Focus on 5 tasks and solutions to increase state budget revenue in 2025

DNO - This is the request of Party Central Committee member, Secretary of the City Party Committee, Head of the City National Assembly Delegation Nguyen Van Quang at the conference "Evaluating the State budget revenue and expenditure in 2024 and implementing the State budget revenue and expenditure management in 2025" organized by the City People's Committee on the morning of January 10. Speaking at the conference, Secretary of the City Party Committee Nguyen Van Quang acknowledged the efforts of the financial sector and commended the results of state budget revenue and expenditure in 2024.

In particular, the city's tax sector has effectively implemented budget collection solutions since the conference "Preventing State budget loss and promoting the implementation of electronic invoices in Da Nang city" in May 2024.

Specifically, promote coordination between departments, branches and sectors; do a good job of preventing tax losses. To promote the above results, the tax sector needs to focus on collecting budget from the service sector, especially promoting the effectiveness of electronic invoices generated from cash registers.

Regarding budget expenditure in 2024, it basically ensures important tasks that need to be implemented. In 2025, it is forecasted that expenditure for development investment, expenditure for special mechanisms, and social security expenditure will be very large, requiring commensurate resources.

In addition, budget expenditures must still be saved by 10% as required by the Government. Therefore, the financial sector needs to advise the Party Committee of the City People's Committee on appropriate solutions.

The City Party Secretary set the target of budget revenue to be higher than the target set by the City People's Council resolution. Therefore, Party committees, authorities and localities need to focus on 5 tasks and solutions.

Firstly, continue to maintain, nurture and promote the city's major revenue sources: corporate income tax; special consumption tax; tax, fee and charge collection. To do this, it is necessary to focus on supporting businesses and creating favorable conditions for businesses to produce and do business.

The second is to create new sources of revenue by attracting large businesses and investors; making the most of special mechanisms to attract investment.

Third, the customs sector must strive to increase import and export tax collection by 10%. Accordingly, the customs sector needs to do a good job of attracting businesses to complete procedures and strengthen the fight against revenue loss.

Fourthly, increase revenue from land use fees by implementing land auction plans, speeding up land price determination, and determining financial obligations of key projects.

Finally, strengthen coordination between departments, branches, sectors and localities; promote propaganda work in many forms to raise awareness of compliance with tax laws.

To carry out the above tasks and solutions, it is necessary to have the drastic participation of Party committees, authorities and localities; strengthen inspection and supervision work; digital transformation and administrative reform.

Chairman of the City People's Committee Le Trung Chinh said that with the goal of state budget revenue in 2025 exceeding 10% of the central government's estimate, determination from the entire political system is needed.

To carry out the tasks set by the Standing Committee of the City Party Committee, supporting businesses and attracting investment is extremely important. In particular, it is necessary to effectively implement the conclusions and resolutions of the Politburo and the Central Committee.

In 2025, it is necessary to balance and harmonize budget revenue and expenditure, especially this year, large resources are needed to carry out many tasks.

Propose that the financial sector absorb the opinions at the conference, assign budget revenue and expenditure tasks to units on a monthly and quarterly basis and closely monitor them.

Besides, agencies and units need to promote digital transformation and administrative reform to make coordination between sectors effective.

Reported at the conference, by December 31, 2024, the total state budget revenue in the city was 27,285 billion VND, reaching 141.2% of the estimate assigned by the City People's Council, an increase of 27% over the same period in 2023.

Of which: domestic revenue was 23,890 billion VND, reaching 151.3% of the estimate, up 31% over the same period; revenue from import-export activities was 3,343 billion VND, reaching 95.5% of the estimate, up 5% over the same period; aid revenue and mobilized contributions were 51.8 billion VND.

Total state budget expenditure for fiscal year 2024 is VND 18,990 billion, reaching 102% of the estimate. Of which: development investment expenditure is nearly VND 10,070 billion; regular expenditure is VND 8,882 billion.

Regarding the 2025 task, Resolution No. 80/NQ-HDND dated December 13, 2024 of the City People's Council on the city's socio-economic development plan for 2025 sets the target: total state budget revenue in the area exceeds 10% of the central government's estimate, and domestic revenue alone exceeds 15%.
