Accordingly, the Chairman of the Provincial People's Committee requested the Provincial Police to direct the increase of traffic police forces to regularly inspect and thoroughly handle cases of trailers, semi-trailers, and vehicles exceeding the permitted load on Phong Thu Bridge. If necessary, a document requesting the Department of Transport to arrange inspection forces to coordinate with the traffic police to weigh vehicles.
The Department of Transport shall preside over and coordinate with agencies, units, and localities to inspect and decide on traffic organization on local routes related to traffic through Phong Thu bridge to proactively handle promptly when situations arise.
The Chairman of the Provincial People's Committee assigned the Department of Planning and Investment to urgently preside over and coordinate with relevant departments and branches to inspect and advise the Provincial People's Committee to report to the Provincial People's Council for permission to soon implement the Phong Thu Bridge Upgrade and Renovation Project, which was decided on investment policy by the Provincial People's Council in Resolution No. 08, dated March 18, 2022 and approved by the Provincial People's Committee in Decision No. 3538, dated December 23, 2022.
Previously, Director of the Department of Transport - Mr. Van Anh Tuan signed Official Dispatch No. 5435 to submit to the Provincial People's Committee for advice on directing traffic organization and strengthening inspection and handling of overloaded vehicles crossing Phong Thu Bridge. According to the industry leader, DT609 is a vital East-West cross-road connecting industrial parks, clusters, tourist areas, and urban areas of the East with the West, connecting National Highway 1 with the Da Nang - Quang Ngai Expressway, Ho Chi Minh Road and Nam Giang International Border Gate.
On the section connecting National Highway 1 with the expressway with Phong Thu bridge at km8+790, there is a sign posting the minimum distance between 2 cars (10m), restricting trucks with a total load of 24 tons (solid body trucks), 39 tons (semi-trailers) and 45 tons (tractors).
During the management process, the road maintenance unit discovered that many trucks carrying sand and rocks with a total load of more than 24 tons (cargo weight greater than 13 tons + goods greater than 15 tons) were passing through the bridge. In particular, during the time of traffic diversion due to the ban on cars passing through the new Cau Lau bridge on National Highway 1, the traffic of heavy trucks (many exceeding the permitted load) passing through Phong Thu bridge increased dramatically, causing damage to the bridge.
The Provincial People's Committee has agreed on the policy of banning semi-trailers from crossing the bridge from December 28, 2024, and the Department of Transport has installed signs and requested the Road Management Area III to adjust traffic flow remotely. However, in reality, there are still many trucks weighing more than 24 tons and semi-trailers passing through the bridge, which poses a risk of further damage and possible bridge collapse. To repair the damage to Phong Thu Bridge, it is necessary to ban all types of cars from passing through the bridge, which will greatly affect people's travel, especially near the Lunar New Year 2025.
