At 12:00 noon on May 1, on the Phap Van - Cau Gie - Ninh Binh expressway, through Nam Dinh province, a working group of the Highway Traffic Control Patrol Team No. 3 (Traffic Police Department) stopped to check a 26-bed passenger car with Thanh Hoa license plate.

Authorities discovered a passenger bus carrying 31 more passengers than the legal limit. The 45-year-old male driver, from Thanh Hoa, was driving with a breath alcohol concentration of 0.099 mg/l. The driver admitted to having consumed alcohol and beer with his colleagues before transporting passengers.

The working group drew up an administrative violation report and fined the male driver and the transport company a total of VND53 million. The driver had his driving license revoked for 12 months, his vehicle impounded for 10 working days, and his vehicle badge revoked for two months. Passengers on the vehicle were provided with transportation to continue their journey.
