After one year of implementing Directive No. 24-CT/TU dated August 7, 2023 of the Standing Committee of the City Party Committee "on strengthening discipline, discipline and responsibility in handling work in the city's political system", associated with studying and following Ho Chi Minh's ideology, morality and style, the role, responsibility and exemplary behavior of leaders at all levels and sectors have had clear changes.
Thereby, it has strengthened discipline and responsibility in handling work in the political system, strongly spreading the spirit of determination and closeness from the city to the grassroots, creating motivation in the entire political system to carry out the assigned tasks.
In practice, in wards, communes or sectors that regularly "collide" with the people, studying and following Uncle Ho always goes hand in hand with daily work. It is the practice of "building" to "fight", along with measuring the level of people's satisfaction, that has created many creative models to eliminate stagnation, avoidance, shirking, and lack of responsibility in performing tasks. Promoting the responsibility of setting an example and resolutely innovating thinking and action is still one of the highlights in studying and following Uncle Ho in agencies and units in Hanoi.

Improve work efficiency
In the units, an important content that continues to be focused on is innovation in working style and manners. Many creative models and methods have been implemented. In Ung Hoa district, the Standing Committee has directed the development of a detailed table of 12 contents of the results of leadership, direction and operation in all areas: State management of land, administrative reform, economic development, Party building... to serve as evaluation criteria for heads and managers of agencies and units.
According to the leaders of Dong Anh district, the district has innovated its leadership and direction methods in the direction of taking the results and progress of implementing tasks as the basis for evaluating the collective and cadres. Cadre work in Dong Anh is carried out in the direction of increasing cadres for difficult areas, avoiding inertia, promoting innovation, positivity, and creating motivation for the cadre team.
In Hoang Mai district, after one year of implementing Directive No. 24-CT/TU, the District Party Committee has supervised the leadership, direction and implementation of the Directive for 7 Party organizations and 18 individuals. The District People's Committee conducted 20 planned inspections and 29 unannounced inspections at units; organized public inspections on the performance of duties and responsibilities of cadres and civil servants in 2 wards.
The District People's Committee has approved the internal work settlement process; the ward level has issued 214 processes and interconnected processes to settle internal work of units. Thereby, it has raised the spirit and sense of responsibility of cadres and civil servants in performing their duties, created a more serious and effective working environment and clearly improved the quality of public services. Some major, difficult and important tasks that have existed for many years in the district have been selected for focused leadership and direction to resolve, initially achieving results and creating positive changes. Many complicated cases have been completely resolved such as in the fields of: Site clearance, urban management, construction order management, etc.
Statistics show that, in the past year, the Party Committees, Standing Committees, Inspection Committees at district, commune and equivalent levels conducted a total of 1,520 inspections and supervisions of 3,313 organizations and individuals... After inspections, supervisions and public service inspections, 873 organizations and individuals were discovered to have violated and 368 organizations and individuals were disciplined.
It can be seen that the good implementation of the motto "practice goes hand in hand with words"; taking innovation as a thinking method, taking effectiveness as an example and effectiveness in performing assigned tasks is the basis for promoting the following of Uncle Ho's ideology among cadres at all levels of the city, taking it as the core to spread and replicate in society. These are important foundations to promote the spirit of responsibility, setting an example, contributing to the highest implementation of the set socio-economic development goals.
