The Party Congresses at all levels for the 2025-2030 term are of special significance. This is not only a large-scale political activity for the entire Party and people, but also a premise for the successful organization of the 14th National Congress of the Party. More importantly, this series of events is one of the key factors creating a solid political foundation to bring the country steadily into a new era, an era of development, wealth, prosperity, and prosperity, standing shoulder to shoulder with the world powers as the beloved President Ho Chi Minh wished and the aspiration of the entire nation.

Party Congresses at all levels this term have three key tasks, which are: discussing and approving the documents of their own congresses and giving comments on the draft documents of the higher-level congresses and the documents of the 14th National Party Congress; selecting personnel to participate in Party committees at all levels; perfecting personnel in the Party's leadership system from the grassroots to the central level. The above contents are all "crucial" and important issues, related to the leadership role, governance, and fighting strength of the Party; to the planning of guidelines, policies, and leadership measures; to deciding the internal strength of the Party and the political system; to all leadership activities of Party organizations at all levels in the coming term as well as the strength of the entire nation in the future.
Our Party is the ruling party, the Party leads by guidelines. The documents of the Congresses at all levels are the concretization of the Party's viewpoints and directions into a system of solutions that are vital from the practical experience of the sectors, localities, agencies, units, areas and fields assigned to tasks; they have the value of guiding the leadership, guiding, thoroughly overcoming the existing problems and shortcomings, making the most of opportunities and advantages, thoroughly removing bottlenecks and barriers, mobilizing the maximum participation of cadres, party members and people, creating great strength to achieve and exceed the set goals, contributing to the successful completion of the goals, targets and plans set by the Central Committee or the higher-level party committees. Ensuring the quality of giving opinions on the Congress Documents of one's level, the draft Documents of the immediate superior level, of the superior level as well as the draft Documents of the 14th Party Congress, especially proposing solutions originating from the rhythm of grassroots life, from the breath of social life of each locality, even each village, commune, community and individual to create motivation, momentum and strong spread throughout the country is the goal that Party committees at all levels need to achieve.
The Party Committee's personnel is also the team of leaders, managers, leaders, and key cadres in each ministry, branch, locality, agency, and unit; it is the "bridge" between the Party, the State, and the People, the force that leads, guides, organizes, and decides on bringing the Party's guidelines and policies, the State's policies and laws into life; at the same time, it grasps the situation and proposes to the Party and the State to set out policies and guidelines that are in line with the aspirations and legitimate interests of the people. The Secretary, Deputy Secretary, and Party Committee members are always important factors that determine the results of implementing political tasks, the stability, development, and strength of the locality, agency, and unit both in the short and long term.
To successfully organize the Party Congresses at all levels for the 2025-2030 term, Party committees at all levels need to closely follow the content of Directive No. 35-CT/TW dated June 14, 2024 of the Politburo "on organizing Party Congresses at all levels towards the 14th National Congress of the Party" and Conclusion No. 118 KL/TW dated January 18, 2025 of the Politburo on amending and supplementing the above Directive 35. In addition, the Central Organizing Committee, the Central Inspection Committee, the Central Propaganda and Education Committee, and the Central Office have so far issued 21 guiding documents related to the organization of Party Congresses at all levels, which you should consider as "textbooks" for implementation.
In the context of our active implementation of Resolution No. 18 of the Politburo on streamlining the apparatus of agencies and units in the political system, Party committees at all levels need to quickly consolidate the organization, put the apparatus into operation and continue to streamline the internal apparatus of each agency, unit and locality. The four newly established Party Committees are the Party Committees of the Central Party agencies, the Government Party Committee, the National Assembly Party Committee, and the Fatherland Front Party Committee; a number of newly restructured Central Party Committees; new Party Committees and Party cells of a number of Ministries, Provinces and Cities... based on the functions, tasks and organizational apparatus that have been prescribed, the organization must soon stabilize and maintain operations in accordance with the Party's charter and the new regulations of the Central Executive Committee in operating activities as well as in the process of organizing Party Congresses and Party cells.
