On the afternoon of March 27, Deputy Prime Minister Mai Van Chinh chaired an online meeting of Working Group No. 7 on inspecting, urging, removing difficulties and obstacles, and promoting public investment disbursement in 2025 of 5 Central Highlands provinces.
In Dak Nong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Ho Van Muoi; Member of the Standing Committee, Permanent Vice Chairman of the Provincial People's Committee Le Trong Yen; representatives of many departments, branches and sectors attended.
In 2025, the total public investment capital assigned by the Prime Minister to 14 units (9 ministries, central agencies, 5 localities) under working group 7 is over 28,887 billion VND.
Of which, in the 5 provinces in the Central Highlands region alone, the investment capital is over 25,800 billion VND. As of February 28, 2025, the disbursement rate of working group No. 7 reached 10.64%.
At the meeting, ministries, branches, and 5 Central Highlands provinces under Working Group No. 7 reported specifically on the capital disbursement progress of units and localities.
Many problems were also raised by localities such as: problems with minerals and bauxite overlapping projects; lack of filling materials; problems with site clearance...
Reporting at the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Dak Nong Provincial People's Committee Ho Van Muoi informed that Dak Nong's capital source in 2025 is 4,014 billion VND. Up to now, the province has allocated 3,653 billion VND in detail. The disbursement rate of the whole province is 192/4,014 billion VND, reaching 4.76%.
The difficulty in investment disbursement that Dak Nong encounters is that the project's scope overlaps with the planning for mineral exploration, exploitation, processing and use.
Overlapping between Plan 866 and the road network plan, and the planning of 3 types of forests. The province is also facing difficulties in licensing quarries for filling materials, leading to a lack of fill land for the project. Site clearance work still has many shortcomings.
Chairman of the Provincial People's Committee Ho Van Muoi proposed that the Deputy Prime Minister direct the removal of difficulties and obstacles in the implementation of projects that overlap with Planning 866.
The Government directed the Vietnam National Coal and Mineral Industries Group (TKV) to organize site clearance and bauxite mining within the licensed Nhan Co - Dak Nong bauxite mine.

“Along with the proposal to the Government to remove difficulties, Dak Nong is focusing on the determination and determination to disburse capital. During the time of restructuring the apparatus, Dak Nong thoroughly implements the spirit of not neglecting, relying on, or waiting for the time to complete the arrangement before doing anything. Everyone strives to disburse over 95% of public investment capital by 2025,” emphasized Chairman of the Provincial People's Committee Ho Van Muoi.
Speaking at the meeting, Deputy Prime Minister Mai Van Chinh acknowledged the efforts and endeavors in leadership and direction of the localities. The provinces have thoroughly grasped the capital allocation and disbursement in accordance with the general direction of the Government.
The task of disbursing capital in the coming months is heavy. Therefore, localities are highly determined, mobilizing the entire political system to participate, effectively organizing resolutions and documents on public investment. If public investment is well promoted, it will contribute greatly to the economic growth target of over 8%.
“To do this, units and localities must organize implementation, assign specific responsibilities clearly in the spirit of clear people, clear work, clear responsibility, clear time, and clear efficiency. Localities must strengthen urging and checking the progress of projects and works. Site clearance work, promoting project progress, especially key works, must be highly focused,” Deputy Prime Minister Mai Van Chinh directed.
The Deputy Prime Minister requested localities to clearly assign tasks to leaders associated with each project. Use project progress to evaluate the level of completion of each individual and organization.
Localities promptly and flexibly transfer capital from slow-disbursing projects to projects with good progress. In particular, provinces focus on key projects of strategic nature in regional and national development...
