That is the highlight information at the Conference summarizing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on "Some issues of continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" (Resolution 18 for short), organized by the Standing Committee of the Provincial Party Committee this morning (December 26).

Specifically, from 2017 to present, Thanh Hoa is the locality that has rearranged the most commune-level and village-level administrative units in the country. Specifically: 2016-2021 period: 143 communes were merged to form 67 communes, reducing 76 communes. Currently, the province is rearranging district-level and commune-level administrative units for the 2023-2025 period according to Resolution No. 939/NQ-BTVQH15 dated December 13, 2023 and Resolution No. 1238/NQ-UBTVQH15 dated October 24, 2024 of the National Assembly Standing Committee (merging Dong Son district into Thanh Hoa city, reducing 01 district; merging 23 communes to form 11 communes, reducing 12 communes).
3,172 villages and residential groups have been merged to form 1,522 new villages and residential groups; the whole province has reduced 1,620 villages and residential groups (from 5,971 villages and residential groups to 4,351 villages and residential groups). Along with the merger, the number of non-professional workers in villages and residential groups has been improved by arranging 3 people to take on 6 positions and currently 2 people to take on 4 positions (due to the establishment of village and hamlet security protection teams); therefore, the whole province has reduced 27,279 non-professional workers due to the merger of villages and residential groups.
Along with the merger to reduce the number of commune-level administrative units from 635 communes, wards and towns to 559 communes, wards and towns and currently continuing to merge according to Resolution No. 1238/NQ-UBTVQH15 dated October 24, 2024 of the National Assembly Standing Committee to reduce 12 communes to 547 communes, wards and towns, Thanh Hoa also synchronously implemented the simplification of cadres, civil servants and non-professional workers at the commune level due to the merger with the arrangement and rearrangement of cadres and civil servants at the commune level according to Decree No. 34/2019/ND-CP of the Government and the sending of regular police officers to work at the commune level. Up to now, Thanh Hoa province has reduced 9,902 cadres, civil servants and non-professional workers at the commune level (541 commune cadres, 2,556 commune civil servants, 6,805 non-professional workers).
