According to the report of the Ministry of Finance, the total estimate and plan of the central budget capital in 2025 of the 3 national target programs approved by the National Assembly is more than 53,500 billion VND. Of which, the national target program for socio-economic development in ethnic minority and mountainous areas is more than 32,100 billion VND, the national target program for sustainable poverty reduction is more than 11,900 billion VND, the rest is the capital source of the national target program for new rural construction. Currently, the Central Government has allocated nearly 30,380 billion VND, reaching 57% of the estimate assigned by the National Assembly.

Regarding disbursement progress, it is estimated that by March 31, 2025, more than VND 4,800 billion of public investment capital has been disbursed, reaching 14.21%. For regular expenditure, the disbursement progress reached 1.8%.

In Lao Cai, the total budget capital allocated by the Central Government in 2025 is nearly 1,700 billion VND. By March 2025, the disbursement reached 6.2% of the assigned plan.

Currently, the number of poor households accounts for 11.24% of the total number of households in the province. The average poverty reduction rate is 3.7%/year, the poverty rate among ethnic minorities is 5.95%. The whole province has 2 district-level units meeting the standards of new rural districts and completing the task of building new rural areas; 64 communes are recognized as meeting new rural standards; 4 communes are recognized as advanced new rural communes. At the conference, delegates focused on reporting and discussing difficulties and obstacles in mechanisms and policies, and shared experiences and some solutions to overcome difficulties to speed up the disbursement of capital for national target programs; solutions to ensure the completion of targets and objectives by the end of the period.

Concluding the conference, Deputy Prime Minister Tran Hong Ha emphasized: 2025 is the final year of the 5-year plan (2021-2025 period), so the Steering Committees at all levels need to focus on reviewing the targets and tasks of the period to do better with the achieved and exceeded targets and targets; focus on directing, operating, and synchronously implementing solutions to strive to complete the unachieved targets, and strive to achieve the goals assigned by the National Assembly.

The Deputy Prime Minister emphasized a number of solutions and assigned specific tasks to each ministry, sector and locality to thoroughly resolve difficulties related to the implementation of national target programs; focus on urging, inspecting, promptly guiding and removing difficulties and obstacles; proactively reviewing, proposing amendments and supplements to mechanisms and policies related to the management and implementation of programs in accordance with the policy of reorganizing the administrative apparatus at all levels, ensuring the legal basis for the continuous and uninterrupted implementation of national target programs.

The Deputy Prime Minister requested ministries, branches and localities to continue to focus on directing, operating and implementing solutions to accelerate the progress of implementing national target programs, ensuring the completion of the objectives of each program assigned by the Prime Minister; organize assessments and summarize the practical implementation of national target programs for the period 2021 - 2025 in an objective, honest and frank spirit to propose solutions for the next period in accordance with the new situation.
