Accordingly, Article 42 of Decree 168 stipulates that the Chairman of the People's Committee at the commune level has the right to issue a warning; impose a fine of up to VND 5 million and confiscate exhibits and means used to commit administrative violations with a value not exceeding VND 10 million.
Similarly, the Chairman of the District People's Committee has the right to issue a warning, but can also impose a fine of up to VND 37.5 million, revoke the right to use a license or practice certificate for a limited period or suspend operations for a limited period, and confiscate the exhibits and means used to commit administrative violations without limit on value.
Meanwhile, the Chairman of the Provincial People's Committee has the right to issue a warning, impose a fine of up to VND75 million, revoke the right to use a license or practice certificate for a period of time or suspend operations for a period of time, and confiscate evidence and means used to commit administrative violations.
