Don't let the situation of "salary increases, price also increases" happen
State sector workers are concerned about the 30% increase in basic salary - the largest increase ever, applied from July 1.
According to delegate Nguyen Thi Viet Nga, the salary adjustment from July 1 is the biggest adjustment ever. Along with that, there needs to be more solutions to control inflation and prices to avoid the situation of "salaries increase, prices also increase" which is not a new thing.
Receiving this news, workers in the state sector were both happy and worried. They were happy because their income from wages had increased significantly, but they were worried that the situation that had been happening up to now would continue, that is, every time wages increased, prices would increase accordingly, making the wage increase almost only increase the amount of money in the account and not improve the lives of workers.
Therefore, the current problem for the Government is quite difficult: how to find a solution to manage the macro economy to control prices. Prices will increase over time according to the law, however, the phenomenon of "following the flow", taking advantage of salary increases to increase prices without any law, just because workers get a salary increase, that is an increase in prices, requires close management, so that the salary increase really improves the lives of workers and the joy of salary increase is complete.
“We have planned for salary reform, but now we are finally implementing salary increase. These two things have something in common, whether it is salary reform or salary increase, the salary of workers is generally adjusted in an upward direction. However, there is a fundamental difference in the way of calculating salary. If we reform salary, we will abandon the traditional calculation method based on base salary, rank, seniority and allowances; and calculate salary based on the employee's job position, then calculating salary according to salary reform will ensure fairness and be more scientific” - the female delegate of Hai Duong delegation shared.
Increasing basic salary by 30% from July 1st is the best immediate solution
According to Nguyen Thi Viet Nga, Deputy Head of the National Assembly Delegation of Hai Duong Province, currently, with the same job position and qualifications, but if the seniority is different, the salary of employees doing the same job is very different, even many times different. For a new graduate, very capable, taking on that job, compared to a person who has done that job for many years, the salary difference is very large, leading to not being very fair.
If the salary calculation method is reformed, it will be a scientific, modern, fair calculation method, approaching the calculation method of many advanced countries in the world. However, reform is a radical change, and there must be many conditions attached, including resource conditions. We have had a budget savings for several years, but salary reform does not only use saved resources because this is a longer-term problem.
Besides saving, there must be many other solutions such as improving labor productivity, increasing income, increasing annual GDP index, not simply how much money can be saved to reform wages. At the same time, the institution must be changed, because currently with the traditional way of calculating wages, there are many different regulations.
“For example, the Law on Social Insurance is being reviewed and amended, the basis for employees to pay insurance is the basic salary, now to amend the salary calculation method, the Law on Social Insurance must be amended. At the same time, laws related to emulation and rewards must also be reviewed and amended because emulation and rewards are still calculated based on the salary coefficient. In addition, it is necessary to build job positions, describe job positions receiving salaries from the budget. This is the most difficult, longest-term work, requiring a lot of time and effort and has not been completed yet, although the authorities have made great efforts in the past time” - delegate Nguyen Thi Viet Nga expressed her opinion.
In addition, Nguyen Thi Viet Nga, Deputy Head of the National Assembly Delegation of Hai Duong Province, said that there are many other factors that make salary reform difficult and problematic if implemented immediately. Therefore, the Government decided not to implement the entire salary reform content for now, but to implement some contents, including salary increase.
“The 30% salary increase meets the immediate needs that workers are looking forward to, the salary basically meets their living requirements. I think this is the best immediate solution. However, along with this solution, the Government continues to direct research and prepare necessary conditions to implement salary reform at the right time. To have truly solid resources to implement salary reform, solutions to improve labor productivity, streamline the apparatus, and increase GDP are very important” - delegate Nguyen Thi Viet Nga emphasized.