To successfully conduct Party Congresses at all levels, Party committees at all levels need to focus on the following three main issues:
Firstly , we need to unify our awareness that the achievements the country has made after 95 years under the leadership of the Party, especially after 40 years of renovation , are very great, very valuable and worthy of pride. But Our country is still facing many difficulties and challenges that our entire Party, people and army must strive to unite and be more determined to overcome, including: Party congresses at all levels for the 2025-2030 term have the responsibility to participate and be the core force to effectively resolve these difficulties and challenges . Many long-standing institutional bottlenecks, barriers and bottlenecks have not yet been removed or removed. The risk of "marking time", the risk of falling behind, especially in terms of economy, science and technology and falling into the "middle-income trap" is still latent. Recently, natural disasters, storms and floods and many consequences of climate change and the environment have occurred consecutively, leaving serious consequences for many localities. Corruption, waste and negativity have not been completely overcome; The situation of "saying is not consistent with doing; saying one thing, doing another", "beating the drum and abandoning the stick", "optimistic jokes", dishonest reports, incompetent and exemplary cadres, localism, factionalism... are all "bait" for hostile and reactionary forces to exploit to propagate sabotage, to carry out the plot of "peaceful evolution", promote "self-evolution", "self-transformation" within the Party to undermine the people's trust in our Party, State and Regime. These risks and challenges directly threaten the process of implementing the strategic goals of 100 years under the leadership of the Party, 100 years of the country's founding, by the middle of the 21st century, our country will become a developed country with high income. Accurately identify "danger and opportunity", clearly set goals to achieve high political determination, with correct, accurate and drastic steps and actions to effectively resolve difficulties and obstacles, thoroughly overcome bottlenecks and barriers, unblock all resources, and maximize the potential and advantages of each industry, field and locality.
Second , on building documents and giving opinions on documents of higher- level congresses, documents of the 14th National Party Congress . Political reports submitted to Party Congresses at all levels need to closely follow the spirit of the draft documents submitted to the 14th National Congress; focus on analyzing and objectively evaluating the implementation of the recent congress resolution; fully and realistically reflect the situation and development practices of localities, sectors, fields, agencies and units. Clarify the innovative and outstanding achievements in the leadership and direction of the Party organization; in the spirit of looking straight at the truth, correctly assessing the truth, and clearly stating the truth, it is necessary to frankly point out the limitations, weaknesses and shortcomings that still exist, especially the bottlenecks and bottlenecks to development that have not been removed or overcome. In-depth analysis of the causes of achievements and limitations, especially in terms of guidelines, policies, measures and solutions at units and localities; in terms of organization and implementation; on the decisive nature of the human factor and personnel work; on the participation, consensus and support of the people. Focus on summarizing new models, good practices, drawing valuable lessons for development. Proactively research, grasp and forecast the situation closely; thoroughly analyze emerging issues that are directly affecting sectors, levels, localities, agencies and units; clearly identify development potentials and advantages, with the motto "National vision, local action, enterprise companionship, people's responsibility" , set out orientations, key tasks, breakthroughs and appropriate policies; all for the economic, cultural and social development of the country with the ultimate goal of improving the material and spiritual life and happiness of the people.
The report reviewing the leadership and direction of the Party Committee must be built in a consistent manner with the Political Report. There must be no copying or mechanically repeating the report or reviewing it perfunctorily, roughly, or formally. The review of the Party Committee must closely follow the working regulations, action programs, results of leadership and organization in implementing resolutions of the Party Committee, Party cell, direction of the higher-level Party Committee and the specific situation of the locality, agency, and unit; the results of implementing the resolutions and conclusions of the 4th Central Conference of the 11th, 12th, and 13th terms, in conjunction with studying and following the ideology, morality, and lifestyle of Ho Chi Minh; Regulations on what Party members must not do; Regulations on setting an example for cadres and Party members, especially leaders. Take the specific output results of leadership and direction and the implementation of political tasks along with the satisfaction of the masses and people as evaluation criteria. It is necessary to frankly and objectively point out the limitations, shortcomings, the level of overcoming and correcting the discovered shortcomings and weaknesses, in the spirit of self-criticism and criticism, without being lenient or evasive. Identify and clarify the causes, especially subjective causes, in order to draw experience, propose plans, roadmaps and effective measures to correct and overcome them in the 2025 - 2030 term. The review report needs to link collective responsibility with individual responsibility, especially the head and those assigned to be in charge of fields and areas; consider this an important basis for evaluating Party committee members during the term and recommending personnel for the new term. It is necessary to clearly realize that conducting reviews is an opportunity to enhance mutual understanding, solidarity and unity, helping to build a better working environment. Absolutely do not take advantage of reviews to fight internally, find ways to destroy and discredit cadres and Party members.
Discuss and contribute ideas to the draft documents of the 14th National Party Congress and documents of the congresses of the directly superior Party Committees in a practical, effective, focused and key manner, avoiding giving ideas in a formal manner. Based on the specific conditions of the Party organization and the congress, orient and suggest core contents, new issues, issues with many options for discussion; choose appropriate forms of exchange and giving ideas, thereby receiving and absorbing many dedicated and quality ideas. During the discussion and deliberations, it is necessary to be very open-minded, listen, and respect each other's opinions, especially on new and difficult issues, while at the same time being steadfast on issues of principle, not being allowed to waver or waver; always be alert and vigilant against any plots to take advantage of giving ideas to distort and sabotage.
