Strengthening regional connectivity - the trend of development

In July, Quang Ninh put into operation two more gateway traffic projects, shortening the distance and travel time to Hai Phong and Lang Son. This not only facilitates trade, cooperation, and economic development between regions, but also gradually realizes the goal of building Quang Ninh into a multipolar, multi-center province with the most synchronous and comprehensive development in the country.

Quick connection to the area

Located in a prominent position, the center of two economic corridors (Kunming - Lao Cai - Hanoi - Hai Phong - Quang Ninh; Nanning - Pingxiang - Lang Son - Hanoi - Hai Phong - Quang Ninh) and the coastal economic belt of the Gulf of Tonkin; possessing diverse means of transportation, international border gates..., Quang Ninh has all the necessary factors to become one of the important trading hubs, a multimodal distribution and transit center connecting the Northern Key Economic Zone with the whole country, the region and internationally.

With strategic thinking, long-term vision, proactively seizing opportunities, potentials, and unique advantages, in the past 10 years, Quang Ninh has focused on exploiting and promoting its internal resources, while strengthening regional cooperation and linkage. Starting in 2014, a series of key, dynamic transport projects began, including the Ha Long - Hai Phong Expressway, the province's first road expressway. After only 2 years, Van Don International Airport and Ha Long Specialized Passenger Port, representing the gateway to the sky and the gateway to the ocean, connected directly to the world, were invested synchronously, accompanied by modern and classy landscape values. In 2022, Quang Ninh officially completed the 176km-long expressway chain along the province, completing all 3 traffic gateways connecting to the region and the world.

With the motto of "taking public investment to lead private investment", continuing the development momentum, in the new period, the province prioritizes the arrangement and use of state budget capital as seed capital to stimulate and maximize the capital sources of other economic sectors for the development of transport infrastructure. In the period of 2021-2025, Quang Ninh will allocate nearly 60,000 billion VND for the development of inter-regional transport infrastructure by investing in Dam Nha Mac and Ha Long Xanh intersections, these are the two largest intersections in the province, playing a role in connecting the transport infrastructure of the western region with the Ha Long - Hai Phong - Hanoi expressway.

Along with that, deploying investment in the riverside road connecting Ha Long - Hai Phong expressway with Dong Trieu town, 40km long, total investment of nearly 10,000 billion VND, playing an important role in the internal and external traffic network, at the same time being the axis of spatial development, connecting important urban areas of the western economic corridor of the province. Quang Ninh coordinates with Hai Phong city to invest and deploy Ben Rung and Lai Xuan bridges to awaken the potential and advantages of the two localities; investing in provincial roads connecting Ha Long with Lang Son and Bac Giang, these are routes that not only shorten the distance and travel time between the provinces, but also connect the heritage of the localities, opening up great opportunities for inter-regional tourism development.

In 2024, the pivotal year for completing the targets and tasks of the Resolution of the 15th Provincial Party Congress, Quang Ninh and Hai Phong have officially completed and put Ben Rung Bridge and connecting roads into operation. In July 2024, Quang Ninh continued to put provincial road 342 connecting Ha Long - Ba Che - Lang Son into operation, with a signboard welcoming the 12th Congress of the Vietnam Fatherland Front of Quang Ninh province. These are two new inter-regional connection projects, not only meeting the goal of improving traffic service capacity, creating an inter-regional traffic connection system, serving the travel needs of the people, but also becoming a new driving force for the highland areas of the province. Thereby forming an economic connection chain, expanding the organization of development space, improving people's income and quality of life; turning the potential and advantages of each locality into a common total resource for development, realizing the goal of inclusive growth, leaving no one behind.

Mr. Hoang Quang Hai, Director of the Department of Transport, said: Promoting regional connectivity is always one of the top priorities of the province. This is an important driving force for growth and the formation of an economic connection chain. In the next phase, Quang Ninh will continue to make breakthroughs with many new, synchronous, comprehensive, and modern transport projects, in line with the orientation of organizing territorial space, integrated into the socio-economic development planning of the province, ensuring harmonious connection of transport modes, connecting with regional, national and international transport networks.

