According to the forecast of the National Center for Hydro-Meteorological Forecasting and information of the Ministry of Agriculture and Rural Development, due to the impact of climate change and the influence of the El Nino phenomenon, in 2024, severe heat will occur in many localities, with higher temperatures than in 2023, including the Central coastal provinces (from Quang Binh to Phu Yen), causing a very high risk of forest fires, causing damage to forests, the environment, affecting the health, property, lives and livelihoods of people.

Given the above developments and forecasts, to proactively prevent and fight forest fires, the Provincial Party Standing Committee issued Document No. 1547-CV/TU, dated May 17, 2024, requesting the Party Executive Committee of the Provincial People's Committee, Party committees at all levels, Party organizations, authorities, socio-political organizations, and functional branches to focus on resolutely and effectively implementing measures to prevent and fight forest fires in the province.
That is, continue to strictly implement Conclusion No. 61-KL/TW dated August 17, 2023 of the Secretariat on continuing to implement Directive No. 13-CT/TW dated January 12, 2017 of the Secretariat on strengthening the Party's leadership over forest management, protection and development; Plan No. 121-KH/TU dated December 5, 2023 of the Provincial Party Standing Committee on implementing Conclusion No. 61-KL/TW dated August 17, 2023 of the Secretariat on continuing to implement Directive No. 13-CT/TW dated January 12, 2017 of the Secretariat.
Fully and effectively implement the relevant contents in Official Dispatches No. 31/CD-TTg dated April 4, 2024, Official Dispatch No. 41/CD-TTg dated April 27, 2024, Official Dispatch No. 43/CD-TTg dated May 1, 2024 of the Prime Minister on proactively strengthening urgent measures to prevent and fight forest fires and related directives.
Strictly implement the responsibility of managing forest fire prevention and fighting, strengthen the inspection and supervision of forest fire prevention and fighting early, from afar, right from the grassroots level; consider this a key and continuous task; absolutely do not be subjective, negligent, or lose vigilance, especially during peak periods of heat and sun; promptly commend and reward organizations and individuals who actively participate in forest fire prevention and fighting.
Strengthen propaganda and education to raise people's awareness and responsibility in forest fire prevention and fighting. At the same time, inspect, urge and strictly control the use of fire in and near forests by people, especially slash-and-burn farming activities; temporarily stop using fire to treat vegetation; strictly handle acts of using fire that risk causing forest fires during peak periods when the risk of forest fires is high.
Proactively and urgently review local fire prevention and fighting plans and solutions with the motto "four on-site"; ensure the arrangement of forces, means, materials, and funds for forest fire prevention and fighting.
Heads and chiefs of localities, agencies and units directly direct the coordination between forces participating in forest fire prevention and fighting, ensuring efficiency and safety; strengthen training and professional training in forest fire prevention and fighting for forces working in forest fire prevention and fighting; ensure labor protection equipment, smoke prevention, logistics, food, drinking water, medical supplies for forces performing forest fire fighting tasks.
Assign forces to be on duty 24/7 during the peak of the dry season, especially during peak heat waves; arrange checkpoints and patrols in key areas prone to forest fires; strictly control people entering and exiting forest areas at high risk of forest fires; promptly detect fire spots, mobilize forces to control and extinguish forest fires in the shortest time.
Strictly handle those who deliberately violate the provisions of the law on forest fire prevention and fighting. Heads of localities, agencies and units are responsible before the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee if large-scale forest fires occur and cause great damage to forests in areas under their management.
Develop plans and strategies to evacuate people, property of the People, the State and enterprises from areas affected by forest fires when forest fires occur; have measures to ensure absolute safety and appropriate and effective policies for forces participating in forest fire fighting tasks; effectively organize the implementation of the Project to Improve the capacity of forest rangers in forest management, protection and forest fire prevention and fighting for the period 2021 - 2030 according to Decision No. 177/QD-TTg dated February 10, 2022 of the Prime Minister.
Regularly monitor and update information on forecasts and warnings of heat waves and forest fire risks and early detection of forest fires; promptly inform and report to competent authorities as soon as a forest fire occurs, ensuring complete and accurate information for synchronous, consistent and timely coordination between localities and units and functional forces participating in forest fire fighting.
The Provincial Party Committee's Propaganda Department directs press agencies and mass media to step up propaganda on forest protection, fire prevention and fighting measures. The Vietnam Fatherland Front and provincial-level socio-political organizations will step up propaganda and mobilization work for union members, association members and people; at the same time, promote the supervisory role of people, community organizations, and mass media in forest protection, fire prevention and fighting work.
In addition to the initiative of functional sectors, units and localities, people need to raise awareness and responsibility in forest fire prevention and control, so that this work is always highly effective, minimizing damage caused by forest fires; at the same time, contributing to protecting and developing forest resources.
