The Government Office has just announced the conclusion of Deputy Prime Minister Tran Hong Ha on the merger of the Ministry of Agriculture and Rural Development (MARD) and the Ministry of Natural Resources and Environment (MONRE).

According to the conclusion announcement, on December 16, Deputy Prime Minister Tran Hong Ha chaired a meeting on the merger of the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment.

After listening to the reports of the Ministers and the opinions of the delegates, Deputy Prime Minister Tran Hong Ha acknowledged and highly appreciated the two ministries for actively coordinating and completing the merger project according to the direction of the Central Steering Committee and the Government Steering Committee on summarizing the implementation of Resolution No. 18.

The Deputy Prime Minister requested that the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment continue to coordinate to review and complete the plan to improve the organizational structure of the new ministry after the merger. However, it must be noted that in principle, one agency can perform many tasks, but one task is only assigned to one agency to take the lead in implementation and take primary responsibility.

The merger needs to be completed and resolve overlapping tasks of the fields in the new ministry and of the ministry with other ministries, such as the overlap in management of rural areas, water resources, and infrastructure between the Ministry of Agriculture and Environment and the Ministry of Construction and Transport and other ministries.

Determining the organization's name must also be based on the organization's functions and tasks, comprehensively demonstrating its effectiveness - efficiency - performance.

In addition to the organizational arrangement, the Deputy Prime Minister also requested attention to the arrangement of personnel, ensuring a focus on propaganda and ideological work, ensuring policies for cadres, civil servants, public employees and workers.

After the merger, the new name was unified as the Ministry of Agriculture and Environment.

The Deputy Prime Minister also requested the two ministries to coordinate with the Ministry of Home Affairs, the Ministry of Justice and relevant ministries and agencies to review overlapping contents such as veterinary medicine - animal husbandry, irrigation - water resources management, hydrometeorology - natural disaster prevention... to ensure no overlap with the tasks of ministries and agencies; at the same time, avoid duplication of functions and tasks between units under the ministries, and consult with members of the Party Executive Committee of the two ministries.

The Steering Committee for the Project on Merging the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment urgently received the direction of the Deputy Prime Minister and the opinions of the delegates at the meeting, and completed the project on merging the two ministries. At the same time, it proposed a draft Decree stipulating the functions, tasks, powers and organizational structure of the new ministry, sent it to the Ministry of Justice and the Ministry of Home Affairs for appraisal according to regulations, and submitted it to the Government Steering Committee for consideration and decision, ensuring quality and timeliness.
