On the morning of August 19, Prime Minister Pham Minh Chinh attended the conference to summarize the 2023-2024 school year and deploy tasks for the 2024-2025 school year, organized by the Ministry of Education and Training online between the main bridge Hanoi and 63 provinces and centrally-run cities.
The Prime Minister directed the development, review, revision and supplementation of policies and remuneration regimes for teachers.
Speaking at the Conference, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the participation of the entire political system, the consensus and support of the people nationwide, especially the efforts of the entire education sector in implementing Resolution 29 of the 11th Party Central Committee on fundamental and comprehensive innovation of education and training, achieving many important and quite comprehensive results, creating breakthroughs.
According to the Prime Minister, the 2024-2025 school year ends the term of implementing the Resolution of the 13th National Congress; at the same time, it begins to implement Conclusion 91 of the Politburo on continuing to innovate education and training.
Therefore, the Prime Minister requested the education and training sector, ministries, branches and localities to carry out 9 key tasks. The Prime Minister requested to carefully prepare conditions for the new school year and organize the Opening Ceremony on September 5 well, creating a joyful and exciting atmosphere for the new school year.
2025 is the first year to organize the High School Graduation Exam according to the new General Education Program. The Prime Minister requested the Ministry of Education and Training to preside over and, together with ministries, agencies and localities, prepare carefully to organize the exam to ensure quality, safety, seriousness, efficiency, practicality, compactness, reduce pressure, and create the most favorable conditions for students.

The Prime Minister also requested to promote autonomy in conjunction with improving the quality of university training in a practical and in-depth manner, linked with accountability, publicity and transparency; continue to create a favorable environment to attract investment resources for education and training development, ensuring fairness and equality between the public and private sectors. Promote public-private cooperation; promote non-profit education and training at the university level.
Develop, review, amend and supplement appropriate policies and remuneration regimes for teachers; recruit and restructure teachers according to assigned staffing levels, overcome the surplus and shortage of teachers in educational institutions, ensure the principle of "where there are students, there must be teachers in the classroom" and be consistent with reality.
Along with that, continue to review and plan the network of preschool, general education, continuing education, education for the disabled, university education and pedagogical colleges.
In particular, the Ministry of Education and Training, ministries, branches and localities pay attention to construction planning, ensuring suitable land funds to build schools and classrooms, meeting learning needs associated with urbanization trends and population shifts.
Emphasizing that education and training need to be given due attention to create a driving force for rapid and sustainable national development, the Prime Minister reiterated the teachings of President Ho Chi Minh: "Universities need to combine scientific theory with practice...; high schools need to ensure students have solid, practical general knowledge...; primary schools need to educate children: Love the Fatherland, love the people, love labor, love science, respect public property..., and pay special attention to maintaining the health of children"; "Families should closely contact schools, help schools educate and encourage their children to study hard, live healthily and enthusiastically help the people".
The head of the Government requested to effectively implement the motto: "Taking students as the center and subject; teachers as the driving force; schools as the support; families as the fulcrum; society as the foundation".
The Prime Minister directed the Ministry of Education and Training, ministries, branches and localities to focus on effectively implementing the above motto according to their functions, tasks and authority. Prioritize the allocation of resources, upgrade facilities, ensure hygiene, security and safety of schools, clearly evaluate annual results to learn from experience and continue to do better in the coming time.
