Informing about the content of this 40th session, the National Assembly Chairman said that the National Assembly Standing Committee will consider and decide on the arrangement and establishment of district and commune-level administrative units in the 2023-2025 period of Ninh Binh province; adding a number of draft laws and resolutions to the law and ordinance-making program in 2025.
Regarding legislative work, the National Assembly Standing Committee will consider and approve work programs for 2025 such as the Resolution on the Work Program of the National Assembly Standing Committee in 2025, and consider and approve the draft Ordinance on Litigation Costs.

At the same time, consider the proposal to add 6 draft laws to the 2025 Law and Ordinance Development Program, including: Draft Bankruptcy Law (amended); Draft Law on Promulgation of Legal Documents (amended); Draft Law on Personal Data Protection; Draft Press Law (amended); Draft Lawyer Law (amended); Draft Resolution of the National Assembly on exemption from agricultural land use tax.
The National Assembly Standing Committee will also review the report on people's petition work in November 2024 (including people's petition work in October 2024); give opinions on the draft Decree regulating the establishment, management and use of the Investment Support Fund; give opinions on the authority to sanction administrative violations of a number of positions.
The National Assembly Standing Committee will also consider a number of issues in the fields of finance and budget under its authority.
In addition, according to the National Assembly Chairman, in case the agencies prepare documents in time, the National Assembly Standing Committee will consider and decide on the cost of organizing and managing social insurance and unemployment insurance for the period 2025-2027.
The National Assembly Chairman emphasized: "In the immediate future, we must urgently prepare conditions to immediately implement the Laws passed by the 8th Session of the 15th National Assembly, shorten the time for preparing guiding documents so that new regulations can be put into practice as quickly as possible, unblocking credit and budget flows, and meeting the requirements of socio-economic development.
It is expected that the documents detailing the laws and resolutions of the 8th session will be: 122 documents, including 60 decrees, 6 decisions of the Prime Minister and 56 circulars.
At the same time, it is necessary to urgently complete plans, projects, and amend laws to carry out innovation, streamline the organization, and operate effectively and efficiently as required.