Third , pay special attention to preparing personnel for the Congress. It is necessary to be deeply aware that preparing personnel is not only for one congress; further, it is preparing personnel for the future development of the Party organization, the development of the industry, field, locality, agency, and unit; more broadly, it is the fate of the Party, the survival of the regime, and the development of the country and the nation. This is the work that cadres, Party members, and people are interested in following; this is also the work that bad elements and political opportunists seek to influence by all means, spreading false and distorted information in order to divide the Party internally. Regarding the Party Committee structure, it is necessary to ensure the direct and comprehensive leadership of the Party Committee over important areas and fields; attach importance to quality, not lower standards for the sake of structure; it is not necessary that every locality, department, or sector must have people participating in the Party Committee; The selected committee members must truly be the core of political leadership, representatives of the Party members and trusted by the masses; committee members must be worthy members of the "general staff" in combat and must be united and highly unified in will and action, truly clean, steadfast and loyal. It is necessary to promote the responsibility of the leader in proposing and introducing personnel, especially successors according to the new regulations of the Central Committee. Personnel preparation must harmoniously combine local human resources with the mobilization and rotation of cadres from other places. For localities and units with a committee structure but not yet prepared on-site personnel, the immediate superior committee shall consider and mobilize personnel from other places who meet the standards, conditions and requirements of the political tasks of the locality or unit to introduce and appoint to participate in the committee or supplement after the congress. Strive to achieve a ratio of female committee members of 15% or more and have female cadres in the standing committee; Strive for the proportion of young cadres to be 10% or more, and the proportion of Party Committee members who are ethnic minorities to be consistent with the characteristics, ethnic structure and specific conditions of each locality, agency and unit.
In addition to properly implementing the Party's charter and current regulations, the personnel work of Party committees must be carried out methodically, scientifically and humanely. Both Party committee personnel and delegates attending higher-level Party congresses must be carefully prepared. The introduction and selection of personnel must ensure standards and conditions; based on planning, regulations and rules, ensuring democracy, openness and transparency; based on political qualities, ethics, lifestyle, professional qualifications, prestige, specific work products and effectiveness; absolutely do not select cadres who are not trusted by the masses, nor introduce "peace-loving" and "perfect" leaders to get votes. Personnel participating in Party committees and personnel selected to attend higher-level congresses must be the elite of the Party, truly exemplary in political qualities, mettle, intelligence; have vision and strategic thinking; highly responsible, innovative thinking, knowing how to seize opportunities, daring to think, daring to do, daring to take responsibility for the common good, not avoiding, stagnating, or being passive in the face of newly arising issues; having practical capacity, leadership and management ability; bold and creative in contributing ideas, to help the congress make correct decisions to meet the new, more complex and heavy requirements for the cause of national construction, development and defense. The congress's personnel work must be carried out according to a strict, scientific and consistent process under the guidance of the Central Committee; avoiding simple, arbitrary, unprincipled methods, inserting "blue troops, red troops" or being mechanical, rigid, and far from reality; must ensure the selection of the best, most deserving people, not missing out on those who are truly virtuous, talented, qualified, and qualified, while resolutely opposing manifestations of opportunism, ambition for power, personal lobbying, factions, group interests, localism, and familiarity. Cadres are the root of all problems, so in the process of selecting personnel, in addition to correctly detecting them, we must try not to miss out on talent because not finding and using talent is a waste of resources and human potential.
In the process of preparing and organizing the Congress, especially in newly established and consolidated Party Committees, it is necessary to firmly maintain the Party's organizational and operational principles, especially the principles of "democratic centralism", "unity", "self-criticism and criticism"; thoroughly grasp the principles of steadfastness and innovation, inheritance and development to seriously, thoughtfully and comprehensively prepare the contents of the Congress, both focusing on preparing for the Congress and leading the implementation of political tasks well. Organize the Congress in a practical and economical manner, avoiding ostentation and waste, ensuring solemnity and meaning; associated with innovation in the way of building, promulgating and implementing resolutions; strengthening delegation and authorization, minimizing the number of committees and intermediary agencies; promoting the initiative and exemplary role of cadres and Party members and the active participation, contribution and support of the masses. Proactively and actively do a good job of ideological work, information and propaganda to create unity within the entire Party and consensus among the masses and people; consolidate and enhance the trust of cadres, party members and people in the grassroots party organizations. Create favorable conditions and environments to promote the intelligence and participation of all classes of people in the development of documents and cadre work, actively and effectively contribute to the success of the congress, soon put the Party congress resolution into practice, bring a prosperous, free and happy life to all people./.
