention to supporting and directing investment from the budget of the Central Ministries, branches and the Government to implement the Can Tho City Climate Change Adaptation Project as soon as possible. In addition, there should be solutions to support people in areas at risk of landslides to move to safe places or have solutions to reinforce landslide-prone areas to ensure safety and stabilize people's lives.

Voter Nguyen Minh Lam (Member of the Farmers' Association of Co Do District) said that, up to now, it has been more than 2 years since the implementation of Resolution No. 45/2022/QH15 on piloting a number of specific policies and mechanisms for the development of Can Tho City, but there are still some specific policies that have not been specifically implemented, such as the Center for Linkage, Production, Processing and Consumption of Agriculture in the Mekong Delta in Can Tho has not been established.

“Therefore, voters request the City National Assembly Delegation as well as relevant agencies to inform them about the progress of concretizing the National Assembly resolution on the Center for Linking, Producing, Processing and Consuming Agricultural Products in the Mekong Delta in Can Tho up to now. Why is the implementation progress still slow?” – voters requested.

Speaking to voters, the Prime Minister assessed that voters' opinions all reflected enthusiasm, responsibility, constructiveness, frankness and trust; the contents voters mentioned and recommended were very close to reality, correct and on-point with social issues of concern.

Clarifying the contents mentioned by voters, the Prime Minister said that the Party, State and Government have had many policies and guidelines for the agricultural sector in general and the Mekong Delta in particular, such as Resolution No. 13-NQ/TW of the Politburo on the direction of socio-economic development and ensuring national defense and security in the Mekong Delta; Resolution 120 of the Government on sustainable development of the Mekong Delta in response to climate change...

"The Mekong Delta has two bottlenecks: infrastructure and human resources. We must strive to complete the construction of about 600 km of highways in the Mekong Delta by the end of 2025, and upgrade and renovate Can Tho, Ca Mau, and Phu Quoc airports... At the same time, promote the training of high-quality human resources in the Mekong Delta. If these two major bottlenecks are removed, the Mekong Delta will develop strongly." - The Prime Minister commented.

Accordingly, regarding agriculture, the Prime Minister said that it is necessary to "breathe life into rice plants" with digital technology, green development, circular economic development, sharing economy, knowledge economy, application of science and technology, innovation, the Prime Minister emphasized. Regarding credit, the Government is very interested, the Prime Minister has directly directed and the banking sector has been implementing many credit programs for agriculture, farmers, and rural areas, including the Mekong Delta region.

To strongly develop the agricultural economy in the Mekong Delta, the Prime Minister noted that it is necessary to pay attention to the following contents: Planning raw material areas; building brands for high-quality segments; applying science and technology, innovation; mobilizing capital sources... At the same time, it is imperative to mechanize, electrify, and digitalize agriculture.

The Prime Minister requested the Ministry of Agriculture and Rural Development to urgently implement the project of the Center for linking, producing, processing and consuming agricultural products in the Mekong Delta region in Can Tho city.

Regarding climate change response, the Prime Minister said that the Mekong Delta is severely affected by landslides, subsidence, drought and flooding; in 2023 alone, more than 4,000 billion VND was spent to respond to landslides in this area, while implementing many large projects such as Cai Lon-Cai Be irrigation... For people affected by landslides, the Prime Minister clearly stated that localities should immediately use the budget to support.
