Hanoi City Police officially informs about the implementation of restructuring and streamlining the apparatus

Kinhtedothi – Up to now, Hanoi City Police have basically completed phase 1 of 3 phases to arrange and streamline the local police apparatus.

With a model and pioneering attitude

On February 11, the Hanoi City Police Party Committee (CATP) organized to disseminate and implement Plan No. 282-KH/DUCA dated January 25, 2025 of the Central Police Party Committee on implementing the Conclusion of the Central Executive Committee and the Politburo on continuing to arrange and streamline the local police apparatus to operate effectively and efficiently to meet the requirements of tasks in the new situation.

Lieutenant General Nguyen Hai Trung, member of the Standing Committee of the City Party Committee, Secretary of the Party Committee, Director of the City Police Department chaired the Conference. Also attending were Deputy Directors of the Hanoi City Police Department, leaders of functional departments, and police of districts, towns, and cities. The conference was connected online to 44 points of the City Police Department.

On behalf of the Party Committee - Board of Directors of the City Police Department, Colonel Nguyen Ngoc Quyen - Deputy Director of the City Police Department, thoroughly grasped Plan No. 282 of the Central Public Security Party Committee; Plan No. 270 of the City Police Party Committee, which clearly stated the necessity to continue to arrange and streamline the organization of the local Public Security apparatus.

After more than 7 years of implementing Resolution No. 18, the functions, tasks, and organizational structure of the People's Public Security Forces have been rearranged and consolidated; the organizational structure of the local Public Security Forces has been rearranged in the direction of "strong provinces, comprehensive districts, and grassroots communes"; professional activities have undergone strong and in-depth changes, promoting effectiveness and efficiency, meeting the requirements and tasks of protecting security and order in the new situation. However, in the process of performing the functions, tasks, and powers of the local Public Security Forces, a number of problems have arisen.

Therefore, the Central Party Committee of the Public Security has developed Project No. 25 dated January 11, 2025, submitted to the Politburo for approval, aiming to streamline the organization, reduce levels, and reduce intermediaries for local police, in the direction of not organizing district-level police. The Central Executive Committee has agreed to the policy of arranging the organization of the local police in this direction...

With the exemplary and pioneering spirit of the entire Capital Police force in implementing the major policies of the Party, the State, and the Central Public Security Party Committee, from the beginning of January 2025, the Standing Committee of the Party Committee and the leaders of the City Police Department directed the Personnel Organization Department and functional Departments to proactively research and draft the Implementation Plans, ensuring that they can be implemented as soon as the Ministry of Public Security issues the Plan.

In the spirit of urgency "running and lining up at the same time", immediately after the Central Party Committee of the Public Security issued Plan No. 282-KH/DUCA dated January 25, 2025 on implementing the Conclusion of the Central Executive Committee and the Politburo on continuing to arrange and streamline the local Public Security apparatus to operate effectively and efficiently to meet the requirements of tasks in the new situation, the Hanoi City Police Party Committee issued Plan No. 270 dated January 31, 2025 for implementation.

Streamlining the organization in 3 stages

Concluding the conference, Lieutenant General Nguyen Hai Trung assessed that the organizational structure is not immutable, but will change to keep up with the requirements of the situation, work and management level. The important issue in thoroughly grasping and seriously and responsibly implementing Plan No. 282 of the Central Public Security Party Committee and Plan No. 270 of the City Police Party Committee is that each officer and soldier must do their own ideological work; for the common interests, common goals, and future of the next generation. It is necessary to identify cadres as the root of the problem, the root of the apparatus streamlining revolution.

Plan No. 270 of the City Police Department has determined specific tasks for Party committees and organizations, especially the roles and responsibilities of the Chief, unit heads, and Party committee members of each unit; ensuring high unity of the Capital Police force in both will and action. Plan 270 has defined the overall tasks that need to be performed revolving around the 3 issues of "work - people - finance, assets" in 3 stages:

Phase 1: Review, count, and make statistics on work, records, staff, finances, and assets of the District Police.

Phase 2: Receive work, staff (people), finance, and assets from the District Police to the Departments according to their functions and tasks.

Phase 3: Transfer of work, staff (people), finance, and assets between Departments and Commune-level Police according to new functions, tasks, organizational structure, assignment, and decentralization.

A representative of Hanoi City Police Department informed: "Up to now, the units have basically completed the assigned tasks in phase 1 of Plan 270".

Identifying the process of perfecting the organizational apparatus associated with the arrangement of cadres as an important, complicated and sensitive task. Therefore, in the implementation process, the Party Committee and the Board of Directors of Hanoi City Police Department have directed units to do a good job of propaganda and political and ideological education, thereby creating high consensus and unity in awareness and action throughout Hanoi City Police Department.

Directing at the Conference, Lieutenant General Nguyen Hai Trung requested the implementation of the organization and operation of Hanoi City Police according to the new model to ensure speed, compactness, connectivity, and synchronization in functions, tasks, assignment, decentralization, force arrangement, party work, staff arrangement plan, financial work, assets, and records.

Ensure that the new apparatus can operate immediately, without interruption, without leaving any area vacant, without missing or missing any cases or subjects; without causing any loss or misplacement, ensuring the original state and integrity of finances, assets, means, equipment, weapons, support tools, records, professional and technical documents; without causing any complicated problems. At the same time, it is necessary to ensure that security and order in the city are better.

The Director of Hanoi City Police also directed functional units to best implement the regime and policies for officers and soldiers who are affected and affected; promptly and thoroughly resolve according to regulations the legitimate thoughts and aspirations of officers and soldiers, in accordance with the policies of the Ministry of Public Security and Hanoi City Police; and resolutely handle the abuse of this policy for negativity and corruption.
