Amending technical standards on motorcycle and motorbike frames

The Draft Technical Regulation on motorcycle and motorbike frames has added many regulations to suit reality (illustrative photo).

Practical, easy to apply

In the draft Regulation, the Ministry of Transport has added some terms, in which it stipulates that frames of the same type are frames with the same brand (if any), design, same parameters in technical documents and the same technological line.

Frame load is calculated by the total allowable mass of people and goods of the corresponding vehicle type, the mass of detail assemblies, assemblies, and accessories placed or hung on the frame.

The draft also adds the frame mass error according to the manufacturer's regulations but not exceeding ± 5% compared to the registered value. The error of the cross-section and thickness dimensions of the main frame parts (neck tube, main body, frame body) according to the manufacturer's regulations but not exceeding ± 5% of the registered value for the cross-section dimensions and not exceeding ± 10% of the registered value for the thickness dimensions.

According to the drafting committee, although the structure and technical parameters of the frame must be consistent with the technical documents provided by the manufacturer or the testing/certification registration facility, this is a difficult item to assess what is appropriate, while the fact that manufacturers provide (submit) different technical documents will make the assessment difficult and inconsistent among manufacturers.

Even many parameters cannot be controlled according to the manufacturer's technical documents. National technical regulations on tires and glasses do not have similar regulations, so additional details on errors are added to facilitate evaluation.

The Draft Standard also adds a general inspection regulation, according to which the frame must not have cracks or breaks.

The welds on the frame (if any) must be even, not peeling or cracking, instead of the current regulation that the welds must be even, penetrating and not cracked or pitted, because in reality there are types of frames produced by 3D printing or other methods, not just using traditional welds.

Similarly, some types of frames are manufactured with other types of joints, not only by welding, so the draft also adds a provision: Joints on the frame such as rivet joints, bolt joints and other types of joints (if any) must be sturdy.

Reduce testing time, facilitate business

Notably, the draft Standard has removed the requirement for anti-rust paint because currently, many types of frames are made of aluminum alloy, carbon fiber... which are inherently rust-free, so this requirement is not needed.

At the same time, the regulations on material testing methods are also revised because the frame is produced from many different materials, such as aluminum alloy, carbon fiber, composite materials, etc., so material testing will be very complicated. Therefore, the regulations make the manufacturer responsible for the material, the quality management agency only evaluates the final output parameters as meeting technical requirements. This also creates fairness in management between imported frames and domestically assembled frames.

In addition, the standard also specifies the number of frame test cycles to suit the nature of fatigue testing (damage after how many cycles) and to suit the testing method of other types of components (such as: motorcycle rims, motorbikes, alloy rims of cars...).

Currently, the rims of motorcycles and motorbikes are the most severe load-bearing parts, but they are being tested for durability with 100,000 cycles. The frame evaluation requires a durability 3-5 times higher than the rim's durability. The drafting team has taken a safety factor of 5 times (for parts that can cause serious consequences when damaged, the safety factor is taken at 3-5 times), at 500,000 cycles for testing.

The Vietnam Register said that this regulation helps reduce testing time and shorten the waiting time for businesses to test.

According to experts, the revision of the national technical regulations on motorcycle and motorbike frames not only helps to update the content in accordance with reality but also ensures that the inspection and testing methods for these components are closely monitored and effective, helping to improve the quality of vehicles and contribute to ensuring traffic safety.
