Strengthening supervision of key projects

Faced with these shortcomings and inadequacies, voters in Da Nang City have proposed to strengthen the review, supervision and decisive handling of long-standing problems in important national projects, key projects, and low-efficiency projects that cause great loss and waste.

At the meeting with voters of Hoa Vang district after the 8th session of the 15th National Assembly, voter Nguyen Van Truong, Hoa Son commune (Hoa Vang district) expressed that the people of Hoa Vang agreed to support the policy of investing in the North-South expressway.

In particular, the section through Hoa Vang has been handed over by the people to start construction. Voters asked the National Assembly delegation to strengthen supervision and find solutions to direct the construction unit to speed up the construction progress so as not to affect the traffic of the people.

Regarding voters' opinions on the progress of the Hoa Lien - Tuy Loan expressway project, Secretary of the Da Nang Party Committee Nguyen Van Quang affirmed that this is a project that Prime Minister Pham Minh Chinh inspected, urged, and required to be completed before August 30, 2025. Currently, Da Nang is removing obstacles and difficulties for contractors in the issue of construction materials; urging contractors to speed up the construction progress. At the same time, Hoa Vang district has handed over the entire route.

Not only in the Hoa Lien - Tuy Loan expressway project, the leaders of Da Nang City are very interested in the implementation of projects in the area. For example, at the site inspection of the Quang Da bridge construction investment project and the bridge approach road; the project to renovate and upgrade National Highway 14B on December 3, 2024, Mr. Quang requested Hoa Vang district and related units to actively propagate, mobilize, and create consensus among the people to effectively carry out site clearance work, serving the construction of key projects.

Through inspection and listening to reports from units on the project implementation and site clearance, Mr. Quang acknowledged the efforts of Hoa Vang district, investors and contractors in being proactive in site clearance, basically meeting the construction progress requirements.

Mr. Quang said that this is an important project to celebrate the 50th anniversary of the Liberation of Da Nang City. Therefore, it is necessary to continue to be determined and strive to complete the remaining items to carry out the technical traffic opening on March 29, 2025.

Hoa Vang District People's Committee is continuing to coordinate with relevant departments and branches to focus on removing obstacles so that site clearance can be carried out according to the set plan.

At the same time, it is recommended that departments, branches and authorities of Hoa Vang district work with Dien Ban town (Quang Nam province) and the People's Committee of Da Nang city work with the People's Committee of Quang Nam province to unify the progress of the road leading to the bridge on the Quang Nam side so that the project can be completed synchronously.

Or for the project to renovate and upgrade National Highway 14B, Mr. Quang acknowledged that Hoa Vang district has a new approach, boldly proposing to remove difficulties in site clearance for this project. Hoa Vang district People's Committee needs to continue to coordinate with relevant departments and branches to focus on removing obstacles so that site clearance can be carried out according to the set plan and ensure the legitimate and legal rights of households within the scope of the project.

According to the report of Hoa Vang district, the Quang Da bridge project and the bridge approach road have a total of 155 files to be cleared. Up to now, there have been 139 files for handing over the land; 16 files at the frontage of National Highway 14B have not been handed over the land because households have requested compensation for residential land and resettlement for the land area in the traffic safety corridor that originated as residential land.

Regarding the project to renovate and upgrade National Highway 14B, up to now, the handover of land has been completed for 560/1,075 files, reaching 52.1%. Currently, there are 515 files that have not been handed over land because households have requested support for land and assets belonging to traffic corridor land; support for construction; support for elevation differences.
