On the afternoon of July 25, in Hanoi, Comrade Vuong Dinh Hue, Politburo member and Chairman of the National Assembly, worked with the Standing Committee of the Hanoi Party Committee on the implementation of the National Assembly's resolutions in the capital.
Attending the meeting were comrade Nguyen Khac Dinh, member of the Party Central Committee, Vice Chairman of the National Assembly; comrades of the Party Central Committee, members of the National Assembly Standing Committee, ministers and leaders of relevant ministries, departments, branches and agencies.
On the Hanoi side, there were comrade Dinh Tien Dung, Politburo member, Secretary of the Hanoi Party Committee; Tran Sy Thanh, member of the Party Central Committee, Chairman of the Hanoi People's Committee; comrades in the Standing Committee of the Hanoi Party Committee and key leaders of Hanoi.

At the meeting, representatives of the National Assembly agencies, relevant ministries and sectors highly appreciated the results that Hanoi has achieved in recent times, especially the relatively effective exploitation of specific policies stipulated in the National Assembly's resolutions. After 15 years of expanding administrative boundaries, the city's appearance has changed a lot.

In the past half term, Hanoi has achieved remarkable results, high GRDP growth; city budget revenue exceeded estimates; promoted the application of science and technology in high-tech agriculture; and built new rural areas meeting requirements.
Delegates also focused on discussing and clarifying issues related to the assessment of the implementation of the National Assembly's resolutions, the progress of the development of the draft Law on the Capital (amended), and the main contents of the draft Law on the Capital (amended) to ensure feasibility, synchronization, effectiveness, and promote the development of the Capital in the coming time...
Concluding the meeting, National Assembly Chairman Vuong Dinh Hue said that in the context of many fluctuations in the world economy and the domestic situation with mixed advantages and difficulties, Hanoi has made efforts to effectively implement the Resolution of the 13th National Party Congress, the Resolution of the 17th City Party Congress, and thematic Resolutions of the Central Committee, the National Assembly, the Government and the City, achieving quite comprehensive and important results.
Hanoi has quickly controlled the Covid-19 pandemic, quickly restored economic and social development with a methodical approach, and proposed 10 action programs. Party building, the political system, and activities of the National Assembly delegation and the People's Council are bright spots in the capital.

In the coming time, the National Assembly Chairman suggested that Hanoi continue to review mid-term tasks to have faster and more breakthrough development steps, review the ability to complete socio-economic development targets throughout the term; do better in public investment, actively implement existing plans; clarify the reasons why the city's overall capacity has decreased compared to the national average.
Regarding the draft Law on the Capital City (amended), the National Assembly Chairman emphasized that this is a great opportunity to create advantages to help Hanoi develop, rise to a new level, and gain a new position in the country, region and the world. The amendment of the Law on the Capital City needs to closely follow the guidelines, policies and requirements set out in the resolutions of the Central Committee and the Politburo.
The National Assembly Chairman noted that Hanoi needs to summarize practices to have a basis for proposing and creating policies for the capital's development; institutionalize the latest and most direct viewpoints related to Hanoi, especially Resolution No. 15-NQ/TW of the Politburo on the direction and tasks for the development of Hanoi until 2030, with a vision to 2045.
The goal is to build and develop the capital to be worthy of being the national political nerve center, the heart of the whole country, a major center of economy, culture, education and training, science and technology and international integration. "Build the capital Hanoi to become a smart, modern, green, clean, beautiful, secure, safe, fast-growing and sustainable urban area, with the power to spread to promote the development of the Red River Delta, the key economic region of the North and the whole country," said the National Assembly Chairman.
The National Assembly Chairman emphasized that the Capital Law is essentially a law on decentralization. Developing the Capital is not only the responsibility of Hanoi but also the responsibility of the whole country. Therefore, the provisions in the draft Capital Law (amended) need to be built in the direction of strong decentralization, innovation of the governance model, and enhancement of the autonomy and self-responsibility of the Capital government in all aspects of economic and social life.
The draft law must help the capital remove difficulties and obstacles, resolve current limitations and shortcomings, first of all, financial mechanisms and policies to invest in infrastructure development, handle environmental pollution, relocate medical and educational facilities out of the inner city, renovate old apartment buildings, and backlog projects...

The National Assembly Chairman noted that the draft Law on the Capital (amended) must specify the 9 policy groups that the Government submitted to the National Assembly for decision when proposing to add this law project to the 2023 Law and Ordinance Development Program.
During the process of drafting the law, Hanoi needs to consult experts, scientists, and the public; organize seminars and workshops to get extensive opinions on the draft law.
