Over the past week, Temu has begun to change its sales policy in Vietnam. Customers can now only place orders with a minimum value of VND887,000 and no more than VND1 million.

Mr. Tran Hieu (District 8, Ho Chi Minh City) said he was surprised by the new regulation. On November 11, when he tried "hunting for sales" on Temu, he was suggested to buy more to reach the minimum value to pay. On the contrary, if it was more than one million VND, the platform automatically suggested removing products to pay for the next order. "I find such a new policy and having to pay in advance less attractive than domestic platforms," ​​Hieu said.

In early October, when entering the Vietnamese market, Temu delivered all orders without any floor or ceiling on value. Orders only needed a minimum of VND120,000 to get free shipping. By the end of last week, the minimum value was set at VND632,000, before continuing to increase to nearly VND900,000 starting this week.

On the app, Temu explains that the minimum order helps "provide more items at lower prices" and "prevent packaging waste," while not explaining the reason for requiring a maximum value.

According to the Government's decision since 2010, goods under 1 million VND sold through cross-border online platforms are exempt from tax. According to data from the Vietnam Posts and Telecommunications Corporation (VNPT) in March 2023, every day there are about 4-5 million orders worth less than 1 million VND shipped from China to Vietnam via e-commerce platforms. Deputy Prime Minister Ho Duc Phoc said the Government will remove the tax exemption for goods under 1 million.

On November 8, the General Department of Customs requested local customs not to clear customs declarations that do not contain information about websites or cross-border e-commerce platforms. Goods declared with full information but websites and online retail platforms that have not registered to operate in Vietnam will not be cleared.

On the app, Temu informs users that it is working with the Department of E-commerce and Digital Economy (Ministry of Industry and Trade) to register to provide e-commerce services in Vietnam. Despite the request not to clear customs for goods purchased through unregistered platforms, Temu still commits to compensate 25,000 VND if delivery is late, and refund if delivery progress is not updated within 15 days.

Meanwhile, some customers have felt the congestion. Ms. My Dung (Cau Giay, Hanoi) placed an order on Temu on November 4 and was notified to receive it around November 7-10. However, on November 5, the order was announced to be delayed "due to storms and other weather conditions". "Today is November 12 but I still haven't seen any new updates," she said.

Not only Temu, other cross-border e-commerce platforms such as Shein are also operating in Vietnam but have not registered. This is a management problem and poses risks of counterfeit, poor quality goods and tax evasion, according to the management agency.

Deputy Minister of Industry and Trade Nguyen Hoang Long said the agency has worked with the legal departments of businesses that own cross-border e-commerce platforms such as Temu and Shein. "The Ministry of Industry and Trade asked them to urgently register in November," the Deputy Minister said.

To date, apart from Temu making policy changes and announcing that it is registering to operate in Vietnam, Shein still maintains its operations as before. Most of Shein's orders are still free shipping with no minimum or maximum value requirements.

Try ordering a crossbody bag worth VND88,000 on Shein on October 13. Minh Hieu said that this platform supports cash payment, free shipping and estimated delivery time of 6-7 days.