Provincial Road 342 connecting Ha Long - Ba Che - Lang Son has just been put into operation and use in July 2024.

In which, focus on upgrading, expanding, supplementing and building new routes with high connectivity and transportation demand; focus on developing belt roads, main roads, coastal roads connecting urban areas to distribute traffic volume, avoid the risk of congestion, form important traffic "blood vessels"... This will be the basis for the province to implement development plans, allocate resources equally among all areas. From there, a reasonable and unified traffic network will be formed, creating sharing and spreading, and Quang Ninh will quickly connect with the region, playing the role of the most synchronous and comprehensive development center in the country.

Resonance of inter-regional economic benefits

During his visit and work in Quang Ninh in April 2022, General Secretary Nguyen Phu Trong emphasized: "With its important position, Quang Ninh needs to strongly promote regional connectivity to exploit its competitive advantages". What the General Secretary was concerned about was clearly identified by Quang Ninh in the Resolution of the 15th Provincial Party Congress, which is: Persistently implementing the organization of the development space of "one center, two multi-dimensional routes and two breakthroughs" to ensure the goal of connectivity and synchronization to promote the strengths of each locality in the province as well as the strengths of the province in the Red River Delta and the Northern Key Economic Zone.

On that basis, Quang Ninh, Hai Phong, Hai Duong and Hung Yen signed an agreement on economic connection of the Eastern Expressway axis based on the Hanoi - Mong Cai Expressway axis, nearly 300km long, in which Quang Ninh contributed nearly 2/3 of the route length with a 176km long expressway system along the province. This expressway axis connects a series of industrial parks, urban areas... connecting 3 international airports (Noi Bai, Cat Bi, Van Don) and the system of international seaports, creating a region with a total natural area 3 times larger than Hanoi, 5 times larger than Ho Chi Minh City, 8 times larger than Da Nang City.

The Eastern Expressway Axis has established a Regional Business Council, which connects businesses from four localities to share cooperation and development.

The formation of the connecting axis has helped the provinces break down the disadvantageous barriers in development, enhance their position in the region and the whole country, strongly impact trade, freight transport, tourism development, investment attraction, job creation for people...; shorten traffic distance, contribute to reducing transportation costs, reducing investment costs, increasing profits for businesses, promoting economic development. At the same time, it becomes a transit point, a logistics center of the region and the country; directly participates in the coastal highway of the Northern Coast, the Red River Delta, making Quang Ninh a traffic gateway of the Northern Economic Region, connecting ASEAN trade with China.

In parallel, the province has deployed many other connecting traffic projects to form a regional linkage chain, such as the road connecting Lang Son, Bac Giang, Bac Ninh, Hai Duong and Hai Phong... which are projects formed on the basis of cooperation and joint investment to spread benefits. Quang Ninh is ready to share airports and seaports with Lang Son and Bac Giang through new connecting routes; bring the sea closer to Lang Son for tourism exchange; bring international border gates closer to Bac Giang, Bac Ninh and Hai Duong to develop industries; share highways with the Red River Delta to reach the market of more than 1.4 billion Chinese people faster.

Ha Long International Passenger Port has become a familiar destination for international cruise ships.

Although these connections are still being formed, the initial effectiveness is clear when in each locality, GRDP increases year after year compared to the previous year. Quang Ninh has had 9 consecutive years of GRDP growth at double digits, becoming a typical province in terms of development in the Northern region. In 2023, Quang Ninh attracted over 3.13 billion USD in FDI capital, making Quang Ninh and Hai Phong the two leading localities in the country in attracting foreign direct investment.

It can be seen that the regional linkage projects of Quang Ninh are very suitable, becoming an important factor promoting the connection between economic regions in the current context. This is in line with the trend of globalization and deep and wide international integration. From there, the remaining barriers of each locality are broken by compensation from other localities in the connection; creating an even distribution of individual advantages, so that the advantages resonate into the benefits of the whole region.
