Strengthening decentralization and delegation of power for Hanoi to be proactive

(PLVN) - On March 26, Deputy Prime Minister Tran Hong Ha worked directly and online with the Hanoi People's Committee on the implementation and disbursement of the 2025 public investment plan; ensuring traffic order and safety (TTATGT) and controlling air pollution in Hanoi.

More confidence to implement some key projects of the city

At the meeting, Vice Chairman of Hanoi People's Committee Nguyen Trong Dong said that Hanoi's public investment plan for 2025 assigned by the Prime Minister is VND87,130 billion. The total disbursement of the city's public investment plan as of March 24 was more than VND5,052 billion, reaching 5.8% of the plan.

Regarding information on air quality in Hanoi, Mr. Nguyen Trong Dong said that measures to warn the community and respond to serious air pollution to protect people's health are necessary and a priority. The city has reviewed and developed mechanisms and policies to manage air environment; increased inspection, examination, warning, awareness raising, international cooperation, etc.

Regarding the work of ensuring traffic safety, according to Mr. Dong, the City People's Committee is currently directing the drastic implementation of 8 groups of policy solutions, basic and long-term solutions and 6 groups of urgent solutions in the immediate future. In the first quarter of 2025, the City has handled 3/37 traffic congestion points...

At the meeting, representatives of the Ministry of Finance discussed specific solutions to remove obstacles in mechanisms and policies related to the arrangement and use of local budgets to invest in the construction of Tu Lien Bridge and the approach roads at both ends of the bridge, Tran Hung Dao Bridge, Ngoc Hoi Bridge, or to implement a number of urban railway projects using ODA capital.

Difficulties in site clearance, focusing on determining land origin, land price, compensation plan for construction works on agricultural land... were answered by representatives of the Ministry of Agriculture and Environment.

Lieutenant General Nguyen Van Trung, Director of the Traffic Police Department (Ministry of Public Security), said that Hanoi needs to comprehensively assess the organization of traffic and public passenger transport; have a roadmap to reduce personal vehicles on some key routes and areas; strictly handle common violations such as running red lights, driving on sidewalks, not wearing helmets, etc.

Chairman of Hanoi People's Committee Tran Sy Thanh expressed that, through the opinions of ministries, branches, departments, branches, districts and towns of the city, Hanoi will be more confident in implementing a number of key projects of the city, registering to implement the "Traffic Safety City" model and actively promoting and combining with programs and projects on smart traffic, smart cities, developing green public transport...

Comprehensive and systematic treatment of pollution

Concluding the meeting, the Deputy Prime Minister assigned relevant ministries to study, absorb and fully respond to the recommendations of Hanoi City, and propose to competent authorities in the spirit of strengthening decentralization and delegation of power to localities to be proactive in managing and allocating budgets to implement key projects according to progress plans and capital needs. The Deputy Prime Minister also gave specific instructions in negotiating and allocating state budgets for a number of key projects of Hanoi.

Regarding solutions to overcome air pollution, the Deputy Prime Minister assigned the Ministry of Agriculture and Environment to coordinate with Hanoi City and localities in the capital region to develop and submit to the Prime Minister a project to solve air pollution in the capital region, with specific plans, responsibilities of ministries, branches, localities and accompanying mechanisms and policies. The Ministry of Agriculture and Environment, the Ministry of Public Security, and the Ministry of Construction to coordinate with Hanoi City to identify and clearly understand the sources of pollution, the rate and time of heavy pollution and have solutions and mechanisms to thoroughly handle them, such as relocating and closing down heavily polluting facilities; applying higher standards and regulations on vehicle emissions, etc.

The Deputy Prime Minister suggested that the city have comprehensive and systematic solutions to handle air pollution, water pollution, and river pollution in order to fundamentally solve the problem of taking care of people's health, and urban beautification, contributing to making Hanoi greener, cleaner, more beautiful, and more livable. "Hanoi has proposed a project to treat the pollution of the To Lich River, but the goal must be to restore all rivers in the city. The Government, ministries, sectors, and localities will work together," said the Deputy Prime Minister.

The Deputy Prime Minister requested the Ministry of Public Security to preside over and coordinate with the Ministry of Construction and Hanoi City to deploy immediate and long-term solutions related to traffic safety and order. “You must proactively work with ministries and branches to come up with plans. Policies with great impacts can be reported to the Central Government, such as restricting personal vehicles on some streets, roads, and key areas using economic tools instead of administrative measures; applying technology in monitoring and operating smart traffic; arranging stations, parking lots, and public transport routes convenient for people…”, the Deputy Prime Minister noted.

Deputy Prime Minister Tran Hong Ha assessed that Hanoi has proactively prepared many key national and local projects, striving to complete and exceed the public investment disbursement plan assigned by the Prime Minister, and at the same time needs to continue to attract other capital sources. Solving Hanoi's difficulties and problems will not only create favorable conditions for the city but will also contribute to drawing out ways to solve similar problems in other localities.
