Medical news on July 14: Strengthening inspection, testing, and handling of diphtheria violations

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 68/CD-TTg directing ministries, branches and localities to strengthen diphtheria prevention and control.

Strictly handle violations of diphtheria

The dispatch stated that diphtheria is a dangerous acute infectious disease, transmitted through the respiratory tract, and can lead to death. The disease is preventable with a vaccine and curable if detected early. A number of cases have been detected recently, including deaths.

The Prime Minister requested to strengthen diphtheria prevention.

In order to proactively control, prevent and not let diphtheria spread and break out, the Prime Minister requested the Minister of Health to direct and guide:

Implement measures to prevent and control diphtheria; proactively monitor, detect and promptly handle outbreaks; organize vaccination and treatment to best protect the health and lives of patients; organize training to improve capacity in monitoring, diagnosing and treating diphtheria.

The Minister of Education and Training directs educational institutions to implement disease prevention and hygiene activities, ensure a clean and airy environment; organize health monitoring of children, pupils and students and immediately notify medical facilities when detecting suspected cases of the disease for timely isolation and treatment.

Chairmen of People's Committees of provinces and centrally-run cities direct: Propagate and mobilize people to implement measures to prevent and control diphtheria according to the recommendations of the health sector; instruct people to go to medical facilities immediately when showing signs of the disease for timely examination, consultation and treatment;

The Prime Minister requested to organize diphtheria vaccination for target groups according to the instructions of the Ministry of Health, especially in areas where the disease is prevalent or where the diphtheria vaccination rate is low;

Closely monitor the epidemic situation in the area; proactively monitor and promptly detect cases of disease or suspected disease to thoroughly handle the outbreak; promptly treat and effectively admit, provide emergency care and treatment to patients;

Ensure logistics, medicines, vaccines, equipment, supplies, and chemicals for diphtheria prevention and control according to the 04 on-site motto;

Strengthen inspection and examination of the implementation of diphtheria prevention and control work and strictly handle violations.

The Head of Government also requested the Minister of Information and Communications, General Directors of Vietnam Television, Voice of Vietnam, Vietnam News Agency and press agencies to strengthen propaganda on measures to prevent and control diphtheria; provide full and truthful information about the epidemic situation.

Ministry of Health sets up 3 inspection teams to evaluate the quality of central hospitals

Deputy Minister of Health Tran Van Thuan signed and issued Decision No. 1873/QD-BYT on the establishment of inspection teams, re-inspection, hospital quality assessment and satisfaction survey of patients and medical staff in 2023-2024.

Accordingly, the Ministry of Health established 3 Inspection Teams with the task of inspecting and evaluating hospital quality at hospitals assigned by the Ministry of Health and a number of hospitals organized by the Hanoi Department of Health and the Ho Chi Minh City Department of Health.

Implementing the decision of the Ministry of Health, from July 9 to 12, inspection team No. 3 led by Dr. Duong Huy Luong, Deputy Director of the Department of Medical Examination and Treatment Management, and other members of the working group conducted hospital quality inspections at Vietnam-Cuba Friendship Hospital Dong Hoi, Hue Central Hospital, Hue University of Medicine and Pharmacy Hospital, and Da Nang C Hospital.

At these hospitals, the inspection team of the Ministry of Health inspected and evaluated the contents in Decision No. 4747/QD-BYT dated December 29, 2023, assessed the quality of hospitals according to the Vietnamese Hospital Quality Criteria; surveyed patient and medical staff satisfaction; and inspected the readiness for emergency care and intensive care.

At the same time, the delegation also inspected the application of information technology in administrative reform, improving the quality of medical examination and treatment, and the implementation of Decision No. 4750/QD-BYT dated December 29, 2023 on regulations on standards and output data formats for management, appraisal, and payment of medical examination and treatment costs.

Previously, talking about hospital quality, Dr. Duong Huy Luong said that after more than 10 years of applying the set of 83 criteria for evaluating hospital quality, the appearance of many hospitals has changed, recognized and supported by the Government and the people.

This is demonstrated by the Law on Medical Examination and Treatment No. 15/2023/QH15 passed on January 9, 2023, in Articles 49, 57, and 58, which stipulate the development of a set of hospital quality standards and quality assessment and certification activities.

The Department of Medical Examination and Treatment Management, Ministry of Health is the focal point, approving the plan to develop quality standards for medical examination and treatment facilities, including the Basic Hospital Quality Standards and the Advanced Hospital Quality Standards.

The basic hospital quality standards will be drafted based on the content of criteria from level 1 to level 3.

The set of advanced hospital quality standards will be drafted with criteria from level 4 (approaching international hospitals in the Asia region) and level 5 criteria (approaching international hospitals in the world).

The Department of Medical Examination and Treatment Management emphasized that all hospitals nationwide will be required to complete basic hospital quality standards to maintain operations.

The Department of Medical Examination and Treatment Management will publicly announce a list of hospitals that meet basic standards so that people have the right to choose a medical examination and treatment facility that meets national standards or higher.
